DEAR POSTMASTERS
Cadre restructure order was released from the Directorate to all the circles on 27.05.2016 for the Group C cadre of Postal operative wing except RMS/SBCO/PM cadre.
Since nothing was mentioned about Postmaster cadre in the Cadre Restructure, there are so many myths are being circulated around all the corners of India about the Postmaster cadre restructure. To clarify the officials of Postmaster cadre official this post is published in Tamilnadu Blog.
Myth no 1
There is no Postmaster Cadre detail found in Cadre Restructure report. Hence no such proposal regarding to Postmaster Cadre.
Fact :
The data related to LSG/HSG II/HSG I/HSG I(NFG) posts before/after cadre restructure can be released one cadre by one cadre. Vide Para

cadre related cadre restructure also would have been examined in the light of
the same. That means once this cadre restructure is completed PM Cadre restructure will be done as per the same guidelines of Group 'C' Cadre.
Myth no 2 :
Since B and C class offices are going to be functioning as LSG with G.P Rs2800/- PM Cadre shall also be placed in B and C class offices since they are getting the same grade pay Rs2800/-
Fact :
No way. Vide Para B of cadre restructure order dated 27.05.16, Norm based LSG posts shall be placed under G.P Rs4200/-. They cannot simply place the 2/3 LSG line officials in the upgraded G.P Rs.4200 level by omitting the 1/3 LSG Postmaster cadre line. PM cadre was carved out from 33% norm based LSG posts, so PM Cadre would also have been placed under the G.P of Rs4200/-
Above all even lower cadre "A" class offices are upgraded as HSG-II posts, then why not higher cadre "PM cadre" posts

Myth no 3:
PM cadre officials may be posted at B/C class newly identified LSG posts since PM cadre is LSG cadre.
Fact :
As per the LSG recruitment rules, 5 years service completed PA can get LSG promotion.
But PM cadre officials in addition to the 5 years of PA service, they have to clear the competitive examinations also. So they cannot be placed in the same scale of seniority based Grade Pay i.e., Rs.2800/- posted without any LDCE examinations. Those who are getting the LSG posts as per the circle level PA gradation list, they shall get Rs.2800 grade pay (if they are not given with such grade pay or more by the virtue of MACPs) and the Postmaster cadre officials, who are getting the posts after 5 years PA service and competitive examinations they have to be placed under the G.P Rs.4200/- to get additional justification for the LDCE merit. Group 'C' cadre restructure is also upgraded the LSG posts to HSG-II cadre with G.P Rs.4200. In the same way LSG-Postmaster Grade post also have to be upgraded with G.P.4200/-
Myth no 4
Increase in PM Grade I/II/III posts after cadre restructure
Fact :
Yes already proposed to the directorate on 01.10.2016 by the AIAPS association. PM 1, 2, 3 posts shall be increased as per the recruitment rules of Postmaster cadre in the manner of additional 33% of posts of HSG II, HSG I, HSG (NFG) posts.
After the introduction of Postmaster cadre at key post offices, those office are running with satisfactory results and achieving many more loyal to the department. So it is inevitable to enhance by carving out the 33% number of posts from the newly identified HSG-II, HSG-I, HSG-I(NFG) posts to Postmaster Grade I/II/III respectively.
Required service eligibility may be fixed at Par with general line eligibility conditions.
After the introduction of Postmaster cadre at key post offices, those office are running with satisfactory results and achieving many more loyal to the department. So it is inevitable to enhance by carving out the 33% number of posts from the newly identified HSG-II, HSG-I, HSG-I(NFG) posts to Postmaster Grade I/II/III respectively.
Required service eligibility may be fixed at Par with general line eligibility conditions.
Myth No 5
Future of Postmaster Cadre!!!
Fact :
At present examination promotional opportunities are very less at the department of Posts and here after the cadre restructure, Postmaster cadre examination will be attractive among the aspirants since without examination PA may get Rs 2800/- G.P as per the circle gradation list and after passing the examination with merit, PA may get Rs 4200/- G.P after 5 years service.
After the creation of PM cadre, post offices are running in very effective manner with regular and qualified incumbents, and in future many more charm and intellectual youngsters will opt this Postmaster cadre and department will function even more effective manner under the flagship projects like Payment Bank, Rural-ICT etc.,!!!

ReplyDeleteBUT HOW IT IS POSSIBLE THAT ONE PERSON WHO WILL GET PROMOTION IN LSG AFTER RESTRUCTURING BY VIRTUE OF SENIORITY WILL GET ONLY 2800 GP AND ONE WHO WILL GO BY PASSING THE EXAM WILL GET 4200 WHILE BOTH WILL BE LSG.WONT IT CREATE ANOMALY IS THERE ANY EXPLANATION IN CADRE RESTRUCTURING PROPOSAL REGARDING THIS
