AIAPS had submitted suggestions/comments to the directorate to ease the transfer procedures to PA/SA/PM CADRE/LSG CADRE and as well as IP cadre

        Department had required to know about our Supervisor Association suggestions and comments regarding the amendments in the transfer policy. The following letter is submitted to the directorate to ease the transfer procedures.

           Directorate proposed transfer policy letter is also submitted at the end of our association letter.

        1. Kindly refer the above directorate reference, this association was required to provide suggestions/comments for the existing transfer policy of our department circulated vide directorate No. 141-141/2013-SPB-II dated at Dak Bhawan the 31st January 2014.

        2. It is very glad to see such initiatives from our department to relax the transfer policy guidelines and as well as seeking the service association suggestions also before making such amendments in the above said transfer policy.

3. For that this association would like to suggest the following amendments for the peaceful career of our prestigious department’s officials.

PA to SBCO/RMS transfers vice versa may also kindly be allowed after attending such SBCO/RMS trainings at PTC at transferring official’s own cost and after 5 years’ service in parental cadre.

Mandating minimum service/probation period completion for applying one way/mutual transfers
Directorate considered to remove such provision to apply transfers without any prescribed service/probationary period.
This association hearty welcome and   appreciate department’s such consideration. Officials may kindly be allowed to apply for transfer without such service/probationary period and after such transfers, those officials probationary period may kindly be completed at any division as per their APARs.

2.I.(viii)
Mandating the directorate’s approval for inter-circle transfers
Directorate considered to amend such provision to approve inter-circle transfers by concerned CPMGs itself.
This association hearty welcome and   appreciate department’s such suggestion. It may speed-up the inter-circle transfer requests.

Mandatory of maintaining the manual register to record such transfer requests.

This association came to know that because of manual registers, many senior officials are not communicated regarding their transfer request seniority and sometimes, to favor some officials, junior transfer requests were considered early by bypassing the seniority. So this association firmly requests to publish/update the transfer request seniority list every month in concerned circle office website after consolidating divisional/regional wise transfer requests.  In CSI online module, one link may kindly be added to convey official’s mutual transfer willing places and to following one way transfer seniority too.

Transfers can be allowed only twice during his entire service
Directorate considered to deletion of such provision to allow the transfer requests without any limitations.

This association request to extend all such above directorate’s considerations / amendments along with this service association requests to the Inspector cadre officials also for their peaceful service in their IP/ASP career.

Circle cadreslike LSG/PM cadre line transfer requests must be finalized and conveyed to the regional PMGs by 15th of March every year to consider such transfer request during next F.Y rotational transfer

Such circle cadres like PM cadre/LSG officers, transfer requests are not considered at many circles during the next F.Y rotational transfers.
So this association request to publish such transfers also circle office-official website and circles may kindly be instructed to to effect such LSG/PM cadre official’s transfer requests during the next F.Y rotational transfers without fail.

Posting/ Transfer of women employees
Nil
In addition to amenities, as per the spouse working station, women employees transfer requests may kindly be considered on priority basis.

        4. All other entries are hold good in the existing transfer policy.

5. This association once again request to publish the Rule 38 one way - transfer seniority in the concerned circle office - official website. For Rule 38 - Mutual transfer, willing places of various employees may kindly be recorded in an official public domain to know by other officials. Both make the transfer process ease and transparency. Circle cadres like Postmaster cadre/LSG line officer’s transfer requests may kindly be considered during the next R.T as per the existing provisions without fail.

        6. Physically challenged persons and as well as Spouse category (irrespective of the same department) transfer requests may kindly be considered on priority basis and sympathetically to the welfare of the family and children.

        7. This association once again congratulating such consideration of the directorate to remove some barriers during transfer requests and in addition to such consideration this association suggestions may also kindly be incorporated with the new transfer policy of our esteemed department.

        A kind reference is invited to the above reference (attached with this letter for quick reference) and vide above reference 1 of postal directorate, Postmaster Grade I exam (centralized exam category) was scheduled on 19.07.2015 and unfortunately that exam was not conducted by the Postal directorate and some other centralized exams are conducted.

        Vide above reference 2 of the Postal Directorate, it was mentioned that all the schedule for centralized LDC exams would be issued after the engagement of the new agency. That time too some other centralized category LDC exams were conducted except Postmaster cadre.

        Now Vide reference 3 of the Postal directorate once again mentioned that PM Grade I LDC exams for the backlog years 2015, 2016, 2017 would be conducted after the engagement of new outsourced agency.

        A kind invitation is requested to refer the above references and vide reference 1 of the Postal directorate it was mentioned that the cadre of Sr. Postmaster along with Postmaster Grade III, II, I was proposed to be created as a separate cadre by carving out existing postal services group B cadre along with HSG-II, HSG-I and LSG cadre. The PS Group B cadre has not undergone any changes so far and the strength of this cadre still continues to be 866. The carving out will be finalized only once the Recruitment rules of the PS Group ‘B’ cadre are revised and notified.

