IN MANY CIRCLES PM Association(AIAPC) TURNS AS POSTAL SUPERVISORS Association - 5 YEARS UNTOLD HISTORY !!!

DEAR POSTMASTERS,

                We are responsible to explain the 5 years history of Path led in Postmaster cadre union and quitting the same and joining into  Postal Supervisory association.

Origin of Postmaster Cadre Union

                During the period of 2011, for the distinct cadre of Postmaster cadre, in Tamilnadu  one meeting was organised in Madurai and unanimously decided to get a separate union for Postmaster cadre. That meeting was initiated by Shri.Ramasubramanian and Shri.K.Kalimuthu. Now it is effectively maintained by Shri.R.Rajendran as a circle co-ordinator of PM cadre.

                In the same time at second vast circle Maharashtra also was initiated the same and set up a AIAPC during 2011.

                AIAPC brought many issues to the directorate from 2011 to till now under various leadership and conquered some  legitimate rights to postmaster cadre. We are still having concern on those. But present some achievements are brought by the hidden face and not by the leadership. We are always thankful to the person behind those.

                AIAPC recognition proposal was submitted to the directorate during 2012 and the same was resubmitted again 2013 october.

                Even after 3 years, no positive sign was shown from  the directorate regarding the recognition and all the postmasters are directed from even the directorate to join into the postal supervisory association for separate redressal forum.

               In  this connection, because of undue delay, court case was filed at Jodhpur court of law during 2015 and after October 2015 there is not even single hearing was taken for our case in the past 7 months. The entire nation is totally fed up because of the stretched delay.

Why All India Association of  Postmaster Cadre (AIAPC) adoption was dropped at Tamilnadu?

           1. From Tamilnadu circle, pressure was given to CHQ to stop the subscription to  other unions from Postmaster cadre officials in the membership verification process of 2015 as per the stay order granted by the hon'ble Jodhpur court  of law.  For that sufficient time was also given upto March 2016, from our tamilnadu side to just adhere the court order. That was not obliged by the AIAPC CHQ team and simply turned their ear deaf till now. Till getting subscriptions  other unions wont allow the successful completion of our jodhpur case.

         2. We have already  informed  that if even court order is not effected in a true spirit by stopping the subscription to other unions then how could we have trust on the legal proceedings of  AIAPC to get recognition of legal battle? Supervisory Association is  fighting for the last one decade for their survival in legal battle. Department is not at all filing the reply. The same was happening in our AIAPC case also. Department is simply dragging the recognition process. Even though order  is received from Jodhpur court, department may appeal because of the outside forces and recognition process may  be stretched even for 3 to 5 years  as in the case of Postal supervisors.

         3. Call was received from AIAPS  (GL) to join during the period of March 2015 itself, but we have refused that time to accompany with the team of AIAPC and contributed  in all the possible ways for the team AIAPC.

         4. But the team AIAPC reacted in other ways. For filing the recognition case 9 petitioners from various circle signed in the petition copy. But while filling the case, simply filed with the Name of one person and entire circle secretaries are treated in step mother way. That is purely give  special treatment to one person.

         5. For that too, We have adjusted with the mov and one fine morning a simple call was received to place a person as General secretary over phone and as tamilnadu team we have accepted  the request too to place him. Without adopting any proper by-law strategies he was placed as general secretary. All the letters were written as straight away as General Secretary  instead of Adhoc-General Secretary. How it was being allowed by the so called by-law of AIAPC???

        6. Even after prior intimation and due timings, Tamilnadu team has adopted the AIAPS union and at 21 divisions  divisional body was constituted at divisional level. In Regional and Circle level all the Bi-monthly and Four-Monthly meetings shall be attended from July 2016 with 50%General Line and 50% PM cadre line on the  interest of Postmaster cadre welfare.

      7. Already second vast cirlce Maharashtra was quitted from AIAPC and formed AIAPS. Now the highest members Tamilnadu circle have quitted from AIAPC. Karnataka, Andhra circles are also quitted from the team AIAPC and formed AIAPS because of such dictotarship. In many more other cirlces are also formed AIAPS association and now AIAPC is no other way to prove 1/3 membership to stand sustained.

      8. In this juncture  because of the post published in the tamilnadu blog, tamilnadu circle team members are abruptly removed  from AIAPC CHQ and All India Groups. While asked  the reason it is informed that Tamilnadu circle has violated the so called by-law of AIAPC. If so 90% of the members  should have been removed from the groups since they are already in the existing unions of NFPE/FNPO/Supervisory associations. Where is your so called by-law to have them and why only Tamilnadu cirlce is being cornered? Because Tamilnadu is the only team opposed such dictatorship and struggled to restore the democratic trade union  activities. 

Future of AIAPC?????

       1. Already many circles are quitted from the team AIAPC and if those circles are given the petition  to  withdraw the membership signed for AIAPC then the AIAPC recognition case might have been dismissed because of insufficient 33% membership. But the team AIAPS won't do such things to harm anyone. One thing  very sure without due regards, those already quitted circles wont turn up again and even though  AIAPC is recognised after  some years. Even after recognition it would be nullified without sufficient membership.

    2. So called distinct category was spoken every where by the team AIAPC. Even after 10 years long legal battle and struggle with court of law, supervisory association cannot get back  the supervisors from P3 unions eventhough LSG/HSG II/HSG I is purely distinct cadre from clerical  P3 cadre.

    3. Already more than 15 circle Postmasters are adopted the All India Association of Postmaster cadre and if required by-law of Postal supervisory association may kindly be modified to accommodate Postmaster cadre officials with them without any  trouble. Already same was initiated and under  active consideration of directorate. Directorate itself already directed the Postmasters to join  with AIAPS(GL) during 2013 itself.

   4. Without considering the above facts,  if still the  team AIAPC continued the same dictatorship and ill-treating the circles then soon AIAPC shall fade away.
