During the discussions on Strike Charter, we were asked to submit a note on the above subject when we pointed out the fact that many deserving cases are not being considered for compassionate appointment and the wards are undergoing untold hardship/misery.  They are virtually in streets, craving for help.

 An example of a case of Sri Ashok s/o Late Gopalakrishna, GDSMP, Agumbe in Shimoga Dn of Karnataka Circle was quoted.  The family condition is as follows.

Another Case of Sri K. Srinivasa Rao, S/o K. Rama Rao,  Ex-GDSMD/MC, Tanelauka B.O., A/w Mummidivaram, Amalapuram division—A.P. Circle. :- Compassionate appointment case of Sri K. Srinivasa Rao, S/o K. Rama Rao,  Ex-GDSMD/MC, Tanelauka B.O., A/w Mummidivaram, Amalapuram division—A.P. Circle was rejected by Circle C.R.C. As per the revised norms to compute merit points, he was grauted 50 points. Hence his application was rejected. Those who got 51 points were recommended by CRC.

Points for consideration.
1. Restriction of earning minimum points to be dispensed with as the CRC committee will decide on the indigence of each case on merits.

2. In the instant cases the wives of late GDS’s financial condition was critical, family in distress condition.  She is forced to seek widow pension like outsiders being a wife of a Govt. Servant. Late husbands (of GDS) were Govt. Servants in the eyes of public.  In the last round of discussion we have also given an example of a GDS who is now retired, discharged rather, is a forced beggar.

3. Most of the cases suffer rejection for the reasons that the wife is normally illiterate, ineligible and besides incapable to join service because of illiteracy, overage etc.,

4. If the sons also become a liability, imagine the plight of the wife/ family.

5. The financial conditions of most of the GDS will be critical without pension, inadequate terminal benefits etc., unlike departmental staff.  The family cannot survive without regular income.

6. Denial of compassionate appointment on the plea of unsatisfactory service records is blatant injustice done to this section.  Such condition is not applicable for departmental officials.  Low salary, improper service conditions, unintentional mistakes, temporary misappropriation are the results of many misdeeds by GDS exemption is required for GDS.
  

Under the above circumstances it is evident that even deserving cases do not earn minimum 50 points.

In the light of the above observations and arguments we request you to look into the matter and cause to remove the restriction of earning minimum points of 50 and above in the interest of justice and natural justice.
