Sub: Postmaster Cadre-Disappointing and Retrograde Recommendations of 7th CPC-reg
Ref: 7th CPC report submitted to Govt.of India on 19th instant
It is brought to the notice of all our Postmaster Friends, that all of us feel shocked and ashamed of our Postmaster Cadre and get frustrated with 7th CPC report for not giving due recognition to front runners(Postmasters) of the Postal Department.
As far as our PM cadre is concerned,the following points are put forward for deep analysis and also for self appraisal of our own cadre at present to march in a right direction.
1. It is pathetic to note that, Either Our Department or 7th CPC has recognized the dignity of our PM Cadre and not given hike in Pay& Allowances of Postmasters, an important Cadre in Department of Posts.
2. We have requested to permit our Cadre staff to sit for LDCE of Postal Service Group "B" but permitted only for LDCE for Senior PostMaster.
3. It is quite unfortunate to witness that, the variation in Pay Scale between LSG/PM Grade I and an IP is going on increasing from 5th CPC to 7th CPC though both scales were identical in earlier 4th CPC.
4. The Yard- Stick for conducting both IP exam and PM Grade I exam are not different ( almost the same) but step mother treatment is given to PM cadre staff in granting identical Pay Scale. Why this difference in Pay and Allowances to our Cadre Employees? Where we have to go for making an appeal for this disparity?
5. 7th CPC report recommend higher Grade Pay to Employees belonging to IP cadre as detailed below. There are some ambiguity in Pay scales.
Inspector-Post : Rs.4600/ ( from the present GP of Rs.4200/)
Assistant Superintendent: Rs.4800/ ( from the present GP of Rs.4600/)
Superintendent (Posts) : Rs.5400/ ( from the present GP of Rs.4800/)
Here the new status of GP of Class "A" Officers ( SSPOs, etc) is not known. whether the present GP Rs.5400/ will continue or not?. Similarly the Post of Senior Postmaster comes under classification of Group "B" Gazetted category and what is the new Grade Pay of this Senior Postmaster Cadre? whether Rs.5400/ or the existing GP of Rs.4800/. There is no clear demarcation to this effect in the 7th CPC report.
6. The only Recommendation of permitting our Cadre Officers to Senior PM examination is not a great boon for us, since the promotional chances in PM cadre is remote for want of vacancies or no of Posts. (PM GradeI-2097,GrII-511,GradeIII- 495 & Senior PM -116)
7. Postmaster cadre Officers are treated equally on par with general line Officials and not duly recognized or not given importance at all levels. So PM Cadre is surely a Dying cadre and may be disposed off and all Postmasters may be reverted back to their original seniority in General line.
8. Hence it is our prime duty now to focus our issue at appropriate level for up gradation of Pay, since no other Postal trade union will raise voice for us.
9. If status quo is maintained even after repeated requests and interviews at suitable level, it will be better to submit mass declination letters to our supreme authority to wind up this victimized cadre.
10. Our All India Association ( AIAPC) is requested to take necessary steps on war footing basis to over come these injustice at appropriate level ( Parliamentary Committee etc.)
11.Otherwise there is no other way for our Association, except to struggle and fight legally to get the Identical scale of Pay for PM Grade I with an IP.

First of all AIAPC-TN is sincerely thanking you since you are one among the sincere follower of the AIAPC and you attended almost all the meetings of AIAPC-TN. We could accept your entire dissatisfaction and to clarify your paras is one of the primary duty of us. Your para wise reply is as follows...
Para 1 reply: We are the only cadre, recognized by the 7th CPC, when all the other cadre requests are simply rejected by the 7th CPC. Because of our personal visit to 7th CPC office and due memorandum submitted, the only demand accepted by the 7th CPC is to give 100% Sr.PM posts to us when compared with other demands. There is nothing was attained for P3 cadre and Postal Assistants/Sorting Assistants and they are just fixed with Dataentry operator pay scale when PA/SAs are doing multi level of works than D.E operator. Even IP cadre is not considered by 7th CPC, and 7th CPC was forced to fix IPs at Grady Pay Rs4600 because of only the court case judgement.
Para 2 reply : Clarification 1 : If we claimed administrative PS Group B cadre LDCE exams at par with IPs then IP/ASP shall also claim operative Grade III/Sr.PM posts etc., AIAPC will press the department to give all the 116 operative Sr. PM posts only to the Postmaster cadre officials while constitute the revised Sr.PM posts recruitment rules as per the recommendations of 7th CPC. Then only pyramidal structure may kindly be some what maintained while promotions for postmaster cadre.
Clarification 2: Administrative cadres may kindly be dealt with Administrative officials, and operative cadre posts upto Presidency Postmaster should be dealt by Postmaster cadre officials. That is our Primary MOTO of AIAPC. Hope members can accept the fact of the above.
Para 3 reply : Before 2 decades is just a history. 6th and 7th CPC are also not willing to look back the history and past scenario. IPs are attained this position after 10 years departmental struggle and 6 years legal struggle to place them at Par with Central Excise IP cadre. They achieved this only because of continuous legal battles.
Para 4 reply: Yes it is a very vital and valid point too. Both yard sticks are almost the same and by put forth your vital point only we are also going to adapt the channels utilized by the counterparts of us. But AIAPC surely assure one thing that our unity and continuous struggles wont take that much time of 16 years.
Para 5 reply: Those are recommendations, only we have to wait till the implementation to clarity the numerous anomalies raised in between us.

Para 7 reply : We are in very premature stage to decide further for reversion request to general line LSG gradation since those are recommendations only and if it is implemented as it is, then we all the people shall gather under the banner of AIAPC and shall decide about our next course of action please.

opportunity to compete in sr. postmaster examination vide it will
leads to meritorious candidates will occupy the posts of sr.
postmaster irrespective of age of postmasters.
2.postmaster grade1 , grade2, grade 3 , all postmasters may be given
opportunity to compete in PSS Group B examination vide it will leads
to meritorious candidates will occupy the posts of group B cadre and
will develop competion.
3. grade pay of postmaster cadre may be revised suitablly as followes...
for postmaster grade 1....4200 GP, for grade ii......4600 GP, for
postmaster grade iii 4800 and for sr. postmaster GP equal to PS Group
cadre frrom time to time.
4. postmaster grade 1 cadre may be given non gazetted group B status.
5.postmaster grade ii cadre may be given gazetted group B status.
6. non interest bearing advances may be continued and ceiling may be increased.
7. interest bearing advances may also be continued with increase in ceiling.
8. health insurance scheme may be introduced.
9. earned leave encashment facility may be given once in a year.
10. casual leave ceiling may be enhanced to 15 per year.
11 CGIS subsciption may be continued as it is earlier as nobody is
willing for the excess recovery of CGIS subscription.
12. recovery of Rs 1500 as CGIS subscription is burden to every one
and it may be dropped without any change.
13. new pension system may be dropped and old system may be re-introduced.
14.in postmaster cadre , condition of 6 years, 5 years, 2 years
minimum service to get grade ii, grade iii and sr postmaster
consecutively may be cancelled vide it leads frequent officiating
arrangement unnecessarily even though eligible candidates available.
15. all postmaster cadres should be recognised as executive posts.
