FREQUENTLY ASKED QUESTIONS (FAQS) ON THE POLICY OF RESERVATION TO SCs, STs AND OBCs

Q1. What is the policy of the Government on reservation for SCs, STs and OBCs?

Ans: Reservation to the SCs. STs and OBCs in case of direct recruitment on all India basis by open competition is given at the rate of 15%. 7.5% and 27% respectively. In case of direct recruitment on all India basis otherwise than by open competition. reservation for SCS, STs and OBCs is 16.66%. 7.5% and 25.84% respectively. In case of direct recruitment to Group C and D posts which normally attract candidates from a locality or a region, percentage of reservation for SCs/STS is generally fixed in proportion to the population of SCs and STs in the respective States/UTs. For OBCs it is fixed keeping in view the proportion of their population in the concerned State/UT and the fact that total reservation for SCs/STs/OBCs remains within the limit of 50% and reservation for OBCs remains within the limit of 27%.

New Norms for Withdrawal of National Pension System (NPS).

The Pension Fund Regulatory and Development Authority (PFRDA) has changed the norms for withdrawal of National Pension System (NPS) subscribers. Keeping in view the possibility of sudden financial needs of the subscribers, the requirement of minimum period under National Pension System (NPS) for availing the facility of partial withdrawal from the mandatory Tier-I account of the subscriber has been reduced from 10 years to 3 years from the date of joining w.e.f. 10th August, 2017. The minimum gap of 5 years between two partial withdrawals has also been removed w.e.f. 10th August, 2017.

NPS to OPS: New Pension Scheme Demand To Scrap it and restore OPS again!!!


NEW PENSION SCHEME (NPS): The New Pension Scheme is made compulsory for Government employees was brought into effect 2004, this has effected them a lot, lot of agitations are being carried out on scrapping the New Pension Scheme, this agitations has forced many State Governments such as Karnataka, Kerala, Andhra Pradesh, Delhi State Governments to reconsider this New Pension Scheme and formed an expert committee to review this New Pension Scheme. This New Pension Scheme was not implemented by West Bengal State Government. In this angle an analysis is made all about New Pension Scheme and ways to scarp or modify the New Pension Scheme to benefit the Government employees at large is suggested.

Aadhar mandatory for PAN and filing IT return, NOT for Bank A/C & Mobile connection

New Delhi, Sep 26 (PTI) The Supreme Court Wednesday declared the Centre's flagship Aadhaar scheme as constitutionally valid but struck down some of its provisions including its linking with bank accounts, mobile phones and school admissions.

A five-judge constitution bench headed by Chief Justice Dipak Misra held that while Aadhaar would remain mandatory for filing of IT returns and allotment of Permanent Account Number (PAN), it would not be mandatory to link Aadhaar to bank accounts and telecom service providers cannot seek its linking for mobile connections.

It would not be mandatory for school admissions, as also for the examinations conducted by the Central Board of Secondary Examination, National Eligibility cum Entrance Test for medical entrance and the University Grants Commission.

The bench also struck down the national security exception under the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act.

It said Aadhaar is meant to help the benefits reach the marginalised sections of society and takes into account the dignity of people not only from personal but also community point of view.

The top court said Aadhaar is serving much bigger public interest. Aadhaar means unique and it is better to be unique than being best.

There are three sets of judgements being pronounced. The first of the three verdicts was pronounced by Justice A K Sikri who wrote the judgement for himself, CJI and Justice A M Khanwilkar.

So far https://uidai.gov.in was the only URL accessible in Sify network.

Proposal for whitelisting of other useful URLs of UIDAI in connection with Aadhaar Enrolment com updation related work has been taken up with N.I.  team through R.O. and from 21.12.2017 onwards the following URLs are accessible in Sify network...


(1) While updation to check as to whether the Aadhaar Number stated by the customers are valid/active and to check whether mobile was already linked to aadhaar number, the following URL can be used...

Instructions to be followd during issue of ATM Card

CIF level Checks  
    Below issues at CIF will lead to non activation of cards:
Ø Last name column in CIF should not exceed 35 Characters
Ø Last Name column in CIF should not contain special and numeric characters
Ø Address line  at CIF level should not exceed 35 characters and special character s like (<, >, ?)
Ø Name at account level should be as mentioned in the CIF

 
       Wrong issuance of Instant Cards
       SOLs are dispatching Instant ATM card duly linked to the account by post which may lead to mis-appropriation as both PIN and card will be available in the same envelope.

Now, government to start mapping your address digitally


The government wants to map your address — residential or professional — digitally, something done by Aadhaar for an individual's identification.

The department of posts - which is under the ministry of communications — has ordered a pilot project that will accord a six-character alphanumeric digital address for every property for three postal pin code locations.

The idea is to provide e-locations (like on Google Maps) for the addresses therein and then provide possibilities to link them to other information, such as property title and ownership, property tax records, information on utilities like electricity, water and gas.

The eLoc (e-location) pilot project has been approved for two postal pin codes in Delhi and one in Noida, following which the plan is to identify national expansion plans. The digital identity — say, UV77D7 — will be an e-enabled address that can be used parallelly to the existing postal address.

THE CODE ON WAGES, 2017 - LOK SHABA


– Code on Wages Bill: The Code would ensure universal minimum wage for all industries and workers. Moreover, it will also cover those workers who are getting a monthly pay of higher than Rs 18,000.

– The Code on Wages Bill seeks to empower the Centre to set a minimum wage across sectors and states will have to maintain that.

– Moreover, the best part is that states will be able to provide for higher minimum wage in their jurisdiction than fixed by the Central government.
