Bunching effect to Postmaster Grade I - FAQ

Query 1: During 31st Dec 2015, Postmaster Grade I and their PA batch mate might be in different grade pays viz., Rs.2800 and Rs.2400 respectively. Could bunching effect can be considered only if both government servants are in the same pay scale?

Reply : vide department of expenditure OM order no 1-6/2016-IC dated at New Delhi the 7th September 2016 Para 1, it was mentioned that where in revision of pay, the pay of Government servants drawing pay at two or more stages in pre-revised pay band and Grade pay or scale as the case may be, get fixed at same cell in the applicable Level in the new Pay matrix one additional increment shall be given for every two stages of bunched

As per the above para two government servants may be in any grade pay or scale, if senior had 3% basic pay difference than junior, then he is entitled to get bunching effect.

Query 2:Should Postmaster Grade I officials compare their pay with their PA batch match only?

Reply:No. For example: Postmaster Grade I officials recruited as PA during 2005 can compare their pay with the PAs recruited during 2006 also since the PAs recruited during 2005, might have been given with MACP during 2005 itself. So as on 31.12.2015 PM Grade I and 2005 PAs might not have 3% basic pay difference. Comparison could be made with the juniors recruited at any year but  the condition is, in the pre-revised pay both should have atleast 3% basic pay difference and after revision of pay both senior and junior should have been fixed with same pay.

Query 3: During 01.01.2017 pay fixation, both juniors and seniors were fixed with different pays. During MACP only they were fixed with same pay. Will it constitute bunching effect


Reply: Bunching effect order insists that where in revision of pay, the pay of Government servants drawing pay at two or more stages in pre-revised pay band and Grade pay or scale. So during the revision of pay only, not mandates only during 7th CPC pay fixation. It is still better fact that even after senior is getting the higher pay during 7th CPC pay fixation still landed with same pay with junior afterwards while junior was getting the MACP. It is still more grave issue and should be given with bunching effect.
