Withdrawal of Legal Tender from SBNs: RBI cautions against Information received on Unsecured/Unofficial Channels
In the wake of withdrawal of legal tender character from the Specified Bank Notes (SBNs), the Reserve Bank of India has, from time to time, been issuing instructions to the banks which are sent directly to banks through an official mail. These are also placed on the Reserve Bank’s official website (https://www.rbi.org.in).
It has been reported that certain guidelines/instructions purported to be issued by the Reserve Bank are being circulated in the social media by some unscrupulous elements creating confusion in the minds of the public/bank personnel.
Indian Postal Service officer under scanner for fraudulent transactions
HYDERABAD: Indian Postal Service (IPoS) officer K Sudheer Babu reportedly made fraudulent cash exchange transactions at different post offices in Greater Hyderabad, according to investigators, in fresh revelations following raids at post offices.
On interrogating Babu, the senior superintendent of post offices, Hyderabad, CBI sleuths found that in addition to exchanging 36 lakh demonetised currency in a fraudulent manner at Himayatnagar sub-post office, in cahoots with his office assistant G Ravi Teja and Himayatnagar sub-postmaster G Revathi, the IPoS officer had also exchanged lakhs of rupees of demonetised currency at other post offices in his jurisdiction.

Dear Postmasters,
Because of the learned counsel's defects, supreme court case was dismissed against the plea of Postmaster Grade officials to allow them in PSS Group B exams.
How ever petitioners will represent the case again, with another counsel soon.
Case history:
Hon'ble Madras CAT had given the verdicts favorable to the Postmaster Grade Officials to allow them to appear in PSS Group B during 2012
Hon'ble Madras High Court had given the verdicts favorable to the Department in the appeal suit during 2014.
The Case was again appealed to the Supreme court during the period of 2015, and that was not properly put forth to the supreme court by the learned counsel.

REGISTER SHOULD BE MAINTAINED FOR THE LEGAL TENDER NOTES DEPOSITS - RBI GUIDELINES
Respected Sir/Madam,
The following are the procedure to be followed:-
Please find attached the RBI Notification regarding relaxation in the limit of withdrawal of cash from bank deposit accounts. The instructions of RBI stipulates that withdrawals may be allowed for deposits made in current legal tender notes on or after 29.11.2016 beyond the current limits preferably, available higher denomination bank notes of Rs. 2000/- and 500/- are to be issued for such withdrawals.
This instructions of RBI is applicable only for those depositors who deposits valid legal tender notes and seeking withdrawal, for whom the current limit of (Rs. 24000/-) is relaxed.
The following are the procedure to be followed:-
1.The withdrawal exceeding the current limits may be allowed only in the home SOL of the account holder.
2.The Finacle application should validate the withdrawals exceeding the limit for those depositors who deposit the current legal tender notes on or after 29.11.2016. For this purpose a Patch needs to be deployed.
3.The counter PA should maintain a separate register for entering details of such deposit transactions.
The proforma of the register is as follows:-

4. The depositors who are depositing current legal tender notes on or after 29.11.2016 should write the denomination of currency notes on the pay in slip.
5. After acceptance of deposit by post office, the concerned PA should acknowledge the tendering of currency notes on the back side of the counterfoil of the pay in slip and write the Sl. No. of the entry in above mentioned register.
6. While allowing withdrawal the Counter PA should consult the prescribed Register and make necessary entries for the cash withdrawal from the respective account.
7. Counter PA should maintain the details of cash received and remitted to Treasurer separately for WOS Notes and Current Legal Notes.
CEPT team/FSI vendor is requested to put in place necessary validation by deploying a Patch in Finacle application. Further detail will be intimated in due course.
In the meanwhile, necessary instructions may be issued to all concerned.

Cabinet moves in to tax post demonetisation deposits.
The Union Cabinet on Thursday night is believed to have discussed amending laws to levy close to 60 per cent income tax on unaccounted deposits in banks above a threshold post demonetisation of high-denomination currency notes.
The move comes amid banks reporting over Rs. 21,000 crore being deposited in zero-balance Jan Dhan accounts in two weeks after the Rs. 500 and Rs. 1,000 notes were banned, which authorities apprehend may be the laundered black money.
There was no official briefing on what transpired in the meeting that was called at short notice as Parliament is in session. Traditionally, there could no disclosures outside on any policy decision taken during the sitting of Parliament.

Minimum Balance in Savings Accounts
Reserve Bank of India (RBI) vide its circular dated August 10, 2012 on Financial Inclusion – Access to Banking Services – Basic Saving Bank Deposit Account, advised all Scheduled Commercial Banks to offer a ‘Basic Savings Bank Deposit Account’ which shall not have the requirement of any minimum balance. In terms of aforesaid circular, banks have been advised to offer Facility of ATM card or ATM-cum-Debit Card to all BSBD account holders without any charges.
7th Pay Commission: Enhanced allowances with arrears to be paid in January
New Delhi: The government is going to pay of enhanced allowances to its 4.8 million central government employees according to 7th Pay Commission recommendations in January along with five months arrears, when situation will return to normalcy after cash crunch period.
The payments will be made after cabinet nod following the the committee on allowances report, the finance ministry source said.

