The Union Cabinet is likely to approve hiking dearness allowance (DA) to 113 per cent from existing 107 per cent benefiting 30 lakh central government employees and 50 lakh pensioners in its meeting scheduled in this week.
“The Union Cabinet will take a proposal to hike Dearness allowance for its employees and dearness relief for its pensioners to 113 per cent in next week as per agenda listed for the meeting,” a source said. The hike in DA would be effective from the January 1st this year.

The Seventh Pay Commission drafted in to make a new pay structure for the 30 lakh Central government employees would not be able to submit its report in August this year, the Commission is likely to seek extension till October.
The reports of Seventh Pay Commission will be implicated from April next year as Finance Minister Arun Jaitley said in the Parliament on February 27, “The 7th Pay Commission impact may have to be absorbed in 2016-17.”

(a) whether Government proposes to entrust banking related services to the Department of Posts;
(b) whether all post offices in the country would also function as a bank; and
(c) if so, by when this work is likely to be completed?

(a) Yes Sir. The Department of Posts applied to the Reserve Bank of India for issuance of license for setting up of Payments Bank on 30.01.2015.
(b) No Sir. The Government does not propose to convert all post offices in the country to function as a bank. However, Department of Posts applied for license for setting up a Payments Bank on 30.01.2015, which may utilize a part of existing resources /infrastructure of the Department.
(c) Date of completion of the above work will be depended on the decision of the Reserve Bank of India.

Aadhar Linked Digital Locker
Digital Locker is one of the key initiatives under the Digital India Programme. A beta version of the same has been released on 10.02.2015 by the Department of Electronics and Information Technology (DeitY), Government of India. Digital Locker is aimed at minimising the usage of physical documents and enable sharing of e-documents across agencies. The sharing of the e-documents will be done through registered repositories thereby ensuring the authenticity of the documents online. Residents can also upload their own electronic documents and digitally sign them using the e-sign facility. These digitally signed documents can be shared with Government organisations or other entities.
This information was given by the Minister of Communication and Information Technology Shri Ravi Shankar Prasad in Lok Sabha today.

7th Pay Commission : Highlights of the demands of Central Government Employees to 7th CPC

Union Budget 2015: Postal Department to use its vast network for proposed Payment Bank
NEW DELHI: Finance Minister Arun Jaitley today said the Postal Department will utilise the services of its vast network for the proposed Payment Bank.
"Government proposes to utilise vast postal network with nearly 1.55 lakh points of presence across villages of the country.
"I hope postal department will bring the proposed Payment Bank venture successfully so that it can contribute in Pradhan Mantri Jan Dhan Yojana," Jaitley said while presenting the Budget for 2015 in Parliament.
The postal offices will function as payment banks, he added.

Finance ministry fears that its revenue will be affected in 2016-17 as it has to absorb new pay panel recommendations
New Delhi: After the recommendations of the Fourteenth Finance Commission (FFC) forced the government to reduce its plan expenditure in the 2015-16 budget, the Union finance ministry fears its revenues will remain constrained in 2016-17 as well since it has to absorb the recommendations of the Seventh Pay Commission (SPC) in that year.
The Seventh Pay Commission will submit its report by October 2015.
“The 7th Pay Commission impact may have to be absorbed in 2016-17. The phase of consolidation, extended by one year, will also be spanning out in this period. Thus, in the medium-term framework, the fiscal position will continue to be stressed,” the finance ministry said in the macroeconomic framework statement laid before Parliament along with the budget on Saturday.
Provision for 7th Pay Commission in Budget 2015-16
The Budget is also gravely silent on fund allocations for the Seventh Pay Commission award, due for implementation in 2016. The budgetary documents are stressing upon likely burden from the report of the 7th Pay Commission. However the funds are allocated for Commission'ss establishment. 23. I want to underscore that my government still remains firm on achieving the medium term target of 3% of GDP. But that journey has to take account of the need to increase public investment. The total additional public investment over and above the RE is planned to be `1.25 lakh crore out of which `70,000 crore would be capital expenditure from budgetary outlays. We also have to take into account the drastically reduced fiscal space; uncertainties that implementation of GST will create; and the likely burden from the report of the 7th Pay Commission. Rushing into, or insisting on, a pre-set time-table for fiscal consolidation pro-cyclically would, in my opinion, not be pro-growth. With the economy improving, the pressure for accelerated fiscal consolidation too has decreased. In these circumstances, I will complete the journey to a fiscal deficit of 3% in 3 years, rather than the two years envisaged previously. Thus, for the next three years, my targets are: 3.9%, for 2015-16; 3.5% for 2016-17; and, 3.0% for 2017-18. The additional fiscal space will go towards funding infrastructure investment.

Bank unions want FM to step in to resolve wage hike
Days ahead of a proposed strike by PSU banks' employee unions, a top union leader today sought the intervention of Finance Minister Arun Jaitley to resolve the over two-year-old wage hike issue.
Public sector bank employee unions have threatened to go on a nationwide four-day strike beginning February 25 over the wage hike issue.
C H Venkatachalam, General Secretary of All-India Bank Employees Association (AIBEA), said Jaitley should intervene immediately to settle the long-pending issue.

