Wage hike in 7th Pay Commission

Comrades ,
The 7th CPC has cheated the 35 lakhs Central Government Employees and 50 lakhs pensioners, by announcing meagre 14.29% wage hike, in actual term of increase for serving employees after deduction of Income tax, enhanced subscription of CGEIS, licence fee, CGHS etc the net increase is actually varies from 1% to 4 % increase.

The similar situation was existing for central Government employees during the 5th CPC , as the 5th CPC had recommended 20% wage hike after strike notice was served then the Third Front Government agreed to provide 40% wage hike, recently the 6th CPC had provided 54% wage hike.This is lowest wage hike by any pay commission.

The Central Government Employees are having 10 years wage revision against the basic principle of 5 years wage revision adopted by all other Government agency such as Banks Employees, PSU employees etc. The bank employees were initially offered around 10% wage hike , after sustained trade union action they got 15% wage hike from with effect from 1st November 2012. Cumulatively it works out to more than 35 % wage hike for 10 years. The AP and Telangana state government employees got recently 40 % wage hike the pay commission of AP had also adopted Dr. Aykroyd formula and 15th ILO norms and fixed at Rs 13,000/- minimum wage as on 1st July 2013 , if we calculate the minimum wage on this basis for the Central Government Employees the minimum wage works out to Rs 25,000/- and fitment formula of 3.57 .

Comrades let us fight united under the NJCA banner to achieve a decent wage hike, the 7th CPC has erred in the calculation of minimum wage for the Central Government Employees it has fixed at Rs 18000/ against the staff side demand of Rs 26,000/-. while calculating the minimum wage as per Dr. Aykroyd formula and 15th ILO norms the 7th CPC has taken wrong prices of the essential items for example the price of one kg of pulses as Rs 97.84 against the market price of Rs 180/- , similarly the price of one kg of rice and wheat as Rs 25.93 against the market price of Rs 50/- & Rs 40, and 7th CPC has modified the Dr. Aykroyd formula and 15th ILO norms. The 7th CPC has taken 125% DA into consideration, at present the DA is likely to cross 125% , the prices of essential commodity including rice and pulses are showing increase in last month and further rise due to floods and draught in many states.

Our team has previously submitted the 7th Central Pay Commission report, as a result the Hon’ble Commission has allowed us to compete at the examination for the posts of Sr. Postmaster.  Our team during its recent visit to the Directorate submitted its Memorandum regarding modifications to be done to the 7th CPC recommendations in favour of our Esteemed Cadre.  It’s time to be united and wait for the Victory.. which is almost.. at our doors.

DIFFERENCE BETWEEN NATIONAL PENSION SYSTEM (NPS) AND ATAL PENSION YOJANA (APY)


Recently Central Government launched one more pension scheme called Atal Pension Yojana. So what is the difference between existing National Pension System  (NPS) and Atal Pension Yojana (APY)?

Proposed future of the DOP as projected by AIAPC and handed over to the Directorate

This is for favour of information of all of our friends in Postmaster Cadre that in spite of being an un-recognized association AIAPC not only entered in the office of the 7th Central Pay Commission but also submitted its Memorandum. All of you may have noticed that no any unions / associations found their place in the report of the 7th CPC excepting IP Association who is going to get their demand fulfilled after a long battle for 15 years (approx), but the 7th CPC has given a ‘DISTINCT EMPHASIS’ on the demand of our cadre and recommended the following in its report submitted to the Hon’ble Minister of Finance:

“Accordingly the Commission recommends that while 25 percent of the posts of Senior Post Master may continue to be filled up from Post Master Gr.III through seniority based promotions, eligible officers from the Post Masters’ cadre (Postmaster Gr.II and Postmaster Gr.III) may also be permitted to appear for LDCE along with Inspector (Posts) for the balance 75 percent of the Senior Postmasters’ posts”.

MEETING with Department To Upgrade the Recmondations of 7th C.P.C.

As per the programme ,Today in Dak Bhawan there was an Important Meeting took place to discuss the impacts of Recomondations of 7th CPC.