A total number of 64,275* declarants have made declaration of undisclosed income of Rs.65,250* crore under the Income Declaration Scheme, 2016. (*Provisional). Under the Income Declaration Scheme, 2016 the amount of tax, surcharge and penalty is payable in three instalments. The notified date for payment of first instalment is 30th November, 2016. Hence, the quantum of tax collected as part of the Scheme cannot be quantified at this stage.
Government has taken several measures, by way of policy initiatives and enforcement action, to curb black money. Such measures include –

The 7th Central Pay Commission in its Report contained in Para 5.1.46 titled 'Withholding Annual Increments of Non-performers after 20 Years' has inter-alia recommended for withholding of annual increments in the case of those employees who are not able to meet the benchmark either for Modified Assured Career Progression (MACP) or a regular promotion within the first 20 years of their service. The Government of India vide Resolution No.1-2/2016-IC dated 25.7.2016 has accepted this recommendation.

10 developments after Rs.500/1000 demonetisation
Here’s a round-up of all the important developments
Ten days after demonetisation of Rs. 500 and Rs. 1,000 notes was announced by Prime Minister Narendra Modi, there seems to be little respite for those thronging ATMs and banks to withdraw or exchange what is now illegal tender.
Here’s a round-up of all the important developments:
1. On November 19, banks served only their respective customers and did not exchange old notes from customers of other banks. However, the restriction was not applicable to senior citizens.
2. The Supreme Court on Friday warned that there “may be riots” and refused the government’s plea to stay cases filed against demonetisation in High Courts and lower courts across the country, saying “how can we shut our doors to people when there is a problem of such magnitude.”
3. The exchange limit has been reduced to Rs. 2,000 to ease some pressure on cash demand. Families can withdraw up to Rs. 2,50,000 for weddings.
4. The withdrawal limit from ATMs has been increased from Rs. 2,000 to Rs. 2,500, but this will apply only to the recalibrated ATMs.
5. Several measures were announced to ease the burden on farmers. To ensure sowing in the Rabi season, the government has allowed farmers to withdraw Rs. 25,000 a week against crop loan/kisan credit card. Traders in agricultural mandis will be permitted to draw Rs. 50,000 in cash per week to pay for sundry expenses like wages. While the time limit for payment of crop loan insurance premium has been extended by 15 days, government employees up to Group C have been given an option to draw salary advance in cash.
6. To stop repeat money exchange with invalid currency notes, banks have started applying indelible ink mark on the right index finger of customers in select metro cities.
7. Following the move, the Election Commission asked the Central government to continue its use of indelible ink at banks, but in keeping with the EC’s directions.
8. The exemption deadline for all those services allowed to accept the old Rs. 500 and Rs. 1000 notes was extended to November 24 midnight. These services include petrol pumps, pharmacies, and utility services amongst others.
9. Parliament saw repeated disruptions over the issue. Both Houses ended up being adjourned on the second day of the winter session after Congress leader Ghulam Nabi Azad’s remarks comparing deaths in this period to those in the Uri attacks. MoS for Parliamentary Affairs Mukhtar Abbas Naqvi demanded an apology from Mr. Azad, stalling business further.
10. Cash seizures from across the country have increased since the demonetisation announcement.

Already suggestion was given vide PMOPG/E/2016/046598 What is ACDC? ADHAR cum DEBIT card procedure has to be followed instead of present currencies.

Vide above reference, post offices are directed to accept the withdrawn
old 500/1000 notes to curb out the black money and fake currencies.
Every
day in average Rs.35lakhs/50 lakhs/75 lakhs currencies are being received at
LSG/HSG-II/HSG-I offices respectively. While accepting those currencies there
is no fake note detector machine in almost all the offices, resulting officials
are suffering like anything. Many of the
post offices are reported by the Head post offices and banks as fake note
received offices only after received the remittances by the head offices and
banks. As a result unable to recover the amount from the public after working
hours and officials are bonded to pay those amounts.

Subject:- Rate of Dearness Allowance applicable w.e.f. 1.7.-2016 to employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/grade pay as per 6th Central Pay Commission
Consequent upon acceptance of the recommendations of the Seventh Central Pay Commission by the Government, this Department vide O.M.No. 1/2/2016-E.II(B) dated 4th November, 2016 had. issued orders on rate of Dearness Allowance (DA) payable to Central Government employees based on the revised pay structure that came into effect from 01.01.2016.
2. The above rate, however, is not applicable to- those Central Government employees who had exercised an option to continue in the pre-revised scales of pay based on 6th CPC’s recommendations or to those whose pay and allowances had not been revised, for different reasons.
