No merger of D.A. but seventh pay commission likely this year.

No merger of D.A. but seventh pay commission likely this year.
According to our sources in New Delhi, there is no chance of any merger of Dearness Allowance with basic pay as demanded by the associations. But the Government is considering the formation of seventh pay commission.
The seventh CPC is scheduled to be effective from 1.1.2016 and if it is formed this year, there will be ample time to finalize it’s recommendations. Moreover, if it is not effective from an earlier date, the Govt. will be free from any burden of paying arrears, which may adversely effect the fiscal situation.
Most significantly, in the eve of general election, the Govt. may spread a “feel good” situation among the employees without having to pay an extra penny from the exchequer. In the other hand merging D.A. with basic pay will lead to a considerable expense and as there is definite negative recommendation of sixth CPC in this respect, Govt. can easily deny this demand.

Filling up the posts of Postmaster Grade-III IN Post offices in Postal Circles

Click here to view Order No. 04-28/2013-SPB.II dated 15.05.2013

Fixation of Pay on promotion to a post carrying higher duties and Responsibilities but carrying the same grade pay.

Dear Postmaster Cadre officials,

Did you apply to get one notional increment? One notional increment is eligible to the officials on their promotion to the posts carrying higher duties and responsibilities. It is came to know that many of our Postmaster cadre officials, who promoted to their existing same grade pay, Postmaster cadre post are not applied to get the notional increment. FNPO took this subject and wrote to the secretary of DOP. Kindly see the below letter please.

Phone: 23350301
NATIONAL UNION OF POST EMPLOYEES GROUP-C
CENTRAL HEAD QUARTER
Ch- 17-2-17, Atul Grove Road, N Delhi-1
No.    6-1                                                                                                          Dated: 10-5-2013
The Secretary
Department of Posts, N Delhi-1
Respected Madam,
Sub: Fixation of Pay on promotion to a post carrying higher duties and                                  Responsibilities but carrying the same grade pay.
Ref:  Dept. of Exp. Min. of Finance OMs dtd 24.11.2000 & 07.01.2013
The Ministry of Finance, Department of Expenditure, vide their OM.No. 10/02/2011-E.III/A dtd 07.01.2013 has issued orders for fixation of pay on promotion to the posts carrying higher duties and responsibilities but carrying the same grade pay and these orders could be implemented in those cases where the promotion is on or after 01.01.2006. But in para 2 of the same OM there is a mention of a previous  OM.No. 169/2/2000-IC dtd 24.11.2000 dealing with the situation whereby both the feeder and the promotional grades were placed in the identical revised pay scales based on the recommendations of the 5 th CPC.
In this context it is to state that in the Department of Posts, the norm based posts in the cadre of LSG, HSG-II and HSG-I carry higher duties and responsibilities( Supervisory posts) and on promotion to these posts by way of selection through departmental competitive examination or by DPC the officials promoted to these posts from the feeder cadre are eligible for fixation of pay under FR.22(1) a(i) who were drawing pay in an identical scale of pay in the light of the orders issued in the above mentioned Finance Ministry OMs.
In the Dept. of Posts prior to introduction of MACP scheme, the officials are given financial up gradation under TBOP and BCR on completion of 16yrs and 26 yrs of service in the respective cadres as the promotional avenues is very less due to less number of norm based posts called the supervisory posts. It is fact that TBOP and BCR are only financial upgradation and not promotion given to the officials in our Department. The feeder cadre for LSG is PA, for HSG-II  it is LSG and for HSG-I it is HSG-II respectively.

HSG-I RECRUITMENT RULES Vs INJUSTICE TO THE PM CADRE

Dear Postmaster Cadre comrades,

It is mentioned in the HSG I recruitment rules that once again options may be called from the HSG-I promoted officials to opt Postmaster Grade III. If it is again called to give option to PM Grade III, then it is totally injustice to the already opted Postmaster cadre senior officials.

