DA Merger would have been more beneficial than Pay Commission
DA MERGER WOULD HAVE BEEN MORE BENEFICIAL THAN PAY COMMISSION
The 7th CPC submitted its report in November 2015. The Empowered Committee of Secretaries blocked it for 7 long months. Finally the cabinet approved the report without any modification, The Gazette Notification on the pay and allowances of employees was issued on 25-07-2016. The same minimum pay of Rs.18000/- The same multiplication factor of 2.57. Absolutely no change.
Let us now analyse what would have been the case, had 50% of Dearness Allowance / Dearness Relief been merged with pay / pension with effect from 01-11-2011. DA merger had taken place before implementation of 5th and 6th CPC Recommendations.

7th Pay Commission: Payment of arrears with current month salary; committee on allowances to meet this week
The first meeting of the Finance Secretary-led committee appointed to look into the allowances recommended by the 7th Pay Commission is scheduled this week while the payment of arrears will be paid to central government employees and pensioners in a single installment along with this month salary.
IANS has reported quoting Finance Secretary Ashok Lavasa that the committee on allowances will have its first meeting this week.

AIAPS(GL) write the letter to the CPMG regarding the pay fixation loss because of not implementing the directorate one time relaxation promotional order
Dear Postmaster Grade officials,
Because of not implementing the one time relaxation promotional order of the directorate, many promotion due Postmaster cadre officials are going to be severely affected while exercise the new pay under revised pay rules 2016.
Regarding that letter shall be submitted to the CPMG, Tamilnadu circle and scanned copy shall be published in this blog soon.

The above illustrative tables is only to
the Basic Pay loss, if proportionate
loss is calculated to the DA and HRA promotion due postmasters might have
affected with nearly Rs.5000 loss per month. Because of the severe loss,
this association is receiving so many objections from the staff side and
Postmaster cadre officials might have loss nearly Rs.5000 per month for lengthy
10 years till the next pay commission.
So this association is requesting the
hon’ble Chief Postmaster general to
promote the Postmaster Grade officials on war foot basis and once again fresh
option may kindly be asked to exercise the new pay rules 2016 after the above
said promotions since delay is occurred because of the administrative
procedures not because of the official side.

Railway ticket reservation - closing of advance booking counters
Salem Railway Division has decided to close seven advance train ticket reservation centres (Postal PRS) functioning in the post offices in four districts coming under the division.
A press release from the division on Wednesday said that these centres are located in post offices, but was falling below the minimum ticket booking norms of 25 tickets per day, fixed by the Railway Board. Hence, the railways has decided to close the centres functioning in post offices at Pallipalayam, Tiruchengode, Mallasamudram and Rasipuram (sorting) post office, all in Namakkal district, Aravakurichi post office in Karur district, Edappadi post office in Salem district and Uthangal (sorting) post office in Krishnagiri District. Hence, the release asked the public to take note of it and approach their nearest railway reservation offices or facilities for booking their train tickets in advance.

No annual increment for non-performing employees: Government
Non-performing Central government employees will not get annual increment if their performance is not upto the mark, the Centre has said.
The benchmark for performance appraisal for promotion and financial upgradation has been enhanced to "very good" from "good" level, the Finance Ministry said in an order notifying implementation of Seventh Central Pay Commission's recommendations.
Not appropriate to compare the 7th panel with previous ones
The government said it is "not appropriate" to compare the increase in minimum pay suggested by the 7th Central Pay Commission with that of the previous commissions.
According to the 7th Pay Commission, the real increase given in 1996 and 2006 in minimum pay was 31 per cent and 51 per cent. As compared to that, the commission recommended an increase of 14.29 per cent.

NEW DELHI, MONDAY, JULY 25, 2016/ SRAVANA 3, 1938.
HIGH LIGHTS
4.(1) The Pay Matrix, in replacement of the Pay Bands and Grade Pays as in force immediately prior to the notification of this Resolution, shall be as specified in Annexure I in respect of civilian employees.
(2) With regard to fixation of pay of the employee in the new Pay Matrix as on 1 day of January, 2016, the existing pay (Pay in Pay Band plus Grade Pay) in the pre-revised structure as on 31st day of December, 2015 shall be multiplied by a factor of 2.57. The figure so arrived at is to be located in the Level corresponding to employee’s Pay Band and Grade Pay or Pay Scale in the new Pay Matrix. If a Cell identical with the figure so arrived at is available in the appropriate Level, that Cell shall be the revised pay; otherwise the next higher cell in that Level shall be the revised pay of the employee.

7th Pay Commission latest news: Shri.Rajesh Kumar Chaturvedi to issue notification of salary hike within 7 days
More than 47 lakh Central Government employees and 53 lakh pensioners have been eagerly waiting for implementation of 7th Pay Commission.
New Delhi, July 23: The newly appointed IAS officer Rajesh Kumar Chaturvedi who was given an additional charge of chief of implementation cell of the 7th pay Commission is likely to issue a notification of salary hike within seven days. Chaturvedi who had earlier worked as a Central Board of Secondary Education (CBSE) chief has been working on the implementations of 7CPC recommendations which was approved by Narendra Modi government last month.

Chennai GPO may be first T.N. post bank: The Hindu
Chennai General Post Office (GPO) is likely to be first post bank in the State to be launched early next year. The Department of Posts is planning to set up ‘India Post Payment Banks’ (IPPB) using the postal network to provide banking services to people. Aimed at providing access to banking services to people particularly in rural areas, the IPPB will provide a range of services, including direct benefit transfers and facilitate various payments like old age pension and government subsidies. The vast network of post offices would be used to eventually even deliver the payment at the doorstep of customers. Officials of the postal department said such post banks would function as separate entity and function according to the guidelines of Reserve Bank of India. Mervin Alexander, postmaster General (Chennai city region), said, “Payment banks will deal with money remittances of all kinds to people. This could be useful to people particularly in rural areas who have limited access to banks. But, it will not provide loans. However, savings schemes and deposits will remain under post offices at this point of time.” Earlier, core banking network solutions and postal ATMs were started as part of an initiative to provide banking services at post offices. Net banking and mobile banking will be the next step towards reinventing the postal services according to the changing trend. The department has also announced a competition for logo design and tagline for the proposed IPPB. The tagline should not exceed eight words either in English or Hindi and the best entries will be awarded with a cash prize of Rs.25,000. The last date of submission is July 31.

BITTER FACTS ABOUT 7TH PAY COMMISSION !!!
After the Cabinet approval, the Finance Minister tweeted, “Congratulations to central government officers, employees & pensioners on a historic rise in their salary & allowances through the 7th Pay Commission.”
The Central Government Employees were dismayed by this tweet and wondered how it was described as historic rise. There are so many hidden facts in the cabinet approval for implementation of 7th Pay Commission recommendations.
What did the Empowered Committee of secretaries do in Sixth months and what did they recommend? There was nothing mentioned about the report of this committee submitted to Cabinet and Whether the cabinet considered the ECoS recommendations or not.
This is the first time in the Pay Commission History that Pay Commission recommendation are going to be implemented in staggered manner. Only Basic Pay alone will be revised. All other Allowances will be revised after four months.
After second Pay Commission, this is the lowest hike recommended in Pay Scale. Just 14.27%. 30% hike is expected invariably by all cg employees.
IndiaPost plans 50 payments bank branches by May
India Post expects to start the first 50 branches of its payments bank by May 2017, seeking to widen financial inclusion in the country.
As per the current plan, India Post Payments Bank (IPPB) - as it has been termed - will eventually have 650 branches across the country.
While the first set of branches will open by May, the remaining will start operations by September 2017, a top official of the Department of Posts said.
