Subject: Request to expedite the reports/recommendations from the Cadre Restructuring review Committee as per the directorate time lines fixed to implement the cadre restructure immediately - reg

Respected Sir,
1. A kind reference is invited to the
above cited directorate letters, vide above reference 1, cadre restructure
review committee was constituted to submit the reports/recommendations within 2 months from the date of
constituting cadre review committee i.e., within 09th August 2017.
2. But unfortunately it seems that even after more than 4 months
lapsed, review committee reports are yet to be circulated.
3. Further vide above reference 2, it
is requested to put on hold the Cadre Restructuring exercise wherever it has
not been implemented. It is definitely one more blow to our staff side that
even after three months lapsed, still that freezing of CR exercise is
continuing.
4. Till such hold on process and beyond
the time frame extension of cadre review committee, as we reported already
following mammoth chaos are raising among staff side and totally resisting the
smooth functioning of the postal circles.
a)
After
100089 PA posts were drastically reduced to 69996 PA posts, remaining upgraded
30093 posts also have to be managed within such 69996 PA posts which may create
unmanageable shortage.
b)
After
30 years undue delay, Cadre review was done to Group C employees, if further
delayed it would be against to the nodal ministry DOPT OM number 2/1/87-PP dated 23/11/1987 which mandated to review all the cadre once in every five
years.
c)
Further some circles were trying to fill such huge number of newly
created supervisory posts under local arrangements from MACP I/II/III officials
which is totally against to the feeder cadre concepts. During such local
arrangements, those PA posts will become vacant and operative works may
entirely being affected.
d)
Implemented circles also giving names to their own for the newly
upgraded posts like LSG PA, LSG Treasurer etc which is against to such posts
recruitment rules. While LSG posts are supervisory cadre, new establishment
cannot be created with clerical cadre suffix as LSG Postal Assistants which is
totally degrading such norm based promotional posts.
e)
Further
left out categories cadre restructure is also badly delaying and Postmaster
cadre officials are severely victimized and each and every Postmaster cadre officials are personally wounded after lower
cadre ‘A’ class triple handed post offices are upgraded and getting higher pay
and higher cadre Postmaster Grade I/II/III offices are still getting lower pay.
f)
It
is total exploitation of the promising postmaster cadre officials who were all
doing excellent field operative work and against to the natural justice too.
g)
As
per the above mentioned DOPT OM, after completion of 5 years from the
Postmaster Cadre creation, Postmaster cadre restructure cannot be delayed by
mentioning other categories cadre restructure implementation.
Hence this association requests the secretary
posts sir to intervene in this matter immediately to expedite the cadre review
committee report without further delay to implement the Group C cadre
restructure uniformly to all the circles and to further review the Postmaster
Cadre in the light of the same with Group C cadre restructure without linking the
left out categories cadre review.
