AIAPS(TN) writes the letter to the circle administration to promote the PM Grade I official on regular basis instead of adhoc basis as per DOPT guidelines

Respected sir,

1. Vide above reference 1 of Tamilnadu circle office, on 09.01.2017 the competent authority is called the willingness from the PM Grade I officials to officiate in PM Grade II cadre on Adhoc basis. More over this association came to know that beyond 2011 PM batch officials, the previous debarred officials CRs also have been called from the postal divisions to conduct the DPC to promote them on regular basis to Postmaster Grade II and III posts. For such initiatives, this association conveys our heartfelt gratitude to the honorable CPMG Sir, respected DPS and the entire circle administration for the positive response to this association genuine demands.
2. In addition to that this circle association would like to bring the above reference DOPT orders for your benign consideration to the honorable CPMG sir to avoid multiplication of DPC proceedings at circle level and to protect the staff welfare too.


3. Vide above Reference 2 and 3 of DOPT orders, if APARs are maintained financial year basis, and if the DPC is held January/February then crucial date should have been fixed as 1st April of the vacancy year i.e., 01.04.2017 to calculate the required eligibility service.

4. For the one time relaxation order dated 28.04.16 only, crucial date was fixed as 01.04.16 and now because of the lapses of 9 months from the one time relaxation orders, during August 2016 itself, all the 2011 PM Grade I cadre batch officials have been completed the required 5 years eligibility service as per the one time relaxation orders of above Reference 4 of the Postal directorate. More over because of maintaining APARs by financial year wise and DPC proceedings have initiated in the close of this financial year, it is unavoidable to fix the crucial date as 01.04.2017 vide above DOPT orders.

5. Because of the above DOPT guidelines, Bihar, Chattisgarh, Madhyapradesh postal circles were given the regular promotion to the 2011 PM Grade I batch officials. So to avoid the dislocations in All India Postmaster Grade officials’ seniority in future, it is essentials to promote the tamilnadu circle officials too with regular promotion along the debarred officials for the proper seniority without any dislocations in future.

6. More over this association came to know that the CRs of PM Grade II officials whose are all completed 2 and half years service might have NOT been called from the postal divisions. They are also eligible for adhoc promotion to the post of PM Grade III. For the PM Grade III regular and adhoc promotion DPC proceedings are one and the same and if it is completed combined then it would have been ease the procedures to the circle administration. So this association humbly requests the circle administration, their CRs also may kindly be obtained from the postal divisions to the conduction of above DPC. If already their CRs also have been called then this request may kindly be ignored.

7. So this association requests the honorable CPMG sir to consider the above DOPT orders for conducting the DPC and the officials listed in the above reference 1, may kindly be given with regular promotion instead of Adhoc promotion to avoid future disorders to the effective implementation of the directorate one time relaxation order.

8. Immediate action to promote all the eligible PM Grade I and II officials and a line in reply would be highly solicited in this regard sir.