        But it was really a heart breaking reply from the directorate that after the prolonged 6 years from the senior Postmaster posts recruitment rules creation, now Senior Post master posts filling up is linked with the PS Group ‘B’ recruitment rules amendment pending.

        If so be the case of PS Group B recruitment rules amendment process, how could Postal Directorate be conducted the PS Group ‘B’ LDC exams every year upto 2016 without finalizing the PS group B recruitment rulesbut for the already finalized the Sr. Postmaster cadre recruitment rules, Sr. Postmaster posts filling up was not initiated by linked with PS Group ‘B’ recruitment rules pending amendment.

A kind reference is invited to the above references for the above mentioned subject, from the creation of Postmaster cadre, nothing was given to boost the Promising Postmaster cadre officers and they are left with empty hands till now. Fortunately honorable justice Shri.A.K.Mathur Chairman of the 7th CPC honored one of the genuine demands of the Postmaster cadre and recommended to permit the Postmaster Grade II/III officials to appear in the Senior Postmaster LDC exam 75% quota. But Even after the lapses of one and half years from the 7th CPC report, Senior Postmaster Cadre recruitment rules are yet to be amended as per the recommendations of the honorable 7th CPC chairman. Because of that this association is receiving so many grievances from our staff side and to redress the same this association would like to bring the following few facts for your benign consideration and earliest amendment of recruitment rules please.

AIAPS - Tamilnadu Circle working committee resolutions

Dear Supervisors,

          AIAPS circle working committee was held at Chennai, divisional secretaries, circle office bearers, members and special invitees were attended the meeting from all over the circle. Special invitees were also cordially invited and graced that occasion. 

The following resolutions were passed in the CWC meeting.

1. 4200/4600/4800 Pay upgradation to PM 1/2/3 w.e.f 01.01.2016 from anomaly committee.
2. Immediate implementation of Postmaster Cadre restructure by enhancing the posts and upgrading the posts in the light of the same with Group C cadre restructure.
3. Officiating chances to all PM 2/3 posts from PM 1/2 officials instead of manning by senior PAs.
4. Immediate revision of FSC as per the office requirements.
5. Enhancement of financial powers to. LSG,HSG II, HSG I/PM 1,2,3 line viz 500,1000,1500.
6. Immediate passbook printer supply to all the offices having out dated 2005/2006 year PB printers.
7. Priodic condemnation of peripherals for weeding out to the effective implementation of Swachh Bharath.
8. Should stop the Negative interpretation of PM cadre recruitment rules. Allowing the PM cadre for PSS group B exams.
9. Immediate conducting of exams to PM 1 posts for the years 2015,2016,2017
10. While Group C cadre restructure, LSG posts should be accommodated within their divisions. Service conditions should be relaxed as one time measure.
11. Enrolling each and every supervisors under AIAPS. Unity sounds a lot.
12. All India PM seniority should be as per the feeder cadre merit list.
13. Immediate amendment of PSS Group B recruitment rules by allowing the PM cadre completed 5 years service.
14. Immediate conduction of DPC to the due MACP officials.
15. Dequaterization of post attached quarters if quarters are not in occupying condition.
16. Fair conduction of LDC and direct recruitment exams.

Bunching effect to Postmaster Grade I - FAQ

Query 1: During 31st Dec 2015, Postmaster Grade I and their PA batch mate might be in different grade pays viz., Rs.2800 and Rs.2400 respectively. Could bunching effect can be considered only if both government servants are in the same pay scale?

Reply : vide department of expenditure OM order no 1-6/2016-IC dated at New Delhi the 7th September 2016 Para 1, it was mentioned that where in revision of pay, the pay of Government servants drawing pay at two or more stages in pre-revised pay band and Grade pay or scale as the case may be, get fixed at same cell in the applicable Level in the new Pay matrix one additional increment shall be given for every two stages of bunched

As per the above para two government servants may be in any grade pay or scale, if senior had 3% basic pay difference than junior, then he is entitled to get bunching effect.

Query 2:Should Postmaster Grade I officials compare their pay with their PA batch match only?

7th Pay Commission: Can Narendra Modi government gift you higher allowances from April?

All hope may not be lost for Central government employees who were expecting the government to make an announcement on higher allowances under the Seventh Pay Commission after the election season.
According to some media reports, the Committee on Allowances headed by Finance Secretary Ashok Lavasa may submit its report before the end of this month, giving a glimmer of hope to employees who can expect to get revised allowances from April.

The Committee on Allowances missed its earlier February 22 deadline for submitting its review report on the recommendations by the Seventh Pay Commission on allowances. 

HERE IS ALL YOU NEED TO KNOW ABOUT COMMITTEE ON ALLOWANCES:
Replying to a question on Seventh Pay Commission in Lok Sabha on March 10, Minister of State for Finance Arjun Ram Meghwal had said the committee on higher allowances was yet to submit its report. The minister, however, added that deliberations with the committee were in the final stage.

Article - Will Postmaster Grade officers get the bunching effect???

