Will the Minister of FINANCE be pleased to state:-
   (a) Whether Seventh Pay Commission for Central Government employees has been announced by the Government;
   (b) if so, the details thereof;
   (c) the time by which the said Commission is expected to submit its report along with the date from which it is likely to be implemented; and
   (d) whether representatives of defence forces have been included in this Commission; and
   (e) if so, the details thereof?
ANSWER
MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI NAMO NARAIN MEENA)
   (a) : Yes, Sir.

   (b) to (e): The Government has initiated the process to constitute the 7th Central Pay Commission along with finalization of its Terms of Reference, the composition and the possible timeframe for submission of its Report. The date of effect thereof will be known once the Report is available.

Bank wage talk fails, strike on 18th Dec to follow

It is learnt that a meeting with IBA regarding bipartite settlement failed on 14.12.13 in Mumbai. IBA made some initial offers (unconfirmed sources say that it was 5% increases on corpus) which was not felt satisfactory by the leaders. UFBU decided to go ahead with all India strike on 18.12.2013 as declared earlier.

Reconciliation meeting with labour commissioner is scheduled on 16th Dec.

IMPORTANT STAFF RULING REGARDING POSTING OF OA IN DIVISIONAL OFFICE

Dte's no-SPB/ 20-14/50 dated new delhi, the 31st March, 1950 communicated vide CO(WB) letter no- SFA /R-771 dated calcutta, the 10th April, 1950.

The director general has decided that only those clerks who have put in at least five years service as such and are suitable should be selected for working in Offices of Suptd of Post Offices and RMS. This condition of five years service limit may be relaxed only in the case of a time scale clerk who is to be employed as a typist in the Divisional Office.

Commissioning of WAN by M/S Sify under IT Modernization Project

RBI allows banks to pay interest more frequently

              Triggering a potential deposit war among banks, the Reserve Bank of India on Friday gave commercial banks the option of paying interest on savings and term deposits at intervals less than three months. The RBI move, announced in a notification, is expected to make banks woo depositors more aggressively with a little extra interest payment.

               Interest calculated with shorter periodicity will yield a little higher sum in absolute term for savings account and term deposit holders. Public deposits traditionally are the cheapest source of funds for lenders, which have been struggling to raise money from common people. Bank deposits grew 15.45% year-on-year to around Rs 74-lakh crore for the fortnight ended November 16.

                   RBI Governor Raghuram Rajan, however, had said he is not happy with the deposit growth. "The most recent numbers have FCNR-B (foreign currency non-resident—bank deposits) in it. I would like to see deposits growth, especially CASA (current and saving account)," he had said.

               Increasing the frequency of interest payment — mentioned in the central bank's second quarter monetary policy in October — may put margin pressure on banks. Lenders have already been facing strains on their interest rate margins as they are compelled to pay high rates to depositors, while the government has directed them to lower lending rates.

                "Monthly interest payment on deposits will raise costs marginally, but it will help banks to woo customers with a little extra payment without raising deposit rates," KR Kamath, chairman and managing director at Punjab National Bank, had said at the time of the credit policy.

                   Currently, banks calculate interest on a quarterly basis for deposits. Some of them do make monthly payment, but they pay a little less after discounting their losses for early payment. For example, if quarterly interest is Rs 300, they do not pay Rs 100 a month to depositors for three months. They pay a little less on monthly basis.

CEPT Released the Meghdoot7.0 Update 9 (ParcelNet)

ParcelNet release including Update-9 to Meghdoot 7.0


As per the orders of Directorate to have an end to end tracking facility for Parcel category items , a new software viz., ParcelNet has been developed. This ParcelNet application is used in Parcel Hubs/Express Parcel Hubs along with a new ParcelNet Communication Software. All the operations of Parcels in Post offices have been integrated with Meghdoot modules such as Point of Sale, Despatch and Postman modules. 

Further, Department is going to launch two new Parcel Services viz., Business Parcel and Express Parcel w.e.f. 02.12.2013. In these new Parcel products, BNPL and COD facilities have been allowed for registered Bulk customers. Therefore, the ParcelNet application at RMS level & all the related Meghdoot modules at Post Office level, have been modified to incorporate the booking/transmission/ delivery/payment of these new parcel products. The Standard Operating Procedure and Accounting Procedure for these two new parcel products, released by Directorate prescribe the operational and accounting flow 

Therefore, consequent on implementation of ParcelNet update, electronic flow of data and end to end tracking will be available in respect of the following parcel products:

a) Registered Parcels
b) Express Parcels (new service to be launched on 02.12.2013)
c) Business Parcels (new service to be launched on 02.12.2013)

CREATION OF POSTMASTER CADRE – AN IDEA TO BRING BACK THE GLORY OF INDIAPOST :

The services at Post offices offered have grown in the traditional areas of sale of stamps, booking of Money orders and registered letters as also in Savings Bank functions, especially where Post Offices disburse NREGA wages to beneficiaries. In many post offices these activities are carried out electronically, new services like e-payment, e-post etc is also offered. Further the Department has also entered into agreements with private players like Western Union for money transfers. In the area of mail, both express, parcel and traditional, the Department of Posts faces tremendous competition. It has to offer excellent services by way of continuous upgrades in quality and in the add on value of its mail products, like 100, national billing, same day delivery of corporate mail etc “to improve/upgrade the functioning of the Post Offices, meet the present day requirement of specialization in Postal office management in the wake of introduction of technology, challenges from market and to increase productivity that it has absolutely become essential and to ensure that key Post Offices are headed by professional managers.”

