Total No. of Questions-50

Qualifying Marks:- 50%

The examination will be held with the aid of books approved by the department
All the questions will be objective type with four options
The candidate has to choose the correct option as per his knowledge and quote the rule from the books approved for the examination to support his/her decision
All Postal Assistants who have completed one year’s service on 30th June or 31st December of the year in which test is conducted shall be eligible to appear
Test will be conducted twice in a calendar year i.e in the month of February and August

Probation period of PA/SA

Directorate vide memo No. 60-3/2013-SPB-I dated 8/7/2013 has clarified that ás per revised Recruitment Rules for the post of Postal Assistant / Sorting Assitant notified on 3rd November 2011, the period of probation is the same i.e. two years but the provision of Examination for confirmation has been discontinued and clearance of probation period is to be decided by the Departmental Promotion Committee (DPC). It is also clarified that who have not yet cleared the confirmation test may not be subjected to confirmation examination but may be assessed for clearing their probation after taking into consideration their performance during the induction training, the special report /ACRs and any other relevant input. If they are not found up to the mark, their probation period may be extended as per the Government's instructins. In such cases, PAs/SAs shall be considered for clearance of probation period from a prospective date and not with retrospective effect.

                    In the changed scenario all the burdens are rested on the shoulders of postmaster of the office. Whether we paid equally for those duties and responsibilities????? Upto 4th Pay commission IPs and LSG postmaster got the same pay benefits. But Now??? We have more responsibilities than any other officials and still paid less. Who will bring this issue properly to the government???

Detailed list of duties and responsibilities of the Postmaster is given as below.

Let the postman turn banker: India Post deserves to get a bank licence


India Post wants to own a bank. This is a great idea. In one stroke, this can ensure that millions more will get access to formal credit, in one of the most under-banked countries of the world. 

The biggest advantage for India Post, among the most enduring institutions set up by the British, is its huge network and customer base. Compared to roughly 1,00,000 commercial and rural bank branches in India, there are 1,55,000 post offices, a majority in rural and semi-urban areas. As a collector of small savings, it has experience in taking deposits — about Rs 6 lakhs crore at last count — but not in lending. A bank licence for only India Post would mean that the network of bank branches would more than double in one stroke.

India Post also fits the bill on other counts: a long track record of integrity and, most important — with one post office for every four villages — a massive presence in rural India, where the RBI wants 25 per cent of all branches to be located. Forget micro-finance companies, even compared to government-owned banks, the postal bank's cost structure, if it assigns some banking duties to postmen, will be lower.

DPC FOR PROMOTION FROM PS Gr. B TO JTS Gr. A FOR THE YEAR 2012-2013 AND 2013-2014 ...... an update

It is learnt from Directorate that OA filed by Shri V. R. Aravindakshan Nair Sr. Postmaster, Ernakulam HO from Kerala Circle for challenging draft seniority list of PS Gr. B cadre in Hon’ble CAT at Ernakulam Bench is yet not received.  The work of scrutinity of documents and preparation of records to convene DPC for promotion from PS Gr. B to JTS Gr. A cadre is in full swiing.

When contacted to applicant it has been told that OA No. 603/2013 was disposed of on 8th July 2013 with a direction to prepare revised seniority list considering applicants representation and similar representations submitted by other affected officers and not to proceed with the promotion to Group A process initiated now till the revised seniority list is prepared.   

Applicant is going to dispatch copy of OA and order passed thereon by Hon'ble CAT to Directorate by post tomorrow.

Should Indian Post get a Banking License? ..Do they need one?

     The decision of Indian Postal Department to seek a Banking license from RBI through the Licensing Scheme meant for private sector has been an object of discussion since the announcement was made. The application is a source of embarassment to RBI which now has the challenge of deciding whether to grant a license to Indian Post or not as a traditional Bank.

     There have been many positive reviews by experts indicating why Indian Post deserves a Banking license. However, I am personally not convinced that it is a good idea for Indian Post to become a “Commercial Bank”. In fact Indian Post has a greater future by simply modernizing its traditional services rather than becoming a Bank. By converting itself into a Bank, India will lose a great digital post service that can be developed by only the department of post and not by any other entity in future.

     Let me present some of my preliminary views in this regard so that E&Y instead of advising the Postal department to convert itself into a Bank can work on how to modernize the postal system into a “Digital Postal System”.

There is a proposal to supply bicycles to Branch Offices for providing better postal access to the rural areas and also for delivery of mail.

2. In this context, requirement of bicycles regarding their utility in your Circle for procurement of rural business like booking of articles, money orders, etc. through hand held devices need to be re-assessed. It may be kept in view that bicycles will also be used delivery of mails pending on local terrain, climate conditions like heavy rainfall, extreme heat and cold, etc. You may also like to have views / comments on this issue from the field offices, and especially from divisions falling in difficult areas like hilly areas, and desert areas, areas having very high rainfall.

3. Kindly communicate your requirement of bicycles accordingly within one week positively.

Registered letters can't be returned as "Unclaimed" : Madras high court

CHENNAI: The Madras high court has frowned on mechanical return of registered letters as "unclaimed" by postmen, and said that in case they could not be delivered, proper reasons must be given.

Justice S Tamilvanan, underscoring the importance of a registered post in litigations and other matters, said that when people pay a fee and affix sufficient postal stamp, the postal authorities or postmen must discharge their duties in a responsible manner. The postman should make it clear as to whether the registered letter was served on the addressee or refused by the addressee or no addressee was found in the given address, the judge said.

RBI makes it easier to report fake notes to banks

The next time someone passes on a fake currency note to you without your knowledge, you need not palm it off surreptitiously. The Reserve Bank of India (RBI) on Friday (28/6/2013) directed banks to accept all fake notes over the counter from customers and pay them back the full amount. In return, banks will get 25% of the amount of the fake note back from the RBI. 


To stop misuse of the system by unscrupulous entities, RBI also directed banks to monitor the patterns and trends of fake note detection and bring them to the notice of the central bank and the police immediately. 


"Detection of counterfeit notes, at banks, should be at the back office or currency chest only. Banknotes when tendered over the counters may be checked for arithmetical accuracy and other deficiencies like whether there are mutilated notes, and appropriate credit passed on to the depositor/account or value in exchange given," the RBI noted.
