Caution to all unions - facing Membership verification process 2020 on the interest of our staff welfare.

Vide Para 2.2 of Postal directorate letter dated 24.07.2020 regarding scrutiny of various union's bylaw/Constitution, department unilaterally mandated all unions to change word "union" in their bylaw/ constitution with word "association".  

It may be to snatch away our trade Union rights from all unions/associations why because labour act and industrial dispute act 1947 are our main shield to protect our employees right and to make strikes are legal.

If word union is replaced with word association in all places of bylaw/constitution copies then as associations, we may not approach labour commission for our disputes with administration and strikes also might become illegal to take stringent action against striking employees.

Important amendments if any in any union's constitution is possible only with the approval of that Union members during their all india conferences and department cannot force any union to change any word of our constitutions without any new law enacted recently. Still the same CCS RSA rules 1993 applicable to all unions then why now department mandating to replace word union with association now is million dollar question.

So we must be well aware against future consequences before amending any changes in our union's bylaw/constitutions. I request all union's portfolio leaders to look into this.

Benefits of accepting LSG promotion.

After Group C cadre restructure many are started to get their LSG line promotions and  many officials are contacting me about latest LSG promotion related benefits.

1. Following are furnished for information of newly promoted LSG officials.

2. LSG officials shall have following powers under their unit offices.

a).  Sub appointing authority to postman & MTS. Can function disciplinary authority to postman and MTS.
b) Appinting authority to GDS

3. For LSG and above appointing authority is DPS not divisional heads. That means after promoting to LSG, divisional heads can issue only minor penalty to LSG officials.

4. After promoting to LSG cadre, self appraisal forms shall be given to lsg officials to report their significant achievements and short falls before assessing their marks in APAR. But for PA cadre no such self appraisal forms to represent their significant achievements.

5. After 5 years LSG service can appear for divisional head PS Gr B promotion LDC exam.

6. LSG is circle cadre so no rule 38 complications like PA cadre within circle. LSG officials Can get any division by just applying reallotments. Easy to move within circles.

7. Now after cadre restructure many youngsters may choose supervisors cadre to get further HSG II/HSG I and NFG promotions.


8. At present only 3 MACP pay up gradations available to PA cadre but because of opting LSG cadre 4 pay up gradations possible in the mode of HSG I NFG.

9. It is important to mention here that if LSG promotion is declined then till accepting that LSG promotion, that official is not entitled to get further MACPs.

Shri.M.Edward, Shri.K.Balakrishnan, Shri. Domnic Raj, Shri.Kailasam honourably retired from Service on 30.05.2020 A/N as Higher Selection Grade Postmasters. They are bonded members of AIAPS and supported each and every movement of AIAPS to fetch out the past glory of Postal Supervisors.

AIAPS TN will miss them a lot and wishing them to have happy, peaceful, healthy and long retirement life.

National Curfew AIAPS Update dated 25.03.2020

Dear Postmasters, supervisors and Members

   As per the latest instructions of directorate dated 25.03.2020 all HPOs, Delivery SOs, BOs, some NDSO(as per discretion of CPMG) made operational.

  In this juncture all willing official /roaster staffs may attend duty if necessary transportation provided/available. Others may submit their leave through email/letter.

  At functional offices, we  must claim thermal scanners at entrance of POs, gloves, masks, sanitizers, curfew passes etc., to all working staffs and hourly once disinfectant of entire POs to discharge our duties.

AIAPS CHQ also shall submit letter where these kind of safety measures are not supplied and reported to AIAPS CHQ. Even then if sufficient measures are not provided then AIAPS CHQ shall also go for intensified action after consultation with AIAPS CHQ.

Happy News!!! Postal Directorate stayed 3% fitment pay recovery as per the stay order obtained by AIAPS!!

All India Association of Postal Supervisors has got stay order against 3% fitment pay benefit recovery order and Postal Directorate has stopped the process  of recovery.
