Cadre restructure/16-17 dated
at New Delhi 07TH Feb 2017
To,
The Honorable Secretary Posts,
Department of Posts,
Dak Bhawan, Sansad Marg,
New Delhi – 110001
Subject: Request to
implement the Postmaster Cadre restructure immediately since glaring anomaly “lower cadre will get higher pay and higher
cadre will get lower pay” is rising because of not implementing the
Postmaster Cadre restructure along with Group C cadre restructure- reg

References: This
association letter
even no AIAPS/GS/CHQ Corr/15-16 dated at New Delhi the 18th June 2016
and proposal even dated 01st October 2016,
with the reminder requests even dated
03rd November 2016 and 05th December 2016
-------------------------------------------------------------------------------------
Respected sir,
This postal supervisory association
would like to bring your benign consideration to the above reference letter,
proposal and reminder requests, even after the continuous letters of this
association regarding the above mentioned subject, the following further
replies were given by the postal directorate on various dates for the various
forums.
Vide Postal directorate letter no
25-04/2012-PE-I (Pt.) dated at New Delhi the 11th November 2016,
under clarification no 10, it was mentioned that PM cadre is separate cadre and that is not a part of the recently
cadre review of Group ‘C’ employees of Postal side.
Vide postal directorate letter no
25-03/2016-PE-I dated at New Delhi the 21st December 2016, serial no
(v) of postal directorate, it was mentioned that it is pertinent to mention that the Postmaster cadre is relatively a
new cadre, created in the second half of the year 2010 and therefore may be
taken up after completion/implementation of the other cadres.
This association came to know from the
social media about one RTI reply given by the postal directorate letter no
11-35/2016-PE-1 dated at New Delhi the 06th January 2017, it was
replied to the RTI query that “No such
proposal for cadre restructuring of the Postmaster Grade cadre is under
consideration at present.
This association is closely watching the
updates regarding the postal side cadre restructure and all the above verdicts
of the directorate is clearly shown that the Postmaster cadre restructure proposal is not at all initiated which
is going to be end up with a massive chaos in the postal operative side.
If the postmaster cadre restructure is not
implemented along with Group C cadre restructure as per this association cadre
restructure fresh proposal dated 01.10.2016 by enhancing the posts and upgraded
the pay of Postmaster cadre, then the lower cadre of ‘A’ class SPM posts will
get the higher Grade pay of Rs.4200 where as higher cadre of PM Grade I will
get still get lower grade pay of Rs.2800/- and so on to the successive higher
posts of Grade II/Grade III and Senior PM posts.
Finally even after
this association’s repeated reminder requests for the immediate implementation
of Postmaster cadre restructure, no fruitful reply was given to our genuine
demand which pushed ourselves to hold the apex directorate body meeting with
the respected Postal Member (P) and our recognized association AIAPS staff side
on 15.12.2016. That time also our respected member (P) and administration team
had assured to give the solid reply within the fortnight time for our AIAPS
Association memorandum which included the Postmaster cadre restructure
implementation along with Group C cadre.
But no such solid reply was received till
date even after the lapses of nearly 2 months. That assurance is also yet to be
honored to protect the welfare of the esteemed officers of this prestigious
department.
We
are still having much faith on the directorate mechanisms and the assurances
given by the Member (P) of Postal directorate. So this
association requests the honorable secretary posts sir to do the needful to expeditate
the processes for the Postmaster cadre restructure along with Group C cadre
restructure. Even after the genuine demands of this association and even as per the respected Member (P) sir assurances,
if Postmaster cadre restructure is not
implemented and given with lower pay for higher cadre after Group C cadre
restructure, then this association has
no other option except knocking the honorable court of law to get justice
for our legitimate demands.
Thanking you. Yours faithfully
