The following memorandum shall be put forth and discussed by AIAPS in today's directorate meeting with Secretary Posts on 19.10.2016.
AIAPS will fight for getting the allowances back and wont let the legitimates rights down even to Postal Assistants...
The memorandum is produced below for the Postmasters kind information.

: Request to retain the following very essential allowances at postal wing to
the smooth functioning of our department – reg

Respected sir,
A kind reference is invited to the
above reference letter and this association brings the following few facts and
justified demands for the better functioning of our department without any
resistance.
Preamble :
After the long struggle of staff side
and department recommendations, only after due justification and distinguished
work nature, the allowances are paid to the officials of our department. In
addition to the other allowances below four allowances are very essential and
the negative impacts if those allowances are not paid are put forth for your
kind information and necessary early action to restore those allowances please.
1.
Care taker allowance
:
Vide finance ministry order number F.No
7(21)/2008-E.III(A) dated at New Delhi the 22.09.2008 (Copy of the letter is
attached) 10% in basic pay + DA should be paid as care taking allowance to the
care takers.
Care taker posts are replaced and
atpresent those care taking work is entrusted to concerned Postmasters of that
office in the awake of Swach Bharath Mission.
But even after finance ministry is
sanctioned the care taking allowance till now no such allowance is paid to the
Postmasters and without the care taking allowance, Swach Bharath mission cannot be successfully implemented and no person held responsible without
allowance since they are already having the work load of more than 8 hours in
24% of shortage in group c cadre of department of posts as per 7th
CPC report.
So all the Postmaster Grade
I/II/III/Sr.Postmasters and LSG/HSG-II/HSG-I postmasters should be given with
care taking allowance in the mode of Extra work Allowance.
2.
Over time allowance
a. 7th CPC
report is itself clearly intimated that Department of Posts is running with 24%
vacancy in group c cadre(huge no of
59817 posts are vacant) as a result work is mounting to the sky high to the
available staffs.
b. Till the shortage is eradicated it is needless to say
that without Over Time allowance department cannot be survived.
c. So this association
request the honorable Secretary (Posts) to
do the needful to enhance the previous rate of OTA (Rs.15 per hour which was
fixed before a decade) Rs.100 Per hour with DA indexed.
3.
Saturday duty
allowance :
a. As not like in
other central government departments, Postal
department operative staffs are only working on every Saturdays (52 days in a
year) without a single penny or compensation offs. Nothing was given to them
for the additional work burden which is clearly exploiting their 52 days of
family life.
b. For other
departments for working on Saturdays, special allowance or extra EL was
sanctioned.
c. Previous
sanctioning of 12 days CL was also cut down by saying Saturday week off in
other departments which directly affected the operative side of postal
department very badly.
d. So for the
operative staffs of postal department week off duty allowance may kindly be
paid as the rate of Rs.1000 per Saturday or else 52 days Extra EL may kindly be
credited every year as like in other departments.
4.
No quarters
allowance :
a. Though Most of the
officials are not willing to occupy the quarters offices because many of those
are not in accommodating condition with family, that was forced to be occupied
by the department by mentioning distinguished and enhanced work of postmasters.
In other side, though justification is there to force the officials to occupy
the quarters office, for no quarters office now NQA was abolished which will
show double stand by the department.
b. To avoid the double stand NQA allowance should be
retained and enhanced by multiplying the fitment formula as Rs.235*2.57=Rs.600
(rounded off to nearest 10) with DA indexed.
Conclusion :
All the allowances
like cash handling allowance, Savings
bank allowance, cycle allowance are paid only after due justification and
after their distinguished work from other staffs. Hence nothing was outdated and if those hard earned allowances are not
paid then it will resist the smooth functioning of this department very badly.

So this association
requests the honorable Secretary (Posts) to do the needful to restore all the
hard earned allowances with enhanced rate by multiplying with fitment factor
with DA indexed. (Restricting to the minimum of Rs.100 if lower than Rs.100) in
addition to the above mentioned four very essential allowances.
