INCOME TAX RETURN - DUE DATE EXTENDED


Due to power failure and disturbance of normalcy for this in a large portion of the country, the due date has been extended to 31st August 2012 for the A.Y. 2012-13.

"Central Board of Direct Taxes, in exercise of powers conferred under section 119 of the Income Tax Act, 1961, hereby extends the ‘due date’ of filing of returns of income for the Assessment Year 2012-13 to 31st August 2012 in respect of assesses who are liable to file such returns by 31st July 2012 as per provisions of section 139 of Income Tax Act, 1961."

Bank and Central D.A. may be known exactly tomorrow


The labour bureau is going to announce AICPIN data for June 2012 tomorrow. This figure is necessary to arrive at the exact Dearness Allowance increase for Bank and Central Govt. employees. The state Govt.s also follow the central D.A. pattern.. It was already predicted a rise of 7% D.A. for central staff w.e.f 1st July 2012 by this blog.

Talk with IBA did not deliver result, Banks going on strike on 22 and 23rd August


Talks with IBA regarding various issues took place on 24.07.12 but the IBA failed to provide any commitment, they only insisted about pursuing the Govt. As a result the Unions decided to go with their planned agitation and strike programme. If nothing positive comes out within next 10 days, they will go into warpath again and observe strike on 22nd and 23rd August to press their demands.
Following is the circular published in the ABOC site reproduced here for your perusal.

"As informed earlier, consequent to our strike notice and the conciliation meeting held by the Dy. CLC, there was a bipartite meeting between IBA and UFBU in Mumbai on 24-7-2012.  IBA team was led by Mr. Alok Mishra, Chairman of IBA.  Leaders of all our constituent unions were present in the discussions.

Holding of PA/SA Recruitment 2012-Directorate issued orders.


Directorate has been issued orders for holding of PA/SA recruitment 2012 vide Memo No.A-34012/5/2011-DE dated 13/07/2012.  Some Important dates are placed here under for the information of the blog viewers.

1.Notification will be issued by the Circle Heads and Sale of Applications start from 11/08/2012
2.Last date of sale of application forms is 25/09/2012
3.Last date for submission of the application is 01/10/2012
4. cost of the application is Rs.50/- and fee for examination is Rs.200/-. Fee has to be paid in to UCR/ACG-17 in any of the Post Office. Fee relaxation will be there for Women/PH/SC/ST Candidates.
5.Completed applications has to be sent to Direct Recruitment Cell, New Delhi HO, New Delhi-110001 through Speed Post/Regd.Post only. Applications sent through couriers will not be accepted.
6.Age: between 18 to 27 years for General category candidates, relaxation will be up to 3 years for OBCs and 5 years for SC/ST candidates.
7.Qualification: 10+2 or equivalent passed with 60% marks for OCs, 55% for OBCs and 45% for SC/STs.

CADRE REVIEW

Cadre review is an important aspect of cadre management. It ensures a healthy balance between the functional requirements of an organisation and legitimate career aspirations of its officers. The thrust of such an exercise is on scientific manpower projection and recruitment planning in order to rationalise the cadre structure as also to enhance efficiency, morale and effectiveness of the service/cadre. In terms of the extant guidelines, ideal periodicity of cadre review is once ever y five years .

MACP JOINT COMMITTEE MEETING AND DECISIONS – CONFEDERATION OF CENTRAL GOVERNMENT EMPLOYEES & WORKERS


The joint Committee set up by the National Anomaly Committee to consider the MACP related issues met on 27th July, 2012.  The Staff Side was represented at the meeting by the following comrades:

The report prepared by the sub-committee after three rounds of discussions was reviewed at the meeting.  The points that came up for discussion and the decisions taken are as under:
Grant of MACP in the promotional hierarchy:  The Staff Side pointed out that the ACP which was in vogue till the advent of MACP had been on promotional hierarchy.  In the name of improvement of the scheme, the Government cannot unilaterally change it, especially when the concerned employees do not consider it as advantageous.  They suggested that the employees must be allowed to retain the ACP for the first two promotions and for the third promotion MACP can be extended.  However, the Official Side said that it would not be possible to have any hybrid scheme.  In fact, they added that the 6th CPC had suggested for two career progressions only and that too on grade pay hierarchy.  The govt. had improved upon and therefore it was not possible for them to agree for the suggestion of the Staff Side.  They also stated that the reason for bringing about grade pay hierarchy was to bring about uniformity in the scheme across the Departments as the promotional hierarchy varies from one department to another.  They declined to consider the suggestion for promotional hierarchy based MACP.
