Conducting LDCE for promotion of LGOs to the cadre of P As / S As for the year 2014 to be held on 21.09.2014

PENDING DEMANDS AND NEW GOVERNMENT

New Central Government under the leadership of Hon’ble Prime Minister Shri. Narendra Modi has taken charge with a clear majority in the Lok Sabha election.  People of the country and the Central Government employees who suffered a lot under the UPA Government, have voted for a change.  Now it is the turn of NDA Government.  Coming days will prove whether the selection made by the voters is correct or not.

Central Government employees have to take a cautious approach towards the new Government.  As the new Government has just taken over charge and expectations are very high, jumping into any sudden conclusion may not be correct on our part.  We have to give reasonable time to the new government to make its stand clear on the issues agitating the minds of the Central Government employees.  Let us hope that our past experience in the 2000 December 14 days Postal strike when the NDA Government was in power, the support extended by the party leading NDA to the UPA Government for introducing and passing the PFRDA Bill in Parliament, the infamous downsizing order of 2001 issued by the NDA Government which paved way for abolition of thousands of vacant posts in Central Government Departments and refusal to concede any of the main demands of Gramin Dak Sevaks will not be repeated by the new Government.

Now, apply for passports from post offices

Come July, the city’s residents can apply for passports online from post offices. The Department of Posts, in association with the Regional Passport Office, Chennai, is working out modalities to help customers register passport applications online and is identifying post offices to offer the facility.

Officials of the department said customers could get a printout of the application from the postal employees. Once the applicants submit filled-in forms, the staff will upload the data online. “It is better for applicants to bring necessary documents such as proof of age and residential address. The employees have also been trained to assist applicants in filling up the forms,” said an official.

Staring at computer screens all day ‘changes your eyes’, scientists say

People who spend their working hours staring at a computer screen have changes in their tear fluid typical of those who have been diagnosed with the disease dry eye, according to the results of a new study.

A particular protein called MUC5AC makes up part of the normally occurring mucus layer, or "tear film", which keeps the eye moist.

However, a study found participants who spent the most time sat in front of a screen had levels of MUC5AC nearing those of people who had been diagnosed with dry eye.

Central Government is planning to raise the Income Tax exemption slab to Rs. 5 Lakhs

According to information from the Finance Ministry, the Government is giving serious thoughts about raising the income tax exemption slab from the current Rs. 2 lakhs to Rs. 5 lakhs. The information adds that Modi is planning to make the raising of income tax exemption slab from Rs. 2 lakhs to Rs. 5 lakhs as one of the achievements of his Government’s tenure. The Finance Ministry has, it seems, sought a report regarding this from the Income Tax department. A number of other financial incentives are also likely to be announced by the Modi Government.

The Government has also planned to raise the tax exemption on housing loans. According to sources from the Finance Ministry, there are also plans to increase the tax exemption on medical insurance premium.
The reports add that Modi is trying to impress as many people as possible with the very first budget that his government is going to present. The demand for raising income tax exemption level to Rs. 5 lakhs has been a long-standing one. Economists and experts suggest that the slab be fixed in accordance to the current price and inflation levels.

6-day Week for Central Government Employees from now on...!

Central Government employees and those employed in various Central ministries, who had until now enjoyed a 5-day week have been advised to henceforth work 6 days a week. The system is expected to be shortly implemented to other departments too.

In the 1980s, when Indira Gandhi was the Prime Minister, central government offices worked on Saturdays too. It was Rajiv Gandhi, who had, on May 21, 1989, implemented the 5-day week system for central government employees. The system, which was in force for 25 years, is now being quietly changed. Since there could be a backlash from the employees, the scheme will most likely be implemented every alternative week in the initial stages. Talks are now on.

Most Anticipated Points in 7th Pay Commission..!

The Central Government constituted 7th Pay Commission on February 28, 2014, to examine various issues relating to emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required.

Within days, the 4-member Commission began its work and prepared a 42-points questionnaire covering 15 different topics. The Commission is now waiting for replies from different perspectives. That’s why the list of people who want to give their opinions – general public, individuals, associations, organizations, unions and federations – keeps growing. Unlike before, instead of confining to Postal, Courier, Telegram, email and fax services, this time the Commission is also offering online option so that people can share their opinions from any part of the world. The online survey mode is going to be especially useful for pensioners, women, differently abled persons and senior citizens. In addition to these, the 7th Pay Commission is also expecting memorandums and replies from various unions and associations.

Gazetted officer’s attestation no longer required

You may no longer need a gazetted officer or a magistrate to attest documents sought by government departments. Prime Minister Narendra Modi has asked his bureaucrats to repeal all laws and rules which come in the way of effective governance.

In a meeting with secretaries on Wednesday, the PM suggested government departments should adopt the system of self-attestation of certificates, photographs and marksheets, instead of asking for attested documents or filing of affidavits. He also told officials all government application forms should be made short and simple by doing away with unnecessary fields.

“The prime minister said self attestation should be enough because it is a hassle for the common man to get it attested from gazetted officers. Anyway, the original documents are required to be produced at the final stage,” a senior government official told Business Standard.

