        For the past 6 years the promising postmaster cadre comprising Postmaster Grade I/II/III/Sr. Postmaster Posts, was left without giving due legitimate rights and their entire future is in drenched situation once opt out this cadre for their future.

        To discuss about those issues, we have got the formal appointment with the official side on 15.12.2016 and the following official and staff side team have discussed about the major problems faced by the Postmaster cadre.         Vide above reference 1 of the Postal Directorate, All India Combined draft Seniority list of Postmaster Grade III was released and the seniority of the officials was listed according to the date of joining in Postmaster Grade II instead of the seniority in the feeder grade i.e., merit of the LSG gradation list.

        Vide above reference 2 of this service association, this association is already requested to modify the draft seniority as per the merit list of the feeder cadre (LSG cadre) instead of date of joining. That date of joining dislocation was caused because of the dual call offered by the postal directorate to opt the Postmaster cadre by the LSG cadre officials under initial constitution clause once during 2010 and again during 2013 instead of only once.

 Because of the prolonged delay in the circulation of finalized Postmaster Grade III All India Combined Seniority this association had submitted the reminder requests on 08.11.2016 and 05.12.2016 to the earliest circulation of finalized Postmaster Grade III All India combined Seniority list.

        Vide above reference 1 of Postal directorate, it is sought the stake holders to submit the suggestions and comments regarding revision/amendment in PSS Group B recruitment rules to conduct the PSS Group B exams for the vacancies arising from 2016-2017.

Since proposed PSS Group B recruitment rules are having very meager promotional opportunities to the operative side postmasters, vide Reference 2, this service association submitted its analytical suggestion with full-fledged data to the postal directorate to revise the PSS Group B LDCE quota of 25% to the open competition to IP/ASP officials and to the postmasters.

        This postal supervisory association would like to bring your benign consideration to the above reference letter, proposal and reminder requests, even after the continuous letters of this association regarding the above mentioned subject, the following further replies were given by the postal directorate on various dates for the various forums.

Vide Postal directorate letter no 25-04/2012-PE-I (Pt.) dated at New Delhi the 11^th November 2016, under clarification no 10, it was mentioned that PM cadre is separate cadre and that is not a part of the recently cadre review of Group ‘C’ employees of Postal side.

        Vide postal directorate letter no 25-03/2016-PE-I dated at New Delhi the 21^st December 2016, serial no (v) of postal directorate, it was mentioned that it is pertinent to mention that the Postmaster cadre is relatively a new cadre, created in the second half of the year 2010 and therefore may be taken up after completion/implementation of the other cadres.

            I am a postal pensioner. I have put in 33 years of service as Lab Technician, Postal Dispensary, Tirunelveli 627001, in Tirunelveli postal division of Tamilnadu circle. Presently I am the secretary of the All India Postal And RMS pensioners Association, Tirunelveli and organizing secretary, CHQ. Subject : Deployment of POS terminals in post offices for accepting card based transactions

Respected Sir/Madam, 

    This is regarding deployment of POS terminals in post offices for accepting card based transactions. Please find attached the list of 100 identified post offices as pilot for deployment of POS terminals. SBI has already delivered POS machines in most of the locations. CEPT Mysore has released the desktop application for cashless transactions and also has released the updates for Meghdoot point of sale and treasury module (copy attached). An option for performing a transaction through a valid Credit/Debit card   payment has been provided in the Meghdoot Point of Sale software. Another application developed by CEPT, Hyderabad will be running in the same Desktop where Meghdoot Point of Sale is installed.   This application has been integrated with SBI Server and also with the Card Swiping machine (PoS terminal).   Please issue instructions to all 100 Pilot locations for installing the applications/updates developed by CEPT and keep it ready. The Standard Operating Procedure (SOP) and Accounting Procedure for POS machine transactions are attached with this mail. Date of commencement of card based (POS machine) transactions will be informed shortly.
