AIAPC has written to the D G Posts requesting to take up the matter of upgradation of pay of Postmaster Gr-I, II , III and Sr Postmaster



APPEAL AND PARA WISE REPLY TO THE AGGRIVED PM-II OFFICIAL SHRI.M.MUTHUKRISHNAN

Sir,


 Sub:  Postmaster Cadre-Disappointing and Retrograde Recommendations of 7th CPC-reg     
 Ref:   7th CPC report submitted to Govt.of India on 19th instant


    It is brought to the notice of all our Postmaster Friends, that all of us feel shocked and ashamed of our Postmaster Cadre and get frustrated with 7th CPC report for not giving due recognition to front runners(Postmasters) of the Postal Department.


As far as our PM cadre is concerned,the following points are put forward for deep analysis and also for self appraisal of our own cadre at present to march in a right direction.

1. It is pathetic to note that, Either Our Department or 7th CPC has recognized the dignity of our PM Cadre and not given hike in Pay& Allowances of Postmasters, an important Cadre in Department of Posts.

2. We have requested to permit our Cadre staff to sit for LDCE of Postal Service Group "B" but permitted only for LDCE for Senior PostMaster.

3. It is quite unfortunate to witness that, the variation in Pay Scale between LSG/PM Grade I and an IP is going on increasing from 5th CPC to 7th CPC though both scales were identical in earlier 4th CPC.

4. The Yard- Stick for conducting both  IP exam and PM Grade I exam are not different (  almost the same) but  step mother treatment is given to PM cadre staff in granting identical Pay Scale.  Why this difference in Pay and Allowances to our Cadre Employees?  Where we have to go for making an appeal for this disparity?


5. 7th CPC report recommend higher Grade Pay to Employees belonging to IP cadre as detailed below. There are some ambiguity in Pay scales.
  
     Inspector-Post :                Rs.4600/ ( from the present GP of Rs.4200/)
     Assistant Superintendent:  Rs.4800/ ( from the present GP of Rs.4600/)
     Superintendent (Posts) :    Rs.5400/ ( from the present GP of Rs.4800/)

    Here the new status of GP of Class "A" Officers ( SSPOs, etc) is not known. whether the present GP Rs.5400/ will continue or not?. Similarly the Post of Senior Postmaster comes under classification of Group "B" Gazetted category and what is the new Grade Pay of this Senior Postmaster Cadre? whether Rs.5400/ or the existing GP of Rs.4800/. There is no clear demarcation to this effect in the 7th CPC report.

6. The only Recommendation of permitting our Cadre Officers to Senior PM examination is not a great boon for us, since the promotional chances in PM cadre is remote for want of vacancies or no of Posts. (PM GradeI-2097,GrII-511,GradeIII-495 & Senior PM -116)

7. Postmaster cadre Officers are treated equally on par with general line Officials and not duly recognized or not given importance at all levels. So PM Cadre is surely a Dying cadre and may be disposed off and all Postmasters may be reverted back to their original seniority in General line.

8. Hence it is our prime duty now to focus our issue at appropriate level for up gradation of Pay, since no other Postal trade union will raise voice for us.

9. If status quo is maintained even after repeated requests and interviews at suitable level, it will be better to submit mass declination letters to our supreme authority to wind up this victimized cadre.

10. Our All India Association ( AIAPC) is requested to take necessary steps on war footing basis to over come these injustice at appropriate level ( Parliamentary Committee etc.)

11.Otherwise there is no other way for our Association, except to struggle and fight legally to get the Identical scale of Pay for PM Grade I with an IP.

APPEAL FROM AGGRIEVED POSTMASTER GRADE OFFICIAL SHRI.C.VIGNESH

Sir,

     I have been appointed as PA on 28.07.2007. I joined as PM Grade I on 01.04.2015. Now, according to new Pay Matrix, my new Basic Pay is Rs.34900/-. The PA appointed along with me without getting promotion is fixed with new Pay Rs. 33300/. See, if that PA gets one increment his new basic will be automatically equal to PM Gr I pay. So, the difference between a PA's pay and PM Gr. I, is just one increment. Is it justifiable?.

     As per 6th CPC, Grade Pay difference Rs. 400/- and two increments difference in Basic Pay. Further, there is no differentiation between PA and PM Gr. I now.

    There is no MACP, no promotion for us for Gr II and will be late until 10  years, that means next pay commission will come. We were totally downtrodden by 7th CPC. Please take immediate steps in All India Level.

