Reference3: This association letter even no AIAPS/GS/GRADE-III/15-16 Dated at New Delhi 20th July 2016 for requesting to modify the all India Grade III combined seniority as per the feeder cadre merit list/gradation list

    Vide above reference 1, Department of Posts has created a separate cadre for Postmasters, to compete in the changed scenario `in wake of introduction of Technology, Challenges from the market and to increase productivity, it was absolutely essential to ensure that key Post offices are headed by the Professional managers. Thus a separate cadre of  “Postmasters”  has been created  at the level of LSG/HSGII/HSG I and PS Group `B` by carving out from the existing general line post in postal wing and PS Group B and designated as

1.      Postmaster Grade I,
2.      Postmaster Grade II,
3.      Postmaster Grade III
4.      Senior Postmaster.

        Vide Reference 1 of Postal directorate para 5(ii), initial constitution of the various grades of the Postmasters shall be done by inviting options/applications from the existing incumbents of LSG,HSG II, HSG I in postoffices and PS Gr. ‘B’. Vide above direction of the recruitment rules Postmaster Grade I/II/III posts are filled from eligible LSG/HSG II/HSG I officials and no PS Gr.B official is opted for the Sr. Postmaster post under such initial constitution clause.

        After avoiding initial constitution to opt Sr. Postmaster posts, now PS Group B officials are posted at Senior Postmaster posts by various postal circles after the directorate PS Group B promotional orders and some ASP officials are also given with Adhoc Promotion orders to Senior Postmaster Posts which are totally against to the feeder cadre concept of Relevant Senior postmaster recruitment rules. Both PS Group B officials and as well as ASP officials are not the feeder cadres of Senior Postmaster cadre posts. Senior Postmaster posts can be filled up with Postmaster Grade III officers and with Inspector cadre officers only but among those for the quota of 75% Inspector cadre posts, court case is filed by some ASP officials.
       
        In this juncture Vide Reference 2 of Postal Directorate, All India Postmaster Grade III draft seniority list was circulated well advance by July 2016 for the further Senior Postmaster cadre promotion from the Postmaster Grade III officials.

        Vide Reference 3 of this service association letter, above reference 2 draft All India PM Grade III seniority was objected by this association since that was circulated as per the date of joining instead of merit/gradation list of the feeder cadre(LSG). That dislocation in seniority is caused because of calling twice to opt the Postmaster grade posts under initial constitution clause, once during 2010 and again during 2013. Because of that dual initial constitution clause filling, seniors became junior and juniors became senior in Postmaster Grade III posts.

        As per the relevant Senior Postmaster cadre recruitment rules, the required service condition for the Senior Postmaster post is 2 years Postmaster Grade III service for the 25% quota. During the period of 2013 itself many of the Postmaster Grade III posts are started to be filled up and even after the lapses 3 years’ prolonged service many of the PM Grade III officials are yet to be posted as Senior Postmasters.

        This association is even aware of some court cases filed by the IP/ASP officials regarding filling up the Senior Postmaster posts. But those court cases are related to their IP line 75% quota of Sr. Postmaster posts and there is no legal hurdles to the postal directorate to fill up the PM line 25% quota of Sr. Postmaster posts.

        Finally many Postmaster Grade III officials are started to retire as PM Grade III posts itself without their due legitimate promotion to the Senior Postmaster posts. Each and every day our members have to be shouldered financial loss without due promotion.

        Because of the above grave financial loss and prolonged delay for the Senior Postmaster cadre promotion, this association is receiving so many grievances from our esteemed members and this association requests the honorable Secretary Posts to render justice for the following genuine prayers.

Prayer:
1.   Requesting immediate relieving of PS Group B officials from Senior Postmaster posts and now required Postmaster Grade III eligible officials are well available for their PM cadre 25% quota of Sr. Postmaster posts. So this association requests the apex body of the Postal department to immediately convene the DPC for 25% Postmaster Cadre “senior postmaster” posts (totally 29 posts) to fill up with Postmaster Grade III officials by expediting the action.

2.   For the conduction of Senior Postmaster cadre DPC of 25% Postmaster cadre quota, All India Combined Postmaster Grade III seniority may kindly be finalized as per the feeder cadre (LSG) seniority instead of date of joining vide DOPT guidelines, and the same may kindly be uploaded in the CEPT Mysore website without further delay.