MINUTES OF MEETING WITH CPMG DATED 20.11.13


Dear Tamilnadu circle postmaster cadre friends,

                       Yesterday on 20.11.13 at 1600 hrs our Tamilnadu circle Honorable CPMG gave appointment to the All India Association of Postmaster Cadre (AIAPC) office bearers. The following Administrative/Official side members were attended the meeting

On behalf of AIAPC, The CPMG was honored with shawl and delicious sweet. The meeting was started with self-introduction and lasted up to 15 minutes and our honorable CPMG treated the AIAPC office bearers affectionately. CPMG enquired many things with much interest regarding the newly created Postmaster cadre and the newly created Association of Postmaster cadre association with smiling face.

At last, AIAPC letter and Memorandum is submitted to the honorable Chief PMG. She assured to do the needful at the earliest, mentioned in memorandum and particularly  assured to give informal Bi-monthly meetings with regional level administration for the betterment of Postmaster cadre officials to redress the ground level difficulties of Postmaster cadre officials.

        We are very much thankful for the appointment today. We on behalf of postmaster cadre officials of Tamilnadu circle wish to felicitate for your innovative method in multi-dimensional approach to promote the name of India post

        Also, in this awaited occasion, we wish to submit the following for your perusal and kind consideration sir.

        Postmaster cadre is the new cadre created by the Department of posts, two years ago with new Recruitment rules framed to man the modernized environment which the present Post and Parcel Market requires. The well trained Managers in prominent delivery, Banking, Insurance and other marketable product will boost the revenue and up lift the image of the India Post. This was the vision when the recruitment rules were framed for the Postmaster cadre. But due to unknown reasons the cadre and the cadre opted officials are orphaned by the Department.

        To Take up the day to day issues of the Postmaster cadre officials and highlight the issues related with their carrier progression, we meet in All india Level and to form a non-federated association at Central level. A team of selected adhoc body members from all India met Shri. V.P.Singh DDG(P) on 19.04.2013 at Directorate, New Delhi on appointment and discussed a a lot of issues with him along with a team of officers. As per their guidance, the issues and difficulties faced by the Postmasters should be addressed with the CPMG of concerned Circle on getting informal meeting until the letter of recognition will be issued to the All India association of Postmaster cadre.

        Fortunately, at the same time, we could have you as our Chief Postmaster General, who has worked in all levels of department of Posts. This has given moral strength to us.

        On this informal meeting, we on behalf of the Postmaster Cadre officials of Tamilnadu here by submitting a memorandum for kind perusal and consideration to issues orders.

MEMORANDUM

1.   It is requested that regional PMGs may be asked to permit the local Postmaster Cadre officials body to meet them at least bi-monthly/four monthly meeting to discuss the ground level problems of the Postmasters. Divisional administration may kindly ask the Postmaster Cadre officials to attend the OLIC meetings to discuss the divisional level matters and uphold the pride of DOP.

2.   It is requested to arrange to issue the confirmation order on completion of probationary period of two years by the Postmaster Grade I/II

3.   It is requested to convene DPC for the promotion to Grade III from Grade II eligible officials immediately to protect the financial loss and to open the promotional avenue.

4.   It is requested to issue orders of adhoc posting in Grade II offices from Grade I Postmasters as those identified offices are manned by Postal Assistants with financial benefit who are junior to the Postmasters who are qualified and approved by the tough competitive exams

5.   It is requested to provide good machinery, such as updated computer accessories, UPS Batteries, AMC activated Gensets for smooth functioning.

6.   It is requested to give training on the developments and future requirement of department at local/PTC/abroad to the Postmaster cadre officials to equip them updated

7.   It is requested that PMGs may be asked to consider all the transfer requests of postmaster cadre officials in humanity manner

MOBILE MONEY TRANSFER FACILITY LAUNCHED


Instant Money Order from today

The long wait for postmen to deliver money order is over, at least for customers in southern districts of Tamil Nadu. In a bid to keep pace with private players, the Department of Post is simplifying the money order delivery system, by introducing Mobile Money Transfer (MMT) in selected circles from Saturday.

The system which was successfully implemented in 15 other Indian states including Kerala, will be available at 95 post offices in the southern districts of Tamil Nadu from Saturday. Of these select post offices 32 are in Madurai division. The public who want to use MMT can approach any of the select post offices and fill up a form to avail the service.

They have to give the full address and phone number of the recipient apart from providing the amount to be sent. Within few minutes, the sender and recipient would receive a confirmation SMS with transaction ID from the DOP. Besides, the sender would receive a secret code which he has to communicate to the recipient.
