(c) the reasons for the delay in report by the said Committee even after elapsing of more than four months;
(d) whether the Committee on Allowances has finalized its report;
(e) if so, the details thereof along with the salient recommendations thereof; and
(f) if not, the reasons therefor?

Pay Hike
The 7th Central Pay Commission in its Report contained in Para 5.1.46 titled 'Withholding Annual Increments of Non-performers after 20 Years' has inter-alia recommended for withholding of annual increments in the case of those employees who are not able to meet the benchmark either for Modified Assured Career Progression (MACP) or a regular promotion within the first 20 years of their service. The Government of India vide Resolution No.1-2/2016-IC dated 25.7.2016 has accepted this recommendation.

10 developments after Rs.500/1000 demonetisation
Here’s a round-up of all the important developments
Ten days after demonetisation of Rs. 500 and Rs. 1,000 notes was announced by Prime Minister Narendra Modi, there seems to be little respite for those thronging ATMs and banks to withdraw or exchange what is now illegal tender.
Here’s a round-up of all the important developments:
1. On November 19, banks served only their respective customers and did not exchange old notes from customers of other banks. However, the restriction was not applicable to senior citizens.
2. The Supreme Court on Friday warned that there “may be riots” and refused the government’s plea to stay cases filed against demonetisation in High Courts and lower courts across the country, saying “how can we shut our doors to people when there is a problem of such magnitude.”
3. The exchange limit has been reduced to Rs. 2,000 to ease some pressure on cash demand. Families can withdraw up to Rs. 2,50,000 for weddings.
4. The withdrawal limit from ATMs has been increased from Rs. 2,000 to Rs. 2,500, but this will apply only to the recalibrated ATMs.
5. Several measures were announced to ease the burden on farmers. To ensure sowing in the Rabi season, the government has allowed farmers to withdraw Rs. 25,000 a week against crop loan/kisan credit card. Traders in agricultural mandis will be permitted to draw Rs. 50,000 in cash per week to pay for sundry expenses like wages. While the time limit for payment of crop loan insurance premium has been extended by 15 days, government employees up to Group C have been given an option to draw salary advance in cash.
6. To stop repeat money exchange with invalid currency notes, banks have started applying indelible ink mark on the right index finger of customers in select metro cities.
7. Following the move, the Election Commission asked the Central government to continue its use of indelible ink at banks, but in keeping with the EC’s directions.
8. The exemption deadline for all those services allowed to accept the old Rs. 500 and Rs. 1000 notes was extended to November 24 midnight. These services include petrol pumps, pharmacies, and utility services amongst others.
9. Parliament saw repeated disruptions over the issue. Both Houses ended up being adjourned on the second day of the winter session after Congress leader Ghulam Nabi Azad’s remarks comparing deaths in this period to those in the Uri attacks. MoS for Parliamentary Affairs Mukhtar Abbas Naqvi demanded an apology from Mr. Azad, stalling business further.
10. Cash seizures from across the country have increased since the demonetisation announcement.

Vide above reference, post offices are directed to accept the withdrawn
old 500/1000 notes to curb out the black money and fake currencies.
Every
day in average Rs.35lakhs/50 lakhs/75 lakhs currencies are being received at
LSG/HSG-II/HSG-I offices respectively. While accepting those currencies there
is no fake note detector machine in almost all the offices, resulting officials
are suffering like anything. Many of the
post offices are reported by the Head post offices and banks as fake note
received offices only after received the remittances by the head offices and
banks. As a result unable to recover the amount from the public after working
hours and officials are bonded to pay those amounts.

Subject:- Rate of Dearness Allowance applicable w.e.f. 1.7.-2016 to employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/grade pay as per 6th Central Pay Commission
Consequent upon acceptance of the recommendations of the Seventh Central Pay Commission by the Government, this Department vide O.M.No. 1/2/2016-E.II(B) dated 4th November, 2016 had. issued orders on rate of Dearness Allowance (DA) payable to Central Government employees based on the revised pay structure that came into effect from 01.01.2016.
2. The above rate, however, is not applicable to- those Central Government employees who had exercised an option to continue in the pre-revised scales of pay based on 6th CPC’s recommendations or to those whose pay and allowances had not been revised, for different reasons.

out come of the meeting on on Allowances held yesterday
Yesterday's allowance meeting was called for to appraise by the staff side about the proposals prepared by the department . The official side was of the view to proposing abolition of some of the allowance so that most required allowances could be got approved from 7th CPC Implementation Cell. In regard to OTA, there was some confusion from the Official Side that OTA was abolished by 5th, 6th and the 7th Pay Commission. But it was informed by the staff side that operative cadres are exempted from the purview of abolition by the previous pay commissions.

Judgement by Supreme court for payment of “EQUAL PAY FOR EQUAL WORK” to Daily/Casual/ Adhoc employees
The Hon’ble Supreme Court in its Historical 102 pages Judgment in Civil Appeal No. 2013 of 2013 dated 26.10.2016 has directed that Temporary Employees, Adhoc Appointees, employees appointed on Casual basis, contractual employees and the like, if the concerned employees are rendering similar duties and responsibilities as were being discharged by regular employees holding the same/corresponding posts are entitled “for equal pay for equal work” such employees are entitled for draw wages at the minimum of the pay scale extended to regular employees holding the same posts.