    Grade Pay was increased to IP Cadre gives much much distinction between Gr I and IP, Please take immediate steps in All India Level.

TERMS OF REFERENCE ABOUT NPS BY THE 7TH PAY COMMISSION RECOMMENDATIONS

Introduction 

10.3.1 Pension has been one of the key Terms of Reference (TORs) for successive Pay Commissions. While the VI CPC was the first Pay Commission to have been constituted after the introduction of the National Pension System (NPS) which came into effect on 01.01.2004, the VII CPC is the first one to be constituted after some experience has been gained on this count.

10.3.2 The TOR of the present Commission - to examine the principles which should govern the structure of pension and other retirement benefits, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the National Pension System (NPS)–limits the mandate of this Commission only to the Old Pension System (OPS). However, during its interaction with staff associations and other stakeholders, the Commission received many grievances/suggestions relating to both the OPS and the NPS. It has also been averred, inter alia, that NPS is proving to be an impediment in attracting and subsequently retaining the best talent for the Central Civil Services/All India Services (AIS). In this backdrop, the Commission decided to address the grievances related to NPS, which have been discussed in this chapter. Issues relating to OPS and other retirement benefits have been dealt in Chapter 10.1 and Chapter 10.2.

RECOMMENDATIONS OF 7TH CPC ON LEAVE TRAVEL CONCESSION(LTC)

LTC is granted to Central Government employees to facilitate home travel as well as travel to different parts of the country. Presently two hometown visits are allowed in a block of four years with one hometown visit substitutable with “All India” visit. However, for the first two 4-year blocks, three hometown visits and one “All India” visit are permissible. LTC is not granted to an employee whose spouse is working in Indian Railways. There are demands to increase the frequency of LTC, especially of the “All India” visit, and extend LTC to foreign countries also. Personnel posted on islands have requested the Commission that splitting of hometown LTC may be permitted so that their families can visit them from the mainland once a year and they (the employees) can also travel to the mainland once a year to visit the family. Personnel of Sashastra Seema Bal (SSB) have sought parity with other CAPFs for facility of Additional LTC.

                 WE ARE ALL IN IMMENSE STRESS AFTER THE RETROGRADE RECOMMENDATIONS OF 7TH CPC, AND THE POSTMASTER CADRE IS ALSO ONE AMONG THE VICTIMIZED CADRE.

          WE ARE RECEIVING SO MANY REPRESENTATION FROM THE MEMBERS OF AIAPC AGAINST PM CADRE IS NOT PLACED IN LEGITIMATE G.P RS4200/-, PROMOTIONAL PAY HIKES ARE ALSO NOT SIGNIFICANT EXCEPT Sr.PM EXAMS APPEARANCE.

       IN THE SAME SCENARIO TAMILNADU CIRCLE - AIAPC TEAM ALSO REQUESTING THE CHQ TO SEEK APPOINTMENT TO PARLIAMENTARY COMMITTEE BEFORE THE IMPLEMENTATION OF 7TH CPC RECOMMENDATIONS. 

WHY POSTAL ASSISTANTS HAVE NOT FIXED WITH UDC G.P Rs.2800/- LDC/UDC CONFLICTS FOUND IN 7TH CPC REPORT

LDC-UDC ISSUE - GOVERNMENT STAND REITERATED

      On the issue of LDC/UDC 7th Pay Commission reiterated the deceiving stand of the Government. Despite of realizing the issue as genuine, Government had not taken a positive decision at their level. The tens of thousands of LDC & UDC, solely responsible for the smooth running of many of the subordinate offices, were hoping that 7th Pay Commission will study the problem faced by them and take a positive decision. Staff Side JCM having convinced the importance of the issue, had also recommended merger & upgradation of the Grade Pay of LDC & UDC to Rs. 2800. But here we see that 7th Pay Commission has not taken any decision on the issue except giving some confusing and misleading statements to vindicate the stand taken by the Government as true.

Paramilitary forces unhappy with 7th CPC recommendations

The seventh pay commission has largely made the central government employees cheerful but central paramilitary forces officials are not really happy with some of the recommendations. 

ToI spoke to several central paramilitary - ITBP, CRPF, SSB, BSF and CISF officials in different ranks who expressed displeasure with the fact that they have not been given special allowances on the lines of 'defence' forces even though they work in tougher conditions and round the clock. 

