IN MANY CIRCLES PM Association(AIAPC) TURNS AS POSTAL SUPERVISORS Association - 5 YEARS UNTOLD HISTORY !!!
DEAR POSTMASTERS,
We are responsible to explain the 5 years history of Path led in Postmaster cadre union and quitting the same and joining into Postal Supervisory association.
Origin of Postmaster Cadre Union
During the period of 2011, for the distinct cadre of Postmaster cadre, in Tamilnadu one meeting was organised in Madurai and unanimously decided to get a separate union for Postmaster cadre. That meeting was initiated by Shri.Ramasubramanian and Shri.K.Kalimuthu. Now it is effectively maintained by Shri.R.Rajendran as a circle co-ordinator of PM cadre.
In the same time at second vast circle Maharashtra also was initiated the same and set up a AIAPC during 2011.
AIAPC brought many issues to the directorate from 2011 to till now under various leadership and conquered some legitimate rights to postmaster cadre. We are still having concern on those. But present some achievements are brought by the hidden face and not by the leadership. We are always thankful to the person behind those.
AIAPC recognition proposal was submitted to the directorate during 2012 and the same was resubmitted again 2013 october.
Even after 3 years, no positive sign was shown from the directorate regarding the recognition and all the postmasters are directed from even the directorate to join into the postal supervisory association for separate redressal forum.
In this connection, because of undue delay, court case was filed at Jodhpur court of law during 2015 and after October 2015 there is not even single hearing was taken for our case in the past 7 months. The entire nation is totally fed up because of the stretched delay.
Why All India Association of Postmaster Cadre (AIAPC) adoption was dropped at Tamilnadu?

HISTORY IS GOING TO BE REWRITTEN AT TAMILNADU CIRCLE
Dear Postmasters of Tamilnadu Circle,
Because of the following reasons Postmasters of Tamilnadu Circle have been joined in the Postal Supervisors Association and started to function.
1. Divisional/Regional level threats faced by the Postmaster cadre officials by Rule 14/16 punishments for petty issues, RT clashes, withhelding promotions by circle level.
2. Delay in legal proceedings fo the AIAPC recognition at the Jodhpur court of Law.

REVIEWING INEFFICIENT OFFICIALS
Central Government has since long been reviewing officials on grounds of performance and efficiency. Fundamental Rules, All India Services Rules and other Service Rules provide for retirement in public interest. Review of performance is a continuous process. While reviewing, all Ministries/Departments take into consideration the parameters such as the entire service record and performance of the officers. Each Ministry/Department is required to prepare and maintain a list of officers of doubtful integrity.
Under Rule 56(j) of Fundamental Rules, review is done at the age of 50/55 years for Group A and B officials and at the age of 55 years for others. As per the provisions of All India Services (Death cum Retirement Benefit) Rules 16(3), interalia, review is done on completion of 15/25 years of qualifying service or on attaining the age of 50 years as the case may be. The provisions for review have been reiterated from time to time, more recently in September 2015 and in April 2016.
