This

modify the all India Grade III combined seniority as per the feeder cadre merit
list/gradation list

Vide above reference 1, Department of Posts
has created a separate cadre for Postmasters, to compete in the changed
scenario `in wake of introduction of Technology, Challenges from the market and
to increase productivity, it was absolutely essential to ensure that key Post offices
are headed by the Professional managers. Thus a separate cadre of
“Postmasters” has been created at the level of LSG/HSGII/HSG I and
PS Group `B` by carving out from the existing general line post in postal wing
and PS Group B and designated as
1. Postmaster Grade I,
2. Postmaster Grade
II,
3. Postmaster Grade
III
4. Senior Postmaster.

5(ii), initial constitution of the
various grades of the Postmasters shall be done by inviting
options/applications from the existing incumbents of LSG,HSG II, HSG I in
postoffices and PS Gr. ‘B’. Vide above direction of the recruitment rules
Postmaster Grade I/II/III posts are filled from eligible LSG/HSG II/HSG I
officials and no PS Gr.B official is
opted for the Sr. Postmaster post under such initial constitution clause.
After avoiding initial constitution to opt
Sr. Postmaster posts, now PS Group B officials are posted at Senior Postmaster
posts by various postal circles after the directorate PS Group B promotional
orders and some ASP officials are also given with Adhoc Promotion orders to
Senior Postmaster Posts which are totally against to the feeder cadre concept
of Relevant Senior postmaster recruitment rules. Both PS Group B officials and as well as ASP officials are not the
feeder cadres of Senior Postmaster cadre posts. Senior Postmaster posts can be
filled up with Postmaster Grade III officers and with Inspector cadre officers
only but among those for the quota of 75% Inspector cadre posts, court case is
filed by some ASP officials.
In
this juncture Vide Reference 2 of Postal
Directorate, All India Postmaster Grade III draft seniority list was circulated well advance by July 2016 for
the further Senior Postmaster cadre promotion from the Postmaster Grade III
officials.

association letter, above reference 2 draft All India PM Grade III
seniority was objected by this association since that was circulated as per the
date of joining instead of merit/gradation list of the feeder cadre(LSG). That
dislocation in seniority is caused because
of calling twice to opt the Postmaster grade posts under initial constitution
clause, once during 2010 and again during 2013. Because of that dual
initial constitution clause filling, seniors became junior and juniors became
senior in Postmaster Grade III posts.
As
per the relevant Senior Postmaster cadre recruitment rules, the required
service condition for the Senior Postmaster post is 2 years Postmaster Grade
III service for the 25% quota. During the period of 2013 itself many of the
Postmaster Grade III posts are started to be filled up and even after the
lapses 3 years’ prolonged service many of the PM Grade III officials are yet to
be posted as Senior Postmasters.
This
association is even aware of some court cases filed by the IP/ASP officials
regarding filling up the Senior Postmaster posts. But those court cases are related to their IP line 75% quota of Sr.
Postmaster posts and there is no legal hurdles to the postal directorate to
fill up the PM line 25% quota of Sr. Postmaster posts.
Finally
many Postmaster Grade III officials are started to retire as PM Grade III posts
itself without their due legitimate promotion to the Senior Postmaster posts.
Each and every day our members have to be shouldered financial loss without due
promotion.
Because of the above grave financial loss and
prolonged delay for the Senior Postmaster cadre promotion, this association
is receiving so many grievances from our esteemed members and this association
requests the honorable Secretary Posts to render justice for the following
genuine prayers.
Prayer:
1. Requesting immediate relieving of PS Group B officials
from Senior Postmaster posts and now required Postmaster Grade III eligible
officials are well available for their PM cadre 25% quota of Sr. Postmaster
posts.
So this association requests the apex body of the Postal department to
immediately convene the DPC for 25% Postmaster Cadre “senior postmaster” posts (totally
29 posts) to fill up with Postmaster Grade III officials by expediting the
action.
2. For the conduction of Senior Postmaster cadre DPC of
25% Postmaster cadre quota, All India Combined Postmaster Grade III seniority
may kindly be finalized as per the feeder cadre (LSG) seniority instead of date of
joining vide DOPT guidelines, and the same may kindly be uploaded in the CEPT
Mysore website without further delay.
3. For the remaining unfilled Sr. Postmaster posts if any,
Adhoc promotion may kindly be given to the remaining eligible Postmaster Grade
III officials
who have completed the 2 years’ service condition for the vacant senior
postmaster posts irrespective of the quota to protect the public welfare and as
well as the professional managers - Postmaster cadre officers welfare till the
finalization of court cases.
This association once again requests the honorable
secretary sir to expedite the action for the above prayers without further
delay for the equal nourishment of operative side too who are directly
implementing all the flagship projects of our department with satisfactory
results.
A line in reply and an immediate action in this regard
would be highly solicited sir.