The central paramilitary forces (CPMFs) have reportedly grown to a strength of 9.80 lakh personnel from 7.66 lakh since sixth pay commission and are likely to take over army's strength (of close to 12 lakh) in coming 5 to 7 years, but officials argue that they have still been placed in the "civil" category even though their work profile ranges from guarding the border, managing tense situations, fighting the naxals and insurgent groups in different areas on the tough terrains.

Report of 7 CPC: A comparative study for POSTMASTER CADRE

It is disappointing that Postmaster Grade-I has not been upgraded to 4200, which was expected. It has dissatisfied us as well as our fellow brothers. When we represented our matter at the office of the 7 CPC, they were asking us as to whether any provision for direct recruitment in our Recruitment Rules. But there is no such provision in our recruitment rules. At that very moment we didn't have any scope to show anything in our favour except comparison with IPOs and LSG upto 4 CPC which is now outdated glory.

Provision for direct recruitment is the main reason / criteria of higher pay for PAs from 3200 (as per then assumption of Gr-C unions) to Rs 4000 in 5 CPC and IPOs (5500) in 5 CPC & 4600 in  7 CPC. They fought repeated legal battles in CAT for 4600 and won. So we should not be so sentimental ignoring the fact behind non-upgradation of Gr-I Postmasters,

7th Central Pay Commission likely to submit its final report on November 20 - Times of India

NEW DELHI: The 7th Central Pay Commission is likely to submit its final report to finance ministry on November 20 which is due for implementation from January 1, 2016.

More than 48 lakh serving central government employees and 54 lakh pensioners will be impacted by the 7th CPC which is likely to recommend an average hike of 15%, said a source.

The 900-page report is believed to have made suggestions on parity of 36 organized Group A services with the IAS which has so far largely dominated in superior positions in the central government.

NEW DELHI: Income Tax department is developing a mobile app which can be used by users for filing their tax returns, a top finance ministry official said today.

"We are developing a mobile app which can be used by users for filing their income tax returns. There are some security related issues, which we will resolve soon," Central Board of Direct Taxes (CBDT) Chairperson Anita Kapoor said today after inaugurating 'Taxpayers' Lounge' at the India International Trade Fair (IITF) here.

Retiring officers to write note on their achievements

In another new initiative “Anubhav”, inspired by the Prime Minister Shri Narendra Modi, the Ministry of Personnel, Public Grievances & Pensions has advised officers retiring within a period of six months to leave behind a note or write-up on their achievements as well as outstanding work done by them which could have, according to them, contributed to efficient functioning of the government or any innovation introduced by them which could have led to improvement in work culture.

Disclosing this here today, Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh said that “Anubhav” will serve as a platform for retiring employees to showcase achievements made by them during their service tenure. While the retiring employees can look back with satisfaction and a sense of fulfillment, the written account left by them could serve as a vital database for future improvement, he added.

Ministry of Personnel has, through a circular dated November 5, 2015, sought to reiterate and remind all the Ministries and Departments to follow up this initiative seriously. The Link to “Anubhav” Portal is available on the homepage of Department’s website at http://persmin.nic.in → DoP&T → Anubhav, he informed and added that initially this facility is available only to retiring Central Government employees including Central Secretariat Service (CSS) and Central Secretariat Stenographers Services (CSSS) officials.

Earlier, on the advice of Prime Minister, Dr. Jitendra Singh recalled that DoPT had also introduced a new practice of senior IAS officers who had put in nearly 25 to 30 years of service to revisit the place of their first posting as District Collectors or SDMs and furnish feedback about the change over the years as visualized by them. The DoPT and the Department of Administrative Reforms and Public Grievances (DAR&PG) are infact the Research & Development (R&D) organs of the government and not merely responsible for carrying out only transfers, promotions and empanelments. To this extent, he expressed satisfaction that during the last 17 months of the present government, a number of new reforms have been introduced with regard to recruitment in Services, Pension Department, IAS/Civil Services training and other areas.

Dr. Jitendra Singh complimented Union Secretary, DoPT, Shri Sanjay Kothari and Union Secretary, AR&PG, Shri Devendra Choudhary for their proactive approach which motivated the entire team of officers to carry forward the new initiatives.

Clarifications on Swachh Bharat Cess

Swachh Bharat Cess will come into effect from 15th November 2015, at the rate of 0.5% on all services, which are presently liable to service tax. This will translate into a tax of 50 paisa only on every one hundred rupees worth of taxable services. The proceeds from this cess will be used for financing and promoting Swachh Bharat initiatives.