THE GOOD NEWS IS THAT SECRETARY(POSTS) AND ENTIRE POSTAL SERVICE BOARD SHOWED THEIR POSITIVENESS AND AGREED TO TAKE-UP THE MATTER WITH MINISTERY TO UPGRADE THE GP OF POSTMASTER CADRE AS WELL AS SR. POST MASTER LIKE GROUP'B'

THE FOLLOWING POINTS ARE DISCUSSED POSITIVELY IN THE MEETING:----


With reference to 7th CPC report, this is to bring to your kind notice that 7th CPC has ignored
completely the newly created Postmaster Cadre and LSG/HSG supervisory structure in operative 
 side. It is to intimate that IPO and LSG cadre official were in the same pay structure during the 4th 
 
CPC. Though the recruitment procedure changed to one cadre the duties and responsibilities of 
 
Postmaster/Supervisor have enormously increased with introduction of computerisation in the post 
 
offices. It is felt by the cadre that neither department, nor CPC has taken any consideration for the 
 
changes being made in the department.

Though the department has agreed for cadre restructuring after the 6th CPC, the
recommendations agreed and approved by unions/associations have remained in liquid state till
date and no action has been initiated in this direction before 7th CPC, neither the department, nor 
 7th CPC has recommended any revision of pay structure for Postmaster Cadre/LSG-HSG
Supervisors.


The 7th CPC has recommended 5400 grade pay to Group B cadre and forgot to note
that the Sr. Postmaster also belongs to Group B and his/her grade pay also must be fixed at
5400 instead of 4800.

Hike and Effect

Pay commission recommendations aren’t inflationary. But the fiscal deficit targets may prove unrealistic.


The Seventh Central Pay Commission has recommended an overall increase of Rs 1.02 lakh crore at a growth rate of 23.55 per cent in pay, allowances, and pension (PAP) for Central government employees. More specifically, the increase is 16 per cent in pay, 63 per cent in allowances and 24 per cent in pensions. This, as per the commission’s calculations, will lead to an increase in the salary bill by about 0.65 per cent of GDP. First, there should be two corrections. One, the increase in the salary bill should be 0.63 per cent of GDP. Two, the increase in the estimated share of the PAP in total revenue expenditure should be 3.81 per cent, as against 4.25 per cent suggested in the commission’s report. These recommendations will benefit about 1.4 crore government employees with effect from January 2016 and are expected to have a significant impact on the overall macroeconomic parameters, such as the GDP, fiscal deficit, as well as inflation.

APPEAL AND PARA WISE REPLY TO THE AGGRIVED PM-II OFFICIAL SHRI.M.MUTHUKRISHNAN

Sir,


 Sub:  Postmaster Cadre-Disappointing and Retrograde Recommendations of 7th CPC-reg     
 Ref:   7th CPC report submitted to Govt.of India on 19th instant


    It is brought to the notice of all our Postmaster Friends, that all of us feel shocked and ashamed of our Postmaster Cadre and get frustrated with 7th CPC report for not giving due recognition to front runners(Postmasters) of the Postal Department.


As far as our PM cadre is concerned,the following points are put forward for deep analysis and also for self appraisal of our own cadre at present to march in a right direction.

1. It is pathetic to note that, Either Our Department or 7th CPC has recognized the dignity of our PM Cadre and not given hike in Pay& Allowances of Postmasters, an important Cadre in Department of Posts.

2. We have requested to permit our Cadre staff to sit for LDCE of Postal Service Group "B" but permitted only for LDCE for Senior PostMaster.

3. It is quite unfortunate to witness that, the variation in Pay Scale between LSG/PM Grade I and an IP is going on increasing from 5th CPC to 7th CPC though both scales were identical in earlier 4th CPC.

4. The Yard- Stick for conducting both  IP exam and PM Grade I exam are not different (  almost the same) but  step mother treatment is given to PM cadre staff in granting identical Pay Scale.  Why this difference in Pay and Allowances to our Cadre Employees?  Where we have to go for making an appeal for this disparity?


