RESOLUTIONS ADOPTED AT PM GRADE OFFICIALS MEETING AT VADAPALANI P.O DATED 27.05.2012

Dear Postmaster cadre friends, PM cadre officials informal meeting was held on 27.05.2012 at Vadapalani Postoffice Chennai 600026 regarding the present scenario of Postmaster cadre officials and the betterment of the Postmaster Cadre. The outcome and the resolutions adopted by the officials are reproduced below.


It is requested, to arrange regional level meetings thro out the nation to make all the officials are aware of this resolutions.


1.       All the Postmaster Grade officials should be permitted to appear in all the LDCE for promotion to PS-Group-B and to Sr.Postmaster.
2.       All the Senior Postmaster Posts should be earmarked for Postmaster Grade officials both for LDCE and for Seniority cum Fitness.
3.       All the notified posts offices in PM Grade –III shall be filled with PM Grade –II officials relaxing the norms fixed by the relevant Recruitment Rule.

Subject: Incentive scheme for delivery of letters carrying Aadhar number of the residents.


Department of Posts (DoP) has signed a Memorandum of Understanding (M0U) with Unique Identification Authority of India (UIDAI) on 30 April, 2010 wherein the DoP agreed to offer postal and mail services to UIDAI on the various terms and conditions laid down in the MoU.

Postal dept to set up 1,000 ATMs by 2014

Hyderabad, June 5: 

The Department of Posts will be setting up about 1,000 ATMs in different parts of country by 2014, according to Ms Manjula Prasher, Secretary, Department of Posts, Government of India.
Speaking at an award-presentation ceremony of the department here on Tuesday, Ms Prasher said the department had taken up a technology-induction programme to improve the services.

Charge Sheet can't be quashed in a casual manner - SC

New Delhi, June 4, 2012 (PTI): A charge sheet filed in departmental proceeding cannot be quashed by courts unless it adversely affects the rights of the aggrieved employee, the Supreme Court has held.


“In fact, charge sheet does not infringe the right of a party. It is only when a final order imposing the punishment or otherwise adversely affecting a party is passed, it may have a grievance and cause of action.


“Thus, a charge sheet or show cause notice in disciplinary proceedings should not ordinarily be quashed by the court,” said a bench of justices B S Chauhan and Dipak Misra, in an order.

1.         Whether the divisional superintendent who is a witness or a party in the case can issue charge sheet to an employee, to whom he is disciplinary authority
Ans:    No. In such cases an adhoc disciplinary authority must be appointed.(DG,P&T memo No6/641/64-Disc dated 27-01-65)

2.         Whether any punishment can be imposed with retrospective effect.
Ans:    No. No penalty can be imposed retrospectively; it can only be prospective, either from the date of issue of punishment order or from a prospective date

3.         Whether the punishment of reduction of pay awarded under Rule 16 will affect pension?
Ans:    No. Any punishment awarded under rule 16 should not affect pension. But if an inquiry as specified under Rule 16(1)(b) is conducted such a punishment can be imposed.