Now HSG - I list is also released recently and among the HSG - I promoted officials list, from serial no 6 to 12 FTP officials are promoted to HSG-I from HSG-II. To get HSG-I promotion, 3 years HSG - II service is only required where as to get the equivalent cadre of PM Grade III, 5 years PM Grade II service is required. So If any PM Grade opted officials who are senior than the officials mentioned in serial no 6 to 12 and still in PM Grade II post, they could represent to the Directorate. Without giving collective representation to the Directorate, we couldn't get the justice.

RAISE YOUR VOICE AGAINST THE INJUSTICE. GET BAN TO GET OPTION ONCE AGAIN FROM THE GENERAL LINE OFFICIALS.

Problems of Postmaster Cadre officials and the reply given by the Department

In the minutes of the discussion held on 21.05.2012 the Secretary (Posts) has assured as follows:

“The issues were discussed at length and it was decided to review it after sometime keeping in view the merits and demerits of the proposal as well as the response of the officials for Postmaster Cadre”.

The minutes did not reflect the real spirit of discussion as it was assured to consider favourably the below items after long discussion.  However, it is high time to review the below cases and settle favourably.  The entire Postmaster Cadre officials are totally frustrated and disappointed due to the negative attitude of the administration towards them.
7.
Problems of Postmaster Cadre Officials

(i) Allowing Postmaster Cadre officials to appear for IP and PSS Group B Examination.

(ii) Orders permitting the Postmaster Cadre official to officiate in HSG-I vacancies and earmarked Postmaster Grade III Posts.

(iii) Allow PO & RMS Accounts cadre official to opt for Postmaster cadre.

(iv) Filling up the Postmaster Grade-III posts by granting promotion to Grade-II officials and also by option from HSG-I officials after filling up all HSG-I Posts.

(v) Filling up of all vacant Grade-II and Grade III posts promoting the Postmaster cadre official relaxing the minimum service condition.

(vi) Filling up 100% Senior Postmaster/Chief Postmaster posts which are earmarked for Postmaster cadre by Postmaster Cadre officials alone declaring it as a hierarchical promotion cadre of Postmaster Cadre.

(vii) Delay in holding LSG, HSG II and HSG – I DPCs and thereby denying the chance for giving option to Postmaster Grade – I, II & III to eligible officials.

(viii) Maintenance of up to date separate gradation list for PM Cadre officials.

The existing Recruitment Rules for IP and PS Group B do not permit officials appointed to the Post of Postmaster Grade -1.

The Postmaster cadre and HSG.1 are two different and separate cadres.  The Recruitment Rules of HSG.1 do not permit officials of Postmaster cadre to officiate in HSG.1 posts.  The Directorate has asked the Circles to fill up the HSG.1 vacancies in PO & RMS offices on regular basis from amongst HSG.11 officials in PO & RMS offices by 30.04.2013 and issue promotion orders by 06.05.2013.

The posts of Postmasters has been created by carving the same out of the posts in LSG/HSG.II /HSG.I in General line where only the officials in LSG/HSG.II/HSG.I are eligible to opt for this cadre.

PM Grade-III Cadre has been carved out of existing HSG.I Cadre in Post Offices.  The post in PM Grade-III are required to be filled up under initial constitution clause by calling options from the regular HSG.I officials in Pos, as per the provisions of the Recruitment Rules.  Thereafter, the posts which remained vacant are required to be filled up from PM Grade-II officials as per the provisions of the Recruitment Rules.  As the Circles have been asked to fill up the vacancies in HSG.I in POs by 30.04.2013, the PM Grade-III will be made operational soon, after a review of the position.

As per the existing instructions, the posts in Postmaster cadre will be made functional from the date they are filled up.   Till the posts are filled up under initial constitution clause of the Recruitment Rules, the posts will be manned by officials in General line.  The posts which remained vacant after filling up the posts under initial constitution clause will have to be filled up as per the provisions of the Recruitment Rules.  As the PM Grade-III has not yet become functional under initial constitution clause, the question of filling the posts by promoting the Postmaster Grade-II officials does not arise.  The posts which remained vacant in PM Grade-II after the cadre is constituted will be filled up from PM Grade-I officials who have requisite qualifying service of six years.

