AIAPS -TN URGES THE CIRCLE ADMINISTRATION TO PROMOTE ALL THE PENDING/WITHHELD PROMOTIONS TO HAVE A SWEET 2017 NEW YEAR AHEAD

Subject: Requesting immediate promotion of the Postmaster cadre officials against whom awarded with censure and completed currency period penalties – reg

Reference 1: Tamilnadu Circle office letter no to promote the officials   REP/1-1/2008-Rulings Dated at Chennai – 600002 the 01.01.2016.

Reference 2: Recent DOPT order No .22011/4/2007-Estt. (D) Dated at New Delhi the 21^st November 2016 regarding the role of Departmental promotional committee to the effect of penalties on promotion.

Reference 3: This association letter even no AIAPS/(GL)/TNC/ dated at Chennai 600005 the 30.08.2016

Respected sir,

          1. Vide Ref 1, REP/1-1/2008-Rulings Dated at Chennai – 600002 the 01.01.2016, Tamilnadu Circle office itself circulated the directorate order no.A-34020/08/2015-DE dated 10.12.2015 to follow the GOI decisions 7 and 10, for the promotions and as well as to appear in the LDCE examination where they had censure and currency period completed punishments.

2. Among those GOI decisions paragraph number 7(2) implies about to deal the official’s promotions awarded with censure cases that “the fact of the imposition of the minor penalty of censure on a Government servant DOES NOT by itself stand against the consideration of such person for promotion, as his fitness for the promotion has to be judged.

3. Paragraph 7(3) implies about to deal the officials awarded with withholding the increments of pay, and also minor penalties laid down in Rule 11 of the CCS(CCA) Rules. In that case directed the DPC to merely the above said penalties DOES NOT stand in the way of his consideration for promotion, though in the latter case promotion is NOT given effect to during the currency of the penalty.

        4. Vide Ref 2 of the recent DOPT order is also mentioned the same as “if the DPC considers the officer fit for promotion NOTWITHSTANDING the award of censure, he/she can be promoted without referring to the currency of penalty”

5. But the following postmaster cadre officers are not promoted to the next level even after completed the eligible service conditions. Though some of them in the below list of officials had just censure and currency period completed punishments, the exact reason for barring from promotion is best known to the knowledge of the circle administration.

List of Postmaster Grade II Officers who are not promoted to the post of Postmaster Grade III even after completing the eligible service conditions in addition to the one time relaxation DTE orders.

        6. Vide above reference 4 of ASP promotion list of Tamilnadu circle, separate table was attached by the DPC for the IP officials awarded with punishment with the column of “punishment current upto”. But the same was not given in the Postmaster cadre official’s promotion list to know their exact fate about their future.

        7. So this association is receiving so many grievances from their staff side since they are unable to receive the promotion even after rendering 2 to 3 decades of postal service. Aggrieved postmasters entire future is in pathetic situation now. While represented by some of the aggrieved officials against such debarment, reply is given as “their service record is not good” though they have not intimated anything about their adverse remarks of their service records in the past, which is totally prejudice.

        8. So this association requests the honorable CPMG sir to kindly promote the above said officials immediately if any punishment is NOT in currency period.

9. If any of the above officials are having the punishment currency period then as like in the case of ASP promotions, separate list with debarment period may also kindly be listed in the above said Postmaster Grade promotion order itself.

10. Above all Vide Reference 6, in the postal directorate PSS Group B promotion order itself, it is clearly mentioned that the officials against whom any punishment is current except censure and recovery of money, they should not be promoted before expiry of currency of punishment. For all the cadres DPC proceedings are one and the same so Postmaster cadre officials also may kindly be promoted with the same manner adopted at postal directorate vide Reference 6.

11. Now as per the Reference 5 directorate orders, first batch 2011 Postmaster Grade I officials are also completed 5 years and 4 months service and got eligibility to be posted as Regular Postmaster Grade II promotion. After promoted the LSG opted Postmaster Grade seniors immediately who have not their currency period punishments as of now, first batch Postmaster Grade I officials may also kindly be promoted as REGULAR promotions.

12. So this association requests the honorable CPMG sir to convene the DPC immediately to uphold the Reference 5 directorate orders to fill all the vacant Postmaster Grade II and III offices and kindly promote the above said officials in such requested above manner to avoid dislocations in seniority issues in Postmaster cadre in future and render justice.

13. Immediate action and a line in reply would be highly solicited in this regard.
