This patch is released to provide the following:

1. Provision for redirection of UID Articles invoiced to BOs.
2. Provision for closing of direct UID bag with RTS articles
(and Redirected articles to
Bangalore and Bangalore Catchment offices) from Sorting Hubs to
Bangalore GPO.
3. Updation of BNPL BaseRates for One India One Rate Scheme.
4. Provision of virtual scanning for Speed Post articles including
UID articles up to 25 days from the date of receipt of messages
from the central server.
Pre-Requisite:

Speednet 3.1.2 should have been upgraded with the latest release of
SpeedNet on 15/12/2011
(ftp://ftp.ptcinfo.org/SpeedNet/speednet3.1.2_15122011/).
Those who are using speednet3.1.2_15122011, can directly upgrade to Patch5.
Process of Upgradation:

I: Upgrade the DB first with DB Script file:
========================================
1. Take Full Backup of POSPCC DB
2. Execute the DB Script (POSPCC_Script_Patch5_UIDRTS_04072012.exl) through ScriptTool.exe.
3. On Successful upgradation of DB, go to Step II.
II. Copy the Dlls, SNT and EXE:
==========================
1. Copy all the Dlls, SNT and Exe files from the folder and copy the same into
C:\Program Files\SpeedNet folder ( default installation folder)
2. Register all the Dlls.
3. Execute the BNPLDataCorrection.exe file which is already there in SpeedNet folder.
Now you may please run speedNet and confirm successful login.

SpeedNet_3.1.2(15122011) Patch-5 dated 10/07/2012
Felicitation ceremoney to all the successful candidates who appeared for the Postmaster Grade I exam held on 03.06.2012 in Maharashtra Circle.
Dear Postmaster,
It is astonishing to see the support from all most all the postal circles to form a Centralised Guild of Postmaster to represent our own grievances to the Directorate. It is proposed to hold again a meeting of Guild of Postmasters Maharashtra ON 19TH AUGUST 2012 before the All India Meet. The venue will be at Mumbai.
Also, we decided to hold a felicitation ceremoney to all the successful candidates who appeared for the Postmaster Grade I exam held on 03.06.2012 in Maharashtra Circle.
In the meantime, the Divisional coordinators in Maharshtra circle should meet all the Postmaster members to collect the consent letter (from those who are not submitted) and submit the same to the Circle representative at the time of meeting on 19th August 2012. Also conduct divisional get together to discuss the working difficulties and solution on service matters according to the convenient day and time fixed. And decide to send at least one representative to the Circle level meet to represent your division/region etc. Of course, along with that the prescribed fund should be raised to make the event and other process a grand success.

National Postal Policy 2012 Draft
SALIENT FEATURES OF DRAFT NATIONAL POSTAL POLICY, 2012
1. Setting up a 'Postal Development Board' for overall development and governance of Postal Sector. Besides this, the Board will draw roadmap for unbundling of functions (operations, regulation and policy making) in postal sector over a period of time, in order to develop an organized, competitive, effective, well governed and commercial postal market in India.
2. Constitute Postal Advisory Council comprising policy makers, postal operators and other stakeholders. The council will be an advisory body for effective implementation of the policy.
3. Create, Institutional Framework for continuous data collection from all postal operators. Collected data will be used to develop postal indicators and quality measurement systems.
4. Develop minimum & fair standards and quality measurement systems for all postal operators. Govt. to support small and medium postal operators to provide quality services and encourage entrepreneurship in the sector.

Dear Postmasters,

Our real problem, then, is not our
strength today; it is rather the vital necessity of action today to ensure our

As per the Directorate Letter number
8/15/2011-SR(ATR) submitted before the hunger strike of JCA, vide para 18 and
19, department is now willing to hear the opinion of opted Postmaster cadre
officials to set right the disparity of Postmaster Cadre. So this is the opt time
to derive the general opinion among PM Grade I, II, III officials TO SAVE THIS
CADRE.
As we all know other circles like Punjab,
Maharashtra have successfully organized their
meeting already. Even in Tamilnadu circle, informal meeting was conducted
successfully. Now it is our turn to form a guild of Postmaster at Southern
Region level to discuss the various issues.

a) To revisit the norms for creation of new Postal Divisions and Regions as well as upgradation of Class II Division into Class I Divisions;
b) To study the feasibility of organizational restructuring of field formations (Circle and below) keeping in view the emerging needs for India Post in the new socio-economic environment;