According to the Recruitment Rules, 75% of the vacancies in the Grade of Senior Postmaster are required to be filled up by Inspector of Posts (IPOs) with six years of regular service in the grade by promotion through Limited Departmental Competitive Examination and 25% of vacancies by promotion from amongst the officers holding the post of Postmaster Grade-III with two years regular service (including regular service in HSG.I, if any).  The Sr. Postmaster cadre has not yet been constituted under initial constitution clause as per options from officers holding the post of PS Group ‘B’.

The purpose of lateral induction of IPOs is to induct young blood who due to their inspection duty is already familiar with the relevant rules, regulations, procedures and operations in the Post Offices and duties of Chief Postmasters.

PM Grade-I & II has already been constituted by calling options from eligible LSG/HSG.II officials, as per the provisions of the existing Recruitment Rules for this cadre.

The Circles have been asked to fill up the vacancies in HSG.I in Pos as per the existing Recruitment Rules, by 30/04/2013 by convening DPC meetings.  The posts in PM Grade-III are required to be filled up under initial constitution clause by calling options from the regular HSG.I officials in Pos, as per the provisions of the Recruitment Rules.  The PM Grade-III will be made operational soon after a review of position.

The PM Grade-I and II has already been constituted and, therefore, Circles have to maintain gradation list of these cadres. PM Grade-III and Sr. Postmaster has not been constituted yet and, therefore, maintenance of separate gradation list of officials of this cadre does not arise.

Smart things to know: Reviving a PPF account

1) If you have a Public Provident Fund (PPF) account, which you had forgotten about and is dormant, you can revive it by paying the pending subscriptions and penalties.

2) To keep a PPF account active, you need to deposit at least Rs 500 every year. If you fail to do so, a penalty of Rs 50 per year is levied. To reactivate the account, you have to pay the amount due till the date of reactivation.

3) Since the PPF account would have been declared 'inactive' by the bank, reactivating it will require a personal visit and verification by the bank.

4) If your PPF account has already matured, it will not earn any interest from the date of maturity. You cannot reactivate such an account, but will have to pay the penalty to claim the proceeds.

5) If the PPF account is close to maturity, you can apply for an extension, with or without further contribution, for a period of five years from the date of maturity to be able to earn an interest on the accumulated amount.

Gratuity Pay under New Pension System

Death-cum-Retirement Gratuity is paid to Central Government employees under New  Pension System (NPS) as it is paid under the old pension scheme. The monthly annuity under the New Pension System (NPS) is only a replacement of pension on retirement and family pension of death after retirement.

The benefits of Death cum Retirement Gratuity (DCRG) and pension/family pension have been provisionally allowed,  vide the Office Memorandum of Department of Pension and Pensioners’ Welfare No. 38/41/06-P & PW(A) dated 5.5.2009 in respect of Central Government servants covered under NPS in cases where a Government Servant is retired on invalidation/disability and in the case of death of a Government servant in service on the same rates as are applicable under the old pension scheme Central Civil Service (Pension) Rules, 1972.

Your clients or even your own computer may keep restarting for no reason without warning.  First of all, when a computer keeps rebooting it can be caused by a wide range of problems,  from in compatable software such as Firewalls and Antivirus software, damaged or overheating  parts inside your computer or even in compatable peripherals such as printers and scanners.  Here are some computer repair tips to help you diagnose the problem. When a reboot occurs  from within Windows XP, your computer will totally restart without telling you what caused it.
This is the default behavior when Windows XP encounters a system failure.
To see what the error was you can change the default behavior by right clicking on  “My Computer” and choosing “Properties”. Goto the “Advanced” Tab and under  “Startup and Recovery” press the “Settings” button.