5. 7th CPC report recommend higher Grade Pay to Employees belonging to IP cadre as detailed below. There are some ambiguity in Pay scales.
  
     Inspector-Post :                Rs.4600/ ( from the present GP of Rs.4200/)
     Assistant Superintendent:  Rs.4800/ ( from the present GP of Rs.4600/)
     Superintendent (Posts) :    Rs.5400/ ( from the present GP of Rs.4800/)

    Here the new status of GP of Class "A" Officers ( SSPOs, etc) is not known. whether the present GP Rs.5400/ will continue or not?. Similarly the Post of Senior Postmaster comes under classification of Group "B" Gazetted category and what is the new Grade Pay of this Senior Postmaster Cadre? whether Rs.5400/ or the existing GP of Rs.4800/. There is no clear demarcation to this effect in the 7th CPC report.

6. The only Recommendation of permitting our Cadre Officers to Senior PM examination is not a great boon for us, since the promotional chances in PM cadre is remote for want of vacancies or no of Posts. (PM GradeI-2097,GrII-511,GradeIII-495 & Senior PM -116)

7. Postmaster cadre Officers are treated equally on par with general line Officials and not duly recognized or not given importance at all levels. So PM Cadre is surely a Dying cadre and may be disposed off and all Postmasters may be reverted back to their original seniority in General line.

8. Hence it is our prime duty now to focus our issue at appropriate level for up gradation of Pay, since no other Postal trade union will raise voice for us.

9. If status quo is maintained even after repeated requests and interviews at suitable level, it will be better to submit mass declination letters to our supreme authority to wind up this victimized cadre.

10. Our All India Association ( AIAPC) is requested to take necessary steps on war footing basis to over come these injustice at appropriate level ( Parliamentary Committee etc.)

11.Otherwise there is no other way for our Association, except to struggle and fight legally to get the Identical scale of Pay for PM Grade I with an IP.

APPEAL FROM AGGRIEVED POSTMASTER GRADE OFFICIAL SHRI.C.VIGNESH

Sir,

     I have been appointed as PA on 28.07.2007. I joined as PM Grade I on 01.04.2015. Now, according to new Pay Matrix, my new Basic Pay is Rs.34900/-. The PA appointed along with me without getting promotion is fixed with new Pay Rs. 33300/. See, if that PA gets one increment his new basic will be automatically equal to PM Gr I pay. So, the difference between a PA's pay and PM Gr. I, is just one increment. Is it justifiable?.

     As per 6th CPC, Grade Pay difference Rs. 400/- and two increments difference in Basic Pay. Further, there is no differentiation between PA and PM Gr. I now.

    There is no MACP, no promotion for us for Gr II and will be late until 10  years, that means next pay commission will come. We were totally downtrodden by 7th CPC. Please take immediate steps in All India Level.

    Grade Pay was increased to IP Cadre gives much much distinction between Gr I and IP, Please take immediate steps in All India Level.

TERMS OF REFERENCE ABOUT NPS BY THE 7TH PAY COMMISSION RECOMMENDATIONS

Introduction 

10.3.1 Pension has been one of the key Terms of Reference (TORs) for successive Pay Commissions. While the VI CPC was the first Pay Commission to have been constituted after the introduction of the National Pension System (NPS) which came into effect on 01.01.2004, the VII CPC is the first one to be constituted after some experience has been gained on this count.

10.3.2 The TOR of the present Commission - to examine the principles which should govern the structure of pension and other retirement benefits, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the National Pension System (NPS)–limits the mandate of this Commission only to the Old Pension System (OPS). However, during its interaction with staff associations and other stakeholders, the Commission received many grievances/suggestions relating to both the OPS and the NPS. It has also been averred, inter alia, that NPS is proving to be an impediment in attracting and subsequently retaining the best talent for the Central Civil Services/All India Services (AIS). In this backdrop, the Commission decided to address the grievances related to NPS, which have been discussed in this chapter. Issues relating to OPS and other retirement benefits have been dealt in Chapter 10.1 and Chapter 10.2.