PATCH 10 FOR SANCHAY POST 7.5 : Sukanya Samruddhi Account (SSA)
Prerequisite:
1. Ensure that Backup of all databases relating to Sanchay Post are taken and stored in external storage devices.
2. Ensure that Sanchay Post Version 7.5 and all the patches related to it (in the same order given below) have been installed in the system.

If not installed please install the above patches in the same order
3. DO NOT RUN UpgradeDB / UpgradeDB PPF RD / KVP_Tool again. (As your POST DB is upgraded already at the time of installation of Sanchay Post 7.5/ Service Pack 1/ Patch 8 respectively)
4. Sanchay Post Version 7.0 should not be available in the system.
Note : Patch 10 should be installed in server and all client machines.
“SSA-Upgrade” should be executed only once in SERVER. It shouldn’t be run in client machines.

SB Order 02/2015 : Introduction of new scheme "Sukanya Samriddhi Account" under Small Savings Scheme from 22.01.2015.
Sukanya Samruddhi Account
Under the scheme, the account can be opened from the birth of the girl child till she attains the age of 10. A girl child who attained the age of 10 years, one year prior to notification, will also be eligible. The account can be opened by an amount of Rs 1,000 and in a financial year investment ceiling is Rs 1.5 lakh. The child can close the account earliest at the age of 21 years with option of keeping the account till marriage.
Introduction of Sukanya Samriddhi Account from 22.01.2015.
SB Order No.2/2015 has been released regarding Introduction of Sukanya Samriddhi Account (SSA) by Ministry Of Finance (DEA). This scheme is being launched by Hon'ble Prime Minister on 22nd January 2015 afternoon.
Patch from Sanchay Post will be available in DMCC website by end of day today which needs to be downloaded and deployed in all Sanchay Post offices. Solution for post offices on CBS platform is being tested and will be deployed by Tomorrow.
If any customer comes to any post office for opening of account under SSA will be attended to by the Post Offices from tomorrow onward, Account will be opened with Rs.1000/- and Passbook will be given to him/her. Birth certificate of the Girl child will be obtained from the Guardian alongwith Account Opening Form and Identity as well as Address Proof of the Guardian.

7th Pay Commission : Highlights of the demands of Central Government Employees to 7CPC
1. Pay scales are calculated on the basis of pay drawn pay in pay band + GP + 100% DA by employee as on 01-01-2014.
2. 7th CPC report should be implemented w.e.f. 01-01-2014.
3. Scrap New Pension Scheme and cover all employees under Old Pension and Family Pension Scheme.
4. JCM has proposed minimum wage for MTS (Skilled) Rs.26,000 p.m.
5. Ratio of minimum and maximum wage should be 1:8.
6. General formula for determination of pay scale based on minimum living wage demanded for MTS is pay in PB+GP x 3.7
7. Annual rate of increment @ 5% of the pay.
8. Fixation of pay on promotion = 2 increments and difference of pay between present and promotional posts (minimum Rs.3000).
9. The pay structure demanded is as under:-
TRANSFER IN BETWEEN POST OFFICE CBS TO CBS : FINACLE
Menu : Transfer And Verify
HACXFSOL - Account Transfer between SOL
- Customer will visit the home branch and submit the request for PPF transfer of his PPF account from his branch to another CBS branch.
- Maker will validate the PPF account details and then invoke HACXFSOL (Transfer Menu between CBS Sol’) menu and choose option “T-Transfer” and click Go button.
- Maker will then fill in the following details such as account number, Target sol id (To Sol (CBS Branch) where the account is going to be transferred) and press the submit button.
- System will do all basic validation on the account during this process such as Pending transaction on the account not authorized includes teller transaction, clearing transaction, standing instruction, account related transaction etc. This error message will be shown on the report.
- Maker can invoke HPR menu and see all the details and authorize all the transaction which are pending for the account. Once all pending transaction are verified, Maker will again reinitiate the process of transfer by invoking the menu HACXFSOL.
- A transfer request number will be generated on submitting the request. Maker user will see HPR report and check there are no pending transaction for the account. If the report has no pending transaction for the account. Maker can submit to verifier for authorization.
- Verifier can check all details such as account number, from branch, to branch and verify the transfer request through the menu HACXFSOL menu (V-Verify option).
- On press of verify button, the account get transferred from the CBS home branch to CBS branch as requested by customer.
- Customer can visit the new CBS branch where he has requested for the account and collect the passbook and operate the account.
- PPF Account number remains the same, as the transfer happens between the CBS branches.
- There will not be any interest application during account transfer.
- It was discussed that account can be transferred by the SOL also where the customer wants transfer. That process also needs to be shown here.
The Same Menu have to Invoke by Supervisor and Verify the Same.
