MINUTES OF AIAPC MEETING HELD AT TRICHY ON 16.03.14

Dear Postmasters,

On 16.03.14, All India Association of Postmaster Cadre (AIAPC) meeting held at Trichy Jamal Mohd College. Peace and prosperous arrangements were done by Trichy Postmasters Shri Ramakrishnan and Smt. Kalarani. 40 members from all over the Tamilnadu gathered at Trichy and discussed various obstacles faced by the postmaster cadre officials.

       Meeting was started with welcome address by Shri Venkatesh Neyoor and led by Shri R.Rajendran, TN Circle Secretary, AIAPC, and Shri Suresh Babu PM Gr I

      Shri Ajikumar, Shri Amirthalingam, Shri. Balakrishnan, Shri Ramakrishnan and other postmaster cadre officials too gave their splendid speech regarding latest scenario of DOP and futures of Postmaster cadre.

      This meeting is deserved much importance since Shri Suresh Babu came to the meeting as the representative of NFPE and keenly noted each and every grievances of Postmaster cadre officials and gave some clarifications regarding cadre restructure, 7th CPC pay proposals and govt upcoming policies.

        Meeting was concluded with Vote of thanks by Shri. K.Kalimuthu PM Gr I and delicious lunch food arranged for PM Grade officials.

The following resolutions are passed in the meeting.

1. Already NFPE/FNPO unions are barred to bring other cadre issues like GDS, and CCS revised service association (CCS-RSA rules) are also mandating one cadre one union concept, separate association for PM cadre is mandatory.  All the Postmaster cadre officials are requested to submit their AIAPC consent letters (published in this website) to Shri. R. Rajendran, Circle Secretary AIAPC, Kuttalam 609801

2. Since recognition of AIAPC is badly delayed by directorate, alternate registration of AIAPC association should be done at Tamilnadu Labor commission office at Chennai on war foot basis. So only as a recognised forum, AIAPC can write letters to all higher ups, upto directorate regarding, cadre restructure, 7th CPC, and postmaster cadre anomalies. For that purpose Shri Amirthalingam proposed as the legal advisor

3. Litigation must be filled on CAT on war foot basis to get stay which are against to the Postmaster cadre officials.

4. Up to 4th CPC LSG/ IP cadre was getting the same pay, so the same may be considered in the 7th CPC and in cadre restructure, all the C/ B class post offices should be identified as PM Gr I offices, A class/LSG offices should be identified as PM Gr II offices, and HSG I offices should be ear marked for PM Gr III offices. So only stagnation in promotion wont arise in postmaster cadre officials.

5. For AIAPC registration, CAT litigation and each steps of AIAPC, fund is very very essential. So Rs500/- is fixed as yearly subscription of AIAPC and all the postmaster cadre officials are requested to send their subscription to Shri. Kalimuthu, Finance secretary, Postmaster Grade I, Vadipatti 625218 via eMO/MMTS

6. Since minimum qualifying service is required to fill the PM Gr II, III many of the PM cadre posts are lying vacant and managed by senior Postal Assistants/LSG officials. If so Purpose of creating separate PM cadre is nullified. So 6 years Minimum qualifying services to get PM Gr II, and 5 years Minimum qualifying services to get PM Grade III should be abolished as one time measurement to efficient functioning of DOP.

7. Option again should not be called from the upcoming HSG I officials for Postmaster Grade III officials

8. Since IP/ASP associations are strongly demanding all the Sr. PM posts to them, and already Group B, IP chances are refused to PM cadre officials, AIAPC will strongly fight for the legitimate rights to PM Grade officials and to restore all the operative postmaster cadre posts should be earmarked only to postmaster cadre officials

9. 10% Care Taker allowance, should be paid to all the postmasters as per the department of Posts guidelines.

10.   As per the recruitment rules preamble, As a front runners and root level managers of department of posts all the office in-charge posts should be identified for PM Gr I, II, III in the cadre restructure and 1/3 ratio of PM cadre should be gradually raised to meet the requirement of modern scenario. All the POs above the LSG level should be identified as PM Grade office.