Central Government Officers may have to work 6 days a week

Speculation is rife in various union ministries that the new government under Narendra Modi may revert back to the six-days a week workdays in central government offices after about three decades.

Although there is no move yet by the government in this regard the issue is subject of much discussion among the bureaucrats. It was former PM Rajiv Gandhi who, in the mid-1980s, had decided to go in for the five-day week.

The aim at that time was to promote efficiency since it gave the bureaucrats much-needed rest over the weekend on the assumption that the work-culture would improve during week-days.

Trade Unions meet F.M., demand D.A. merger among other demands.

The Union Finance Minister Shri Arun Jaitley said that skill development would be given priority so that more and more trained workers join the Indian economy. He said that the Government will give due consideration to the Ten Point Joint Charter of Demands given by the Central Trade Unions while formulating the budgetary proposals. The Finance Minister was speaking here today while interacting with the representatives of the Central Trade Unions as part of his Pre-Budget Consultation meetings.

Along with the Finance Minister, the meeting was attended by Ms. Nirmala Sitharaman, Minister of State for Finance and Corporate Affairs, Shri Ratan P. Watal, Expenditure Secretary, Shri Rajiv Takru, Revenue Secretary, Smt. Gauri Kumar, Secretary, Ministry of Labour and Employment and senior officers of the Ministry of Finance among others.

Postmaster Cadre
Sir,

In our Department of Posts, Promotional Opportunities are very low. IP Posts and Group ‘B’ Exams are only available for Promotion. Operative Employees are unable to get promotions in their Service. In State Government, Staff enters as Junior Assistant and they get step by step promotion in their service. At the time of Retirement, the staff in State Government retired as Gazetteer Officer like Thashildar, BDO, and Deputy Collector. But, in our postal Department, staff enter as Postal Assistant and finally retired as Senior Postal Assistant without getting any promotion like LSG, HSG II, and HSG I.

Thanks to Shri. Hoovappa of Karnataka Circle

1 there should be a separate pay scale for postmaster grade 1 , grade2 , grade 3 , sr postmaster cadre..

2. grade pay difference between grade 1, grade 2, grade 3, sr postmaster should be adequate

3. entry level postmaster cadre grade pay should be 4200 that is postmaster grade 1 grade pay should be 4200

4. pay scale for postmaster grade 1 should be equal to IP basic as both are the first promotion from  PA cadre.

Thanks to Com. Muthukrishnan M PM Grade II, Shenoy Nagar

  1. The PostMaster Cadre Officials are shouldering with heavy work load listed with Innumerous types of duties with enormous sense of Responsiblities (Direct and Indirect).
  2. It is requested to demand New Higher Pay Scales for Officials belonging to PostMaster Cadre in the forth coming 7th CPC.
  3. 10% Care Taker allowance, should be paid to all the Postmasters as per the Department of Posts guidelines.
  4. Upto the 4TH Central Pay Commission, the pay scale of an Inspector-Post and a LSG official was the same(1400-40-1600-50-2300-60-2600 ). But

Letter from our com. Smt. R. Sudha PM Grade I Mandaveli.

Dear Postmaster cadre friends,

Various representations are received all over the India, giving precise views of Postmaster cadre officials regarding cadre restructure and 7th CPC proposals. Among them few of those shall be posted in this website to create the awareness. AIAPC sincerely thanks Smt. R. Sudha for giving ample examples to bring the issues of PM Cadre even stronger in future. Representation of Smt. R. Sudha is as follows.....

Sir,

I am R.Sudha, working as Postmaster Grade I, Mandaveli, Chennai 600 004.  I have seen your post in the postmastercadre blogspot regarding fixation of pay on promotion.  Last year itself, based on the said order of Ministry of Finance, myself and many of my friends in PM Grade I cadre have already requested our Divisional heads for grant of one notional increment, but we were denied of the increment with a written reply that you are not eligible for notional increment. But some of my other colleagues (Tirunelveli, coimbatore) have already obtained one notional increment based on the same order. It is felt that only if Ministry of Finance issues a clarification to our Department, the problem will be solved.

India Post needs to apply afresh to Reserve Bank of India for bank licence

NEW DELHI: India Post will have to apply afresh to the Reserve Bank under differential licence guidelines if it wishes to start banking operations. According to sources, aspirants, including the Department of Post, will have to apply once again after guidelines on differential bank licences are issued in the next few months.

India Post was one among the 25 unsuccessful contenders for new bank licences. The Reserve Bank of India (RBI) last month granted licences only to IDFC and Bandhan Financial Services Pvt Ltd.

The applicants also included state-run IFCI and private sector Anil Ambani group and Aditya Birla group, Bajaj Finance, Muthoot Finance, Religare Enterprises and Shriram Capital. Recently, RBI Governor Raghuram Rajan had said it is committed to freeing entry in banking.

"We just announced two new commercial bank licences after a rigorous vetting process. We are examining this experience, and after making appropriate changes, will announce a more regular process of giving licences - what has been termed licenses on tap," he had said At present, there are 27 public sector banks and 22 private sector lenders in the country.