RECOMMENDATIONS OF 7TH CPC ON LEAVE TRAVEL CONCESSION(LTC)

LTC is granted to Central Government employees to facilitate home travel as well as travel to different parts of the country. Presently two hometown visits are allowed in a block of four years with one hometown visit substitutable with “All India” visit. However, for the first two 4-year blocks, three hometown visits and one “All India” visit are permissible. LTC is not granted to an employee whose spouse is working in Indian Railways. There are demands to increase the frequency of LTC, especially of the “All India” visit, and extend LTC to foreign countries also. Personnel posted on islands have requested the Commission that splitting of hometown LTC may be permitted so that their families can visit them from the mainland once a year and they (the employees) can also travel to the mainland once a year to visit the family. Personnel of Sashastra Seema Bal (SSB) have sought parity with other CAPFs for facility of Additional LTC.

                 WE ARE ALL IN IMMENSE STRESS AFTER THE RETROGRADE RECOMMENDATIONS OF 7TH CPC, AND THE POSTMASTER CADRE IS ALSO ONE AMONG THE VICTIMIZED CADRE.

          WE ARE RECEIVING SO MANY REPRESENTATION FROM THE MEMBERS OF AIAPC AGAINST PM CADRE IS NOT PLACED IN LEGITIMATE G.P RS4200/-, PROMOTIONAL PAY HIKES ARE ALSO NOT SIGNIFICANT EXCEPT Sr.PM EXAMS APPEARANCE.

     STAFF SIDE NC/JCM HAS ALREADY GIVEN THE PARLIAMENTARY COMMITTEE TO FIX AN APPOINTMENT TO DISCUSS ABOUT THE 7TH CPC RECOMMENDATIONS. 

       IN THE SAME SCENARIO TAMILNADU CIRCLE - AIAPC TEAM ALSO REQUESTING THE CHQ TO SEEK APPOINTMENT TO PARLIAMENTARY COMMITTEE BEFORE THE IMPLEMENTATION OF 7TH CPC RECOMMENDATIONS. 

WHY POSTAL ASSISTANTS HAVE NOT FIXED WITH UDC G.P Rs.2800/- LDC/UDC CONFLICTS FOUND IN 7TH CPC REPORT

LDC-UDC ISSUE - GOVERNMENT STAND REITERATED

      On the issue of LDC/UDC 7th Pay Commission reiterated the deceiving stand of the Government. Despite of realizing the issue as genuine, Government had not taken a positive decision at their level. The tens of thousands of LDC & UDC, solely responsible for the smooth running of many of the subordinate offices, were hoping that 7th Pay Commission will study the problem faced by them and take a positive decision. Staff Side JCM having convinced the importance of the issue, had also recommended merger & upgradation of the Grade Pay of LDC & UDC to Rs. 2800. But here we see that 7th Pay Commission has not taken any decision on the issue except giving some confusing and misleading statements to vindicate the stand taken by the Government as true. 

      Extracts of some of their views on LDC UDC issue spread over various chapters of the reports is given below:


      Higher GP 2400 to LDC and consequent upgradation of pay for other civilian posts in the Ministerial hierarchy.

Paramilitary forces unhappy with 7th CPC recommendations

The seventh pay commission has largely made the central government employees cheerful but central paramilitary forces officials are not really happy with some of the recommendations. 

ToI spoke to several central paramilitary - ITBP, CRPF, SSB, BSF and CISF officials in different ranks who expressed displeasure with the fact that they have not been given special allowances on the lines of 'defence' forces even though they work in tougher conditions and round the clock. 

The central paramilitary forces (CPMFs) have reportedly grown to a strength of 9.80 lakh personnel from 7.66 lakh since sixth pay commission and are likely to take over army's strength (of close to 12 lakh) in coming 5 to 7 years, but officials argue that they have still been placed in the "civil" category even though their work profile ranges from guarding the border, managing tense situations, fighting the naxals and insurgent groups in different areas on the tough terrains.
