Resolutions passed at Honorable House of CWC and AIC of AIAPS During 07.08.2017 to 11.08.2017

Dear Postmasters and Supervisors,

The following resolutions were passed unanimously at the honorable house of CWC/AIC held at Kodaikanal during the period from 07.08.2017 to 11.08.2017.

1. 5 days a week work or claiming 52 days extra salary for working on Saturdays to the operative offices at par with other central government departments and administrative offices.

2. Conversion to the Old Pension Scheme from New pension scheme for those officials who were joined before the PFRDA bill enactment at honorable parliament i.e., before September 2013.

3. Upgradation of stepped up Grade Pay Rs. 4200/4600/4800/5400 to Postmaster Grade I/II/III/Sr.PM posts respectively w.e.f., 02.02.2011 as on date of LSG recruitment rules amendment 2011.

4. Claiming Gazetted status for HSG II/PM Grade II and above posts and those cadre officials have to be in AIAPS association only since those are Group B posts.

5. Immediate completion of Group C Cadre restructure at all Postal Circles.


6. Implement the Postmaster Cadre restructure on war foot basis, till then equal pay to equal work should be given to Postmaster Grade I/II/III/Sr.PM posts.

7. Immediate amendment of PS Group B recruitment rules by allowing only feeders cadres viz., IP/ASP & PM Cadre & LSG line officials without any prejudice amendments.
   
8. Immediate finalization of All India Postmaster Grade III draft Seniority as per the feeder cadre gradation/merit list instead of date of Joining.

9. Immediate filling up of Sr. Postmaster posts 25% quota from Postmaster Grade III eligible officials.

10. As per the 7th CPC recommendations, amending the Sr. PM recruitment rules by allowing the Postmaster Cadre officials for appearing 75% LDC Exam quota after completing 5 years service in PM Cadre .

11. Immediate conduction of Postmaster Grade I examinations by the postal Directorate for the years 2015, 2016, 2017.

12. Conversion of all the Grade II/III promotions given under one time relaxation orders as REGULAR basis and expedite the immediate completion report from all the Postal Circles without further delay.

13. Periodical formal meeting with the Secretary Posts at Postal Directorate once in 6 months with this recognized service association – All India Association of Postal Supervisors (GL).

14. Forming the new AIAPS-Circle/Regional/Divisional branches wherever body is not available and triggering out the dormant circle /regional/divisional bodies.

15. Every year, each AIAPS member has to enroll 5 new members to AIAPS to join all the Postmaster cadre and Supervisory cadre officials in our AIAPS association.

16. Acting as Appointing authority to Postmen/MTS/GDS officials by the Postmaster Grade/LSG line officials at all levels as per the Postal Manual Volume III-Schedule of Administrative powers.

17. Immediate implementation of RICT/CSI to calculate the exact work load to all the offices.

18. Request to instruct the circles to fix the SB/BD targets as per the percentage to the total live accounts/potential instead of fixing number of net accounts. PM Cadre/LSG and above offices target achievements should not be added with the sub division target achievements.

19. Immediate lift of Post Attached quarters concept from all the offices on the outset of 7th CPC implementation.

20. Strict Adherence of Transfer policy 2014 Para no 4.4 by all the circles by effecting the Transfer requests of the Postmaster Cadre officials during the next financial year RTs(Circle Cadre) irrespective of tenure completion.
  
21. Functioning the AIAPS association apart from Caste/Religious/political based.

22. United participation with all the other trade unions for the betterment of the staff welfare and our department.

23. Voluntary participation in social welfare activities like planting saplings, dredging and maintenance of river beds and water sources, swatch bharath activities to keep the society with cleanliness.

24. Request to credit the CHQ and Circle Quota directly by the DDO offices.

25. Integrated Medical health Insurance scheme to the government servants/pensioners and their dependentants for cashless treatments instead of  medical reimbursements by the department.

As a team we have to be united and work hard to achieve all the  above resolutions. It will never be a one man show. For 100% success in the above resolutions we need 100% unity. Lets join your hands also to write the new history.
