RESOLUTIONS ADOPTED AT PM GRADE OFFICIALS MEETING AT VADAPALANI P.O DATED 27.05.2012

Dear Postmaster cadre friends, PM cadre officials informal meeting was held on 27.05.2012 at Vadapalani Postoffice Chennai 600026 regarding the present scenario of Postmaster cadre officials and the betterment of the Postmaster Cadre. The outcome and the resolutions adopted by the officials are reproduced below.


It is requested, to arrange regional level meetings thro out the nation to make all the officials are aware of this resolutions.


1.       All the Postmaster Grade officials should be permitted to appear in all the LDCE for promotion to PS-Group-B and to Sr.Postmaster.
2.       All the Senior Postmaster Posts should be earmarked for Postmaster Grade officials both for LDCE and for Seniority cum Fitness.
3.       All the notified posts offices in PM Grade –III shall be filled with PM Grade –II officials relaxing the norms fixed by the relevant Recruitment Rule.
4.       Filling the posts of PM Grade –III with the available HSG-I officials who had opted for PM Grade when options was called for during March 2011. 
5.       Protection of the inter –se-seniority of  all the Postmaster Grade –II officials(erstwhile HSG-II/HSH-I(Adhoc) while filling the post of Postmaster grade –III post under  initial constitution clause  from amongst the HSG-I officials after the notification of  Revised  Recruitment Rules for HSG-I
6.       Due weightage to be given for PM Grade in Cadre restructuring so as to get a handsome benefits to PM Cadre.
7.       Whenever circle meetings with Chief PMGs/CHQ meetings with Directorate, the views and grievances of the postmaster grade officials shall be taken in to account by including points /agenda or representatives at regional level.
8.       As per the VI Pay commission report only cadre restructuring is allowed and creation of new cadre or creating a new grade by carving out from the existing cadre is not at all permitted and would not also pass the legal test.  Instead of creating a cadre without any monetary benefit to the PM cadre opted officials, financial/administrative powers, abolishing the PM Cadre on this ground is the easy option.
9.       Directorate had notified the Recruitment Rules of PM Grade officials without elaborating the set of salient positive and negative feature of PM Grade, and  called for options under initial constitution clause from among the  general line LSG/HSG-II /HSG-I officials. These officials had exercised their option to Postmaster Grade expecting that PM Grade is the flag ship cadre in the department and their right to promotion through LDCE would not be affected or curtailed by the option given to the PM Grade. But after getting in to the cadre it is experienced that the cadre is   burdened with Responsibilities and work load only and no charm in it. Their fundamental right to appear for the LDCE has been withdrawn by the Administration by simple administrative orders. There is no SCOPE for the Postmaster grade officials especially to the Postmaster Grade –I officials in view of the facts that the  promotional post are         limited and the length of services prescribed is long and the PM –Grade –II officials having left with not less than 10 years of service.  Therefore it is requested to take up the issue with administration so as to permit all the PM Grade officials to LDCE for promotion to PS-Group-B and to Sr.Postmaster. If the same is stated to be  NOT practically possible in view of RR of PM Grade, then the Post master Cadre itself may be “Abolished” and restore the general line promotion to all. There is a precedent in this regard that union had successfully fought for abolishing the Fast track Promotion to LSG/HSG cadre when it was implemented.
10.   The preamble in constituting the Postmaster Cadre is to have professional managers as the head of the Post offices. If that be the case, it not sufficient to have certain post offices alone designated as postmaster posts with professional managers in PM Grade and other majority of the post offices in General line category with LSG/HSG-II/HSG-I officials as the head of the office. So to have all the Post offices to be managed by the professional managers in PM Grade, it may be suggested to convert all the general line post of LSG/HSG-II/HSG-I posts in to postmaster so that there will not be any disparity among the erstwhile equals.
If the above resolution is consented and agreed by  you postmasters, then  the resolution portion may be printed out and signed  by you individually  same may be sent to both the  service unions at  Circle and CHQ level through your divisional Secretaries. It is also REQUETSED that the Postmasters at regional level to initiate such informal meetings and get to gather and obtained and consolidate the general views and suggestions of the postmaster grade officials in each region and the same may be conveyed.
