Sir,
In our
Department of Posts, Promotional Opportunities are very low. IP Posts and Group
‘B’ Exams are only available for Promotion. Operative Employees are unable to
get promotions in their Service. In State Government, Staff enters as Junior
Assistant and they get step by step promotion in their service. At the time of
Retirement, the staff in State Government retired as Gazetteer Officer like
Thashildar, BDO, and Deputy Collector. But, in our postal Department, staff enter
as Postal Assistant and finally retired as Senior Postal Assistant without getting
any promotion like LSG, HSG II, and HSG I.
During this
period, Honorable Madam Radhika Duraisamy, the Former Secretary of Postal
Department created a Postmaster Cadre Promotion. All service Unions accepted
that Cadre. Postal Employees were very happy to choose the Postmaster Cadre to
get promotion. So many senior LSG Officials opted to select the Post Master
Cadre. But, the Cadre restructure shown as LSG Officials get HSG I and HSG II
promotion in earlier stage itself. Already senior LSG officials opted
postmaster Cadre initially and felt like, “why we choose PM Grade?” .Directly
recruited PM Grade Employees felt like, “Why we wrote the Examination?” .They
are working in our Parent Division and getting the same salary without taking any
higher responsibilities.
I have requested
the Seventh Pay Commission should consider the Postmaster Cadre in a better Salary
and Promotion earlier. The following points to be consider to fix the salary
for Postmaster Grade Officials.
1.
The
same scale of pay should be given for PM Grade I and LSG Officials.
2.
PM
Cadre to be treated as Administrative Line Posts.
3. Like IP Posts, Postmaster Cadre
should be selected through limited Competitive Examination.
4. Postmaster Cadre to be treated as the
same way like IP Post who are getting more scale of Pay with Powers.
5. Up to Fourth Pay Commission, LSG and
IP Cadres have the same scale of Pay Rs. 1400 + DA. But in next pay commission,
there is a difference between these cadres.
6. Nowadays big Operative Officers like
LSG, HSG II, HSG I feel very difficult to run the office. PM Grade Officials
work in other divisions, other regions with family worries and extra
Expenditure. So, we need Higher Scale of Pay.
7. 10% Care Taker Allowance is to be
given to Postmaster Cadre Officials and LSG Officials.
8. Special Pay with DA should be given
to the following persons,

Post
Master Grade I – Rs. 2000 + DA
·
Post
Master Grade II – Rs. 3000 + DA
·
Post
Master Grade III – Rs. 5000 + DA
9.
Earn
leave should be raised from 300 days to 360 days.
10. Every Year 15 days EL Surrender
Encashment should be given.
11. Fixed medical Allowance Rs.500 per
month should be given.
12. Food Rate DA is not necessary. Daily
Fixed DA based on the Grade Pay should be given.
13. Retirement Gratuity Limit should be
raised from 10 Lakhs to 15 Lakhs.
14. Private Hospital Treatment for major diseases
should be fully reimbursable.
15. Pension should be given 50% of
average emoluments. This pension amount should be continued forever.
16. PM Grade officials should be permitted
to attend Group B Exams.
17. Gazetteer status should be given to PM
Grade II, Grade III Officials.
18. Comittation Period restored after 10
Years.
19. Annual Increment 4% or 5% of Basic
Pay should be given in July every year.
20. Half Pay Leave should be allowed for
Encashment.
I request all Circle Unions to take up the Post Master Cadre
Issues in a Better Way. All Union members are available in the Postmaster
Cadre.

ReplyDeleteThis is Postmaster Grade I Akkalkot from Maharashtra. I feel that the demand made above are good but most leastly to be considered. I think our main demand should be hike in our grade pay. Since the grade Pay attached to our post is next to the grade pay of entry level P.A. This was acceptable for LSG line officials since their selection is being made amonst the senior most P.As and they are drawing higher pay than their subordinate officials but after introduction of PM Cadre the PA having 2400 GP draw GP of 2800/- after becaming PM Gr I which is far below than the other officials working under him/her including his office Postman. This will definately have its effect on the working. We should request the Pay commission to introduce seperate Pay scale for direct Supervisory Post PM Grade and that of General Line officials at Par with Direct Recruited Group A officers from UPSC drawing GP Rs.6600/- and Pramotee Gr A officers drawing GP Rs.5400/-