3.   For the remaining unfilled Sr. Postmaster posts if any, Adhoc promotion may kindly be given to the remaining eligible Postmaster Grade III officials who have completed the 2 years’ service condition for the vacant senior postmaster posts irrespective of the quota to protect the public welfare and as well as the professional managers - Postmaster cadre officers welfare till the finalization of court cases.

This association once again requests the honorable secretary sir to expedite the action for the above prayers without further delay for the equal nourishment of operative side too who are directly implementing all the flagship projects of our department with satisfactory results.

A line in reply and an immediate action in this regard would be highly solicited sir.

The Finance Ministry today informed about the report of the ‘Committee on Allowances’, headed by Finance Secretary Ashok Lavasa and said no hike in Transport Allowance (TPTA) for central government employees in its report. The committee accepted the 7th Pay Commission recommendation in this regard, which was announced earlier.

Article 2 - MYTHS AND FACTS OF CADRE RESTRUCTURE REGARDING GROUP C EMPLOYEES

    Yesterday, Group C - Cadre restructure posts were identified at Tamilnadu Circle and newly identified LSG/HSG II/HSG I offices lists are released as per the cadre restructure order of the directorate dated 27.05.2016.

      Many people are still in confusion about cadre restructure and some of the officials are misleading them too.

     Many myths are wandering each and every corner of the postal circles. So to get full stop for those Myths, this article was published to create awareness among the Group C employees.

Myth 1:
MACP 1 officials will be posted at newly identified LSG offices(B class and C class offices).
MACP 2 officials will be posted at newly identified HSG-II offices(A class and norm based LSG offices).
MACP 3 officials will be posted at newly identified HSG - I offices(Previous HSG-II and HSG-I offices).

DEAR POSTMASTERS

              Cadre restructure order was released from the Directorate to all the circles on 27.05.2016 for the Group C cadre of Postal operative wing except RMS/SBCO/PM cadre. 

              Since nothing was mentioned about Postmaster cadre in the Cadre Restructure, there are so many myths are being circulated around all the corners of India about the Postmaster cadre restructure. To clarify the officials of Postmaster cadre official this post is published in Tamilnadu Blog.

Myth no 1
There is no Postmaster Cadre detail found in Cadre Restructure report. Hence no such proposal regarding to Postmaster Cadre.

Fact :
The data related to LSG/HSG II/HSG I/HSG I(NFG) posts before/after cadre restructure can be released one cadre by one cadre. Vide Para ‘F’ of Cadre restructure bilateral agreement with department and staff side dated 28.04.2014, Postmaster cadre related cadre restructure also would have been examined in the light of the same. That means once this cadre restructure is completed PM Cadre restructure will be done as per the same guidelines of Group 'C' Cadre.

1. Vide above reference 1 of Tamilnadu circle office, on 09.01.2017 the competent authority is called the willingness from the PM Grade I officials to officiate in PM Grade II cadre on Adhoc basis. More over this association came to know that beyond 2011 PM batch officials, the previous debarred officials CRs also have been called from the postal divisions to conduct the DPC to promote them on regular basis to Postmaster Grade II and III posts. For such initiatives, this association conveys our heartfelt gratitude to the honorable CPMG Sir, respected DPS and the entire circle administration for the positive response to this association genuine demands.
2. In addition to that this circle association would like to bring the above reference DOPT orders for your benign consideration to the honorable CPMG sir to avoid multiplication of DPC proceedings at circle level and to protect the staff welfare too.

One more Grand Success to the AIAPS(TN) efforts!!!

Dear Postmasters of Tamilnadu circle,

   We are continuously achieved many cases like induction training, regular DPC for due promotions, confirmation order, circle gradation list, fake note detector supply etc.,

    Only pending subject was debarment of promotion of the officers awarded with censure and punishments which are already completed the currency period.

     Atlast we have succeeded in that promotion debarment case also. On 20.02.2017, on behalf of AIAPS, Shri.K.Ayyavoo Circle Secretary, Shri.R.Rajendran Regional Secretary, Trichy Region, Shri.Rajesh Regional secretary CCR, and Shri.K.Kalimuthu Regional secretary, Madurai region have met our honorable new CPMG sir to welcome to our circle. Our honorable CPMG was honored on behalf of our AIAPS. 

"Allowance report to be submitted today"

Proving all earlier reports wrong, the committee for higher allowances for central Govt. employees yet to submit it's report.

Now NJCA Chairman Mr Shiv Gopal Mishra predicts the report to be submitted today. As today has been the last date of the extended tenure of the committee, he may have predicted this before media!