Directorate itself is asked the suggestion from us to modify the PSS Group B recruitment rules and the suggestion to conduct the PSS Group B exams by open competition from 5 years completed LSG/PM Grade/IP candidates. (That will be under consideration for the Financial year 2017-2018 only. But for Previous Financial Years upto 2016-2017, existing recruitment rules only can be adopted. For the aggrieved Postmaster cadre officials completed 5 years LSG/PM Cadre service, this association will do the needy to appear for the previous year quota too)
Tamilnadu Circle level :
1. AIAPS have got the authenticated reply about PM Cadre one time relaxation promotion from circle office by put forth the Four Monthly meeting formal meeting dated 30.08.2016
2. On 26.09.2016 Tamilnadu Circle level Cadre restructure proposal was submitted to object the glaring anomaly of "two pay for one work".
3. "Censure and completed punishments are barring the promotion" Subject was discussed with AD-Admin and affected officials lists with details are wanting to resolve the above important issue of Tamilnadu Circle.
4. Because of the 26.09.2016 formal meeting PM Grade 2 regular promotion order was issued on the same date i.e., 26.09.2016
5. Induction training proceedings are escalated to the left out 37 Postmaster cadre officials.
6. PM Cadre Gradation list, Confirmation order request letters are also given to the circle administration and the same is in active consideration.

Railway Unions demand 3% DA hike
New Delhi: Expressing “dissatisfaction” over over the announcement of 2 per cent increase in dearness allowance by the government, railway unions have demanded it be raised to 3 per cent.
We have expressed dissatisfaction over the announcement of a meagre 2 per cent rise in DA by the Central government from July 1, 2016, National Federation of Indian Railwaymen M Raghavaiah said.
Ahead of Diwali, the Centre has announced 2 per cent dearness allowance for Central government employees effective from July.
Post offices to go paperless in six months
ONGOLE, October 29, 2016 : In a customer-centric initiative, India Post will go paperless shortly implementing Core System Integrator (CSI) Project across different channels, levels and locations, according to its Vijayawada Region Postal Services Director E. Veerabhadra Rao.
Addressing the media here on Friday night, he said, “A pilot project is being implemented in Machilipatnam in this region to lay down a robust IT infrastructure, implement software applications. All services of the Postal Department will go online in six months time.” Customer Interaction Channels would provide services through call centre, web portal and mobile devices.
Call drops: Telecom minister to meet CEOs on Nov 1
New Delhi, Oct 28 (PTI) Telecom Minister Manoj Sinha will meet CEOs of telecom companies on November 1 to review the call drop issue and chalk out a road map for future.
"The minister will meet CEOs on call drop issue...we have held one meeting already and this (upcoming) meeting will be for stocktaking and road map for the future," Telecom Secretary JS Deepak said.
He said that according to TRAI, there has been an improvement in the call drop situation.
Earlier this year, telcos had submitted a 100 day action plan on strategy to address call drop issue. They had committed to set up 60,000 base stations as part of this action plan.

AIAPS-G.S had attended the allowance meeting along with other union leaders at directorate on 19.10.2016
Meeting on Allowances held with Unions/Associations on 19/10/2016 : brief note thereon
A meeting on allowances was held on 19.10.2016 at G.P. Roy Committee Room, Dak Bhawan, New Delhi under the Chairmanship of Shri B.V. Sudhakar, Secretary (Posts). Shri A.K. D
ash, Member (P), Shri S.K. Dashora, DDG (Estt) and Director (Estt) were present.
Shri Manoj Bhartwaj General Secretay, had attended the meeting and pressed to retain all the hard earned allowances with the following very essential allowances
1. Care taker Allowance (10% in Basic Pay + DA)
2. Over time Allowance
3. Saturday Duty Compensation
4. No Quarters allowance
A detailed Memorandum was given by the AIAPS General Secretary. AIAPS is the only association went with detailed memorandum to retain all the hard earned allowances.

Position of Tamilnadu regarding the legal battle to appear in PSS Group B exams
Dear Postmasters,
We are receiving various queries from our members regarding the position of Tamilnadu for appearing in the PSS Group B exams. We are bounded to clarify the following things for the members.
1. During 2011 itself CAT case was filed by the Tamilnadu Postmasters at Chennai CAT for appearing in PSS Group B exams and that was won by the Postmasters during 2012.
2. During 2013, Department is appealed in Chennai high court and that was won by the department during 2015.
3. During 2016, set of Tamilnadu Postmasters are filed the SLP petition at Supreme court and that is yet to be numbered.
4. Once getting the SLP number at Supreme Court, Tamilnadu Postmasters will fight back with proper legal way to get the legitimate rights at Supreme court where as some circles are already filed the CAT to appear in PSS Group B exams.
5. AIAPS team is in full swing to file the case at various CATs to the fair conduction of PSS Group B exam with equal opportunities among all of our beloved colleagues like IPs, LSG officials and as well as Postmasters.
