Official amendments to the Pension Fund Regulatory and Development Authority Bill, 2011

   The Union Cabinet today approved the introduction of certain official amendments to the Pension Fund Regulatory and Development Authority Bill, 2011. These official amendments have been necessitated in view of the recommendations of the Standing Committee on Finance which has examined the Bill. Based on the recommendations of the Standing Committee on Finance, the Government has decided to accept the following:

   1. that the subscriber seeking minimum assured returns shall be allowed to opt for investing his funds in such schemes providing minimum assured returns as may be notified by the Authority;

   2. withdrawals not exceeding 25 per cent of the contribution made by subscriber will be permitted from the individual pension account subject to the conditions, such as, purpose, frequency and limits, as may be specified by regulations by the Pension Fund Regulatory Authority and Development Authority (PFRDA)

Minutes of 1st Meeting of All India Postmaster Cadre at Mumbai on 01.10.12



MINUTES OF I st MEETING OF ALL INDIA MEET OF POSTMASTERS IN INDIA POST HELD AT MUMBAI ON 01.10.2012 AT RUSHI MEHTA HALL, MUMBAI CENTRAL, MUMBAI TO DISCUSS ABOUT THE PRESENT POSTION OF POSTMASTER CADRE AND TO FORM A NON FERDERATED ASSOCIATION FOR THE POSTMASTER CADRE CENTRALLY AT ALL INDIA LEVEL.


A meeting was held on 01st October, 2012 at 9:30 AM  AT RUSHI MEHTA HALLMumbai.  


The objective of the meeting was to review the present plight position of the postmaster cadre introduced by the India Post and to form a non federated association for the Postmaster cadre to take up the genuine issues to the Directorate for the carrier progression of the cadre.


 All the delegates are welcomed by the Reception committee member  Shri. Mahesh Paratkar,Postmaster Ambewadi and Smt.Kazi,Postmaster, BARC PO Mumbai.


 The meeting started after the delicious break- fast and tea.


Shri. Anirudha Kamtekar started the programme with prayer followed by the lighting of lamp by the dignitary on the stage. All the Postmasters are welcomed by Shri. Rajiv Huilgol Postmaster Grade I Dombivili I A Post office, Thane central Division, Mumbai Region.  

The extracts of the welcome speech is “It all started as a dream. The All India Meet of Post masters of India post is an envisioned the dream of establishing active association for our own concern; This would mould and guide future carrier progression of Post Master Cadre and safe guard and guide to the generations of enlightened minds.


We would like to extend our gratitude and thanks to all the role players that have made it possible for the dream to become a reality. Today marks this occasion - the Opening and Commencement Ceremony of unveiling of our all India Association of Postmaster Cadre.


 As said  by Lord Krishna  in Bhagavat Gita  if you do n’t fight for what you want,


 Do not cry for what u lost .


I am seeing the national integrity over here. We are all from various circles, regions, offices speaking various languages but gathered here for a good cause to protect the carrier progression of the postmaster cadre.  I welcome all the delegates and the visitors from the AP,Bihar..........circle Postmasters. This is our first meeting of this kind.


You are all most welcome to this first ever meeting of Postmasters of India Post proudly hosted by the Maharashtra Circle. We in the Maharashtra especially in Mumbai believe the Unity and acceptance of the things as it is and try to improvise the same for the mankind. In the same way we have accepted the challenge from all nook and corner and decided to put the front step to call a meet of Postmasters from all India.  I hope you enjoy the rest of the program and thank you for sharing this special event with us.

Shri. Ganesh Sable convenor of the all India Meet took the charge of addressing the gathering and asked the Postmasters from the various circles to come on the stage...accordingly all the circle representatives from the Postal circle were decorated the stage the uploaded Photo will explain more about the stage secne. Shri.Ganesh Sable, requested Smt. Savithri Venkatesan Postmaster Grade II Kalyan RSPO to be as Chiarman.


All the Postmasters are issued the documents of purpose of holding the meeting and the need of forming one non federated association for the welfare of the Postmaster cadre.


The Constitution and bye laws of the Association was unveiled and handed over to all the Circle representatives for to point out any corrections or the left of omissions.


All the Postmasters presented their opinion with their effective speech. Some of them are :


1.    The span of promotion period should be reduced.


2.    The Higher authorities should consult with the front line leader, the Postmaster as and when any discussions taken on the business development or introduction of any new schemes and fixing of targets.


3.    Administrative and financial powers should be given to Postmaster to run the office smoothly for the purpose the cadre is created.


4.    As the Postmaster cadre official is taking highest responsibility in the operative unit they should be compensated with Postmaster allowance of 30% and their Grade Pay shold be 4200/


5.    They should be allowed to appear for the limited departmental examinations for promotion to IPs and Gr B.


6.    Also one important suggestion was given by one Postmaster that where the PMs are lack behind to the IPs?  So we should ask the department to fix the pay as per the IP cadre to the Postmaster Grade I and instead of asking for the permission to appear for the IP exam we should ask only for the Gr B exam.


7.    The Adhoc promotion should be allowed as in the case of almost all the cadre in the central government department also in other cadres in the India post


8.    The meaning of the creation of this cadre is ignored by the department and the incumbent on the posts are also deprived from the due rights and benefit.


9.    Where ever the local problems/crisis arises in any division, regions and circle to establish the lethargic condition of the department relevant rules and the laws should be applied. as per the requirement.


10.  The Post offices identified in some circle are not justified as per the work load. In some circle, all Head Post Offices are identified as Grade I offices where the incumbent is paid Grade Pay of 2800. Where as in Head Post Offices General Line HSGII/I with GP 4200/4600 are manning those offices.


11.   Who will bell the cat? Yes any individual could not do so because we have to obey and respect the rules, laws and orders of the department to maintain the decorum as we are also part of Administration. Soformation of common platform is necessity of the time.


Before the lunch break, a copy of the resolution passed on the above point is printed and circulated to all the postmasters and got signed individually to present those copies to the Directorate.


After that all the circle representatives are given time to select one person for the office bearer of the ad hoc body that is a pre requisite to apply for a separate association for Postmaster cadre in India Post.

The elected members took the oath for to work for the development of the cadre. The consent letter and signed copied of the resolutions so collected are kept in the files. 


The Circle representatives from Andhra Pradesh could not attended the Meet due to some local disturbances. Delegates from MP,UP and Karnataka attended for the meeting but not submitted the consent letters from other postmasters. Also some other circles assured to get the consent letters from remaining Postmasters of their circle. The Postmasters of North-eastern states, HP,Bihar,Assam,J&k, Chatisgharh, Gujrat and Haryana are to submit the consent letters. 

Therefore to make them possible to submit the same it is decided to wait for another 15 days. Also other circles who were submitted the consent letters are not in full. Therefore it is decided to get the consent letters from the remaining postmasters of all the circles before take up the matter with the Directorate.

Grant of Dearness Relief to Central Government pensioners/family pensioners — Revised rate effective from 1.7.2012.


The undersigned is directed to refer to this Department’s OM No.42/13/2012-P&PW(G) dated 4th April, 2012 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 65% to 72% w.e.f. 1st July, 2012.