Some doubts are being raised with respect to the levy of Swachh Bharat Cess, such as,-

(i) what would be Swachh Bharat Cess on services where service tax is being paid under the alternative rates of service tax?

Recent media report suggests minimum 30% hike in Basic salary after 7th pay commission

The print and web media is being flooded with possibilities and rumors of which most of them are baseless. But Govt. employees are desperately looking for any information about the possible recommendations of the seventh pay commission. They have been patiently waiting for the last eighteen months, after the pay commission set up. The tenure has been extended and so the waiting period.


The recent media report published in India Today has emphasized on some key points of seventh pay commission which is reproduced below. Please note that, it is not exactly the view of the publisher of this blog, especially about the retirement age factor as described below. As per our information, seventh CPC is not going to suggest any reduction of retirement age.

Indians still prefer post office schemes

Post office savings schemes, a traditional favourite with Indians, are likely to retain their popularity, despite the launch of various schemes by banks and the government, including the Pradhan Mantri Bima Suraksha and Jeevan Jyoti. However, it is still too early to arrive at any conclusion.

“Post office savings are traditionally used by the masses who cannot get access to banks. It will continue to be popular and flourish with the addition of more technology like those offered by bank,” Kavery Benarjee, secretary, department of posts, told HT.

Going forward, India Post will introduce core banking services across India. The service is currently available only in select post offices.


“The growth in accounts is reflection of the faith and trust that consumers have on us despite banks opening new branches and introducing new schemes,” Banerjee said.

Post office schemes are attractive since only 5% of the corpus is invested in savings account. The remaining 95% is put in monthly income schemes and long-term deposits with higher rate of interest, she said.

Moreover, the new schemes introduced by the government are being extended to post office savings account holders.

Most of the Jan Surkasha schemes are already available at post offices. Post office account holders will also be able to subscribe to the Atal Pension Yojana (APY) in the next 4-5 days without any overdraft facility, similar to the Pradhan Mantri Jan Dhan Yojna.

“We are not mandated to give overdraft facility,” Banerjee said.

Account holders will be given ATM cards, besides availing money-transfer facility and anywhere anytime banking.

Banerjee is also confident that account holders will be able to encash a certificate anywhere in India within 15-20 minutes.

Removal of Grade Pay System in 7th CPC – Detailed Report

Will the removal of Grade Pay System by the 7th Pay Commission help Central Government employees? – This is the topic of this article.

“Unconfirmed reports say that the 7th Pay Commission is very likely to recommend the abolishing of the Grade Pay System introduced by the 6th Pay Commission.”

Not only the Government, but the Central Government employees too are hoping and wishing that the 7th Pay Commission functions independently, free from interventions. The report of the previous Pay Commissions will guide for determining the revision of pay scale and pay bands, allowances, retirement benefits and other facilities/benefits of more than 50 lakh employees. All is Well today in our Writ Petition No. CW 6895/2015

Proceedings held today in brief


Today’s proceeding remains successful for us. Our advocate narrated the full facts and circumstances of our case and the Hon’ble Justice shows agreement. The Asstt Solicitor General of India who stood as the advocate of the respondents has admitted the genuine ground of our Writ Petition with the documents which we submitted in support of our rejoinder against the reply of the respondents. However, he informs the Hon’ble High Court that he doesn’t have any knowledge about the genuineness of the documents submitted by us and prays before the Hon’ble Court to allow him one more opportunity to come up with one Departmental Officer. His prayer has been granted with direction to list the case after Diwali for issue of appropriate Order.

SB ORDER 15/2015 FURTHER CLARIFICATIONS REGARDING SB ORDER 12/2015

CBS AGENT PORTAL LATEST UPDATE

It is decided that the Agent Portal opened in phased manner, In trail basis the Portal opened in Karnataka and TamilNadu. 


Initially, the portal access is opened up for agents in Karnataka and Tamil Nadu.
Please instruct all agents to loggin and test their position of access
If user is locked due to various other reasons of repeated attempts – please follow the reset procedure simultaneously
After observing the load in server in the back end, it was decided to expand the phase of observation to Maharashtra and UP circles.
After this phase, the rest all will be allowed access.
 Please instruct all agents concerned in these two circles to loggin and proceed with the business
