Subject: Request to give direction to the Postal circles to give Senior Postmaster promotion on Adhoc basis to the feeder cadre Postmaster Grade III officials till regular DPC conducted by the Postal Directorate – reg

Reference 1: Postmaster Grade I/II/III/Sr. Postmaster cadre recruitment rules Postal Directorate letter No.4-17/2008-SPB-II dated at Dak Bhawan the 22nd November 2010.
Reference 2: 1-5/2015-SPB-II dated at Dak Bhawan, Sansad Marg, New Delhi, the 11th July 2016
Reference 3: This association letter even no AIAPS/GS/GRADE-III/15-16 Dated at New Delhi 20th July 2016 for requesting to modify the all India Grade III combined seniority as per the feeder cadre merit list/gradation list and further reminder requests on 08th November 2016, 05th December 2016, and 07th February 2017.

Respected sir,
1. A Kind reference is invited to the above cited RRs and letters, Vide reference 1, even after 6 years from the creation of Postmaster cadre, not even a single DPC was conducted for the Senior Postmaster Posts promotion and Vide reference 2, even after 1 and half years from All India Grade III draft Seniority was not finalized by the Postal Directorate.
2. For regular DPC conduction by finalizing the All India Grade III seniority this association had also requested several times vide Reference 3, but because of the prolonged delay most of the Postmaster Grade III senior most officials were started to retire from even their service without their due Sr. Postmaster promotions.
3. Because of the prolonged delay in conduction of DPC for the Sr. Postmaster posts by the Postal Directorate, Adhoc promotion request was given by this association circle secretaries to the following circles viz Chattisgarh, Tamilnadu, Maharastra, Karnataka, Andhra Pradesh, Telengana Circles and circles were reluctant to give the Adhoc Promotion by giving the following replies.
4. Identification of Sr. Postmaster Posts were not done by the directorate:
a) LSG/HSG II/HSG I and Postmaster Grade I/II/III are different cadres hence Postmaster Grade I/II/III posts were carved out from LSG/HSG II/HSG I posts and identified as Postmaster Grade I/II/III posts, whereas for Senior Postmaster Posts, Postmaster Grade III officers and IP line officers are just sharing 25% and 75% quota respectively.
b) There are 116 Senior Postmaster gazetted Head Post offices are well available and in those posts non feeder cadre ASP and PS Group B officials were given with Adhoc and as well as regular promotion against to the gazette recruitment rules. Without identification of such Sr.Postmaster Posts how ASP/PS Group B officials could be posted as Senior Postmasters by the postal circles?
c) It is pertinent to mention here that Vide Sr. Postmaster Recruitment rules para 5 (vii) after entering in Sr.PM posts both IP and as well as PM Grade III officials would be eligible for induction in IPoS, Gr ‘A’ on the basis of a consolidated eligibility list with PS Group B officials.
d) If so be the case then for PS Group B posts whether posts are identified for 75% quota of ASPs? 19% quota of IPs? And 6% quota of LSG lines? No as per the sharing quota posts were filled by the ASPs, IPs and LSG line officials. The same scenario applied to JTS promotions too.
e) So question of identification won’t be arise at all, that’s why during the commencement of Sr. PM Recruitment rules 2010, such identification was not sought by the directorate from postal circles.
5. Initial constitution was pending at directorate:
a) As per the Sr.Postmaster recruitment rules gazette notification column 11 of the Sr. PM RR table it was clearly mentioned that during the commencement i.e., during 2010 itself initial constitution should have been completed by getting option from the PS Group B officials.
b) For that past 6 years no PS Group B official was posted such initial constitution option hence no such question of getting initial constitution will raise and it is violation to the column 11 of recruitment rules gazette table.
6. Filling up of the Sr. Postmaster Posts will be done by the directorate:
a) Yes Sr. Postmaster post is All India cadre and Gazetted rank post, hence regular DPC have to be conducted in directorate only.
b) But because of the regular DPC prolonged delay only Adhoc Promotion request was submitted to the circle heads who are competent for such Adhoc Promotions.
7. Hence this association requests the honorable Secretary Sir to kindly instruct all the postal circles to fill up the Sr. Postmaster Posts on Adhoc basis till regular DPC to Senior Postmaster promotion.
a) Non feeder cadre ASP/PS Group B officials may kindly be vacated from the Sr. Postmaster posts. After 2010 Sr. PM RRs, Postmaster Grade III officials and IP officers are only the feeder cadre to Sr. Postmaster posts.
i) 25% quota of Sr. Postmaster cadre 29 posts may kindly be filled on Adhoc basis from 2 years’ service completed Postmaster Grade III officials as per the concerned circle seniority till such regular DPC was conducted by the postal directorate
ii) 75% quota of Sr. Postmaster cadre 87 posts may kindly be filled on Adhoc basis from 6 years’ service completed Inspector Posts officials as per the concerned circle seniority till such Sr. Postmaster posts examination was conducted by the postal directorate
8. An immediate action and one copy of such instructions to the Postal Circle may kindly be communicated to the undersigned would be highly solicited sir.