Dear Postmasters,

   No one has touched this issue so this article is published to the awareness of the Postmaster cadre officials. This article may only be applicable to the PAs recruited during the years 2006, 2007, and then passed the Postmaster Grade I exam during any of the years 2011, 2012, 2013,2014. Those officials have got their financial benefits like one notional increment and grade pay difference Rs.400(Rs.2800-Rs.2400) by the virtue of the Postmaster Grade examination. It is not applicable to the officials already got the MACPs and then joined as Postmaster Grade I.

  Though Postmasters are 5 years senior in the Grade pay Rs.2800 pay scale service, after MACP 1 some junior PAs have got the same pay in the revised pay after 7th pay commission in the pay scale Rs.2800. In no way 5 years service of senior can be nullified and fixed with the same pay of 5 years junior in the Rs.2800 grade pay scale. 

  So Postmaster Grade I officers shall be eligible to get one or two bunching effects as per the Department of Expenditure OM no 1-6/2016-IC dated at New Delhi 7th September 2016. The above said OM insists the following that in cases where in a revision of pay, the pay of Government servants drawing pay at two or more stages in pre-revised pay Band and Grade Pay or scale, as the case may be, get fixed at same cell in the applicable level in the new Pay Matrix, one additional increment shall be given for every two stages bunched and the pay of Government servant drawing higher pay in the pre-revised structure shall be fixed at the next vertical cell in the applicable level"

  The officials as per the conditions laid in the above para, shall be eligible to get one or two bunching effects as per the Department of Expenditure OM no 1-6/2016-IC dated at New Delhi 7th September 2016. But only condition is when compared in pre-revised pay(before 7th CPC) senior should have 3% more pay then junior to get one bunching.

Postal dept sees 11% jump in revenue to Rs 13K Cr in FY 2016

The total revenue earned by Department of Posts (DoP) has grown over 11 per cent to about Rs 12,940 crore in 2015-16, Parliament was informed today.

DoP earned revenue of Rs 10,730.42 crore in 2013-14, which grew to Rs 11,635.98 crore in 2014-15 and further to Rs 12,939.79 crore in 2015-16, Communications Minister Manoj Sinha said in a written reply to Rajya Sabha.

AIAPS(GL) Enrollment Cell for the year 2017 to enrole members and to constitute office bearers at various circles

Kind attention to the Postal MACP 1/2/3, LSG, HSG-II/ HSG-I/PM Grade I/II/III officers,

        AIAPS(GL) is a recognised service association which is getting all the trade union facilities from the Postal Administration. AIAPS is not at all any political/religious/caste based union and running only based on staff welfare.

      In recent years, U.P, Gujrat, Chattisgarh, Udharkand, Maharastra, Telangana, Andhra, Tamilnadu, Kerala circles have formed their circle/Regional/Divisional bodies and getting all the formal meetings with Circle/Regional and as well as divisional level administration. 

    All the Postal and RMS side supervisors and officers can constitute a divisional/regional/circle level bodies by joining in our recognized AIAPS association. MACP 1/2/3, LSG, HSG-II, HSG-I officers of RMS side and postal side can join in our association. They can constitute a divisional/regional/circle level AIAPS bodies to get their legitimate rights by getting all the trade union facilities from the postal administration.

  Because of the  full swing function by the AIAPS, many of the circles are started to call the CHQ office bearers to join in our AIAPS union.

    To ease the procedures to constitute the divisional/regional/circle office bearers at various circles, enrollment cell have been formed to contact concerned authorized persons to join in our AIAPS association.

WHY POSTMASTERs ARE NOT GOING TO PARTICIPATE IN THIS STRIKE DATED 16.03.2017

Dear Postmasters and Supervisors,

       As we know, We are not in JCA and nobody consulted with us to be the part of the JCA. Proper respect and recognition is must towards all our Postmaster cadre members and as well as Supervisors.

      During September 2016 strike also JCA team were not consulted with us to form the JCA. But during the strike, local office bearers have requested to participate in that September strike after knowing the importance of the Postmasters and supervisors. Without the support of the postmasters and supervisors NO STRIKE CAN BE SUCCESSFUL.

Kind attention Chennai City Region PMs - Regional level AIAPS meet on 19.03.2017(sunday)!!!

   You are all well aware of our AIAPS union achievements and settled all the pending subjects of our cadre. AIAPS turned out as a fully functioning Union in Tamilnadu and getting all the due rights from divisional to circle level

    In this juncture to enroll the left out the PMs in 2016 campaign, two regional level meetings are planned at Chennai City Region and Western Regions.

    March 19th (Sunday) AIAPS chennai city regional level meeting will be held at triplicane post office at 0930hrs to enroll the left out PMs of CCR PMs in our AIAPS association.

    Office bearers will be elected on the same day for the divisions which are not already having divisional body at CCR.

   All Postmaster Grade officials, LSG line officials and MACP I/II/III line officials are cordially invited.

    This year 2017-18, along with LSG line officials, All the PM Grade officials may kindly be united in AIAPS to achieve many more success like 2016-17.

    Western regional level meeting will be held on 02.04.17 and venue will be announced shortly.
