Railway reservation under Tatkal Scheme



Under Tatkal Scheme, tickets are sold only to genuine passengers on production of self attested photocopy of one of the prescribed proofs of identity. While booking Tatkal tickets through internet, the details of the specific proof of identity have to be indicated. The passenger has to carry the same in original during travel. Further, Tatkal scheme has been rationalized and a number of modifications have been made with a view to avoid misuse of Tatkal scheme, which include no refund on cancellation of confirmed Tatkal tickets, non-issue of duplicate Tatkal ticket under normal circumstances, change of timings of opening of booking of Tatkal tickets, etc.

Ajay Maken backs cry for seventh pay panel

New Delhi : With a little over a year to go before the next general election, the demand for a Seventh Pay Commission has started to gather momentum. Union housing and urban poverty alleviation minister Ajay Maken has taken the lead in endorsing the Central government employees' request for setting up of the new pay panel, citing the erosion of real wages due to high inflation since implementation of the Sixth Pay Commission's recommendations.

In a letter addressed to Prime Minister Manmohon Singh, Maken underlined how every pay panel since the Second Pay Commission, barring the Sixth Pay Commission, were set up in the third year of the decade. "We are again in the third year of the ongoing decade and Central government employees are justifiably looking forward to the Seventh Pay Commission," he said.

INDIA POST PLANS TO START POST BANK


NEW DELHI: The Reserve Bank of India having opened the window for new bank licences, the postal department is finalizing the blueprint to set up a bank of its own at your neighbourhood post office, a move that will challenge the dominance of large public sector lenders in smaller towns and rural India.

While the department already has a balance sheet of Rs 6.18 lakh crore, which includes deposits of around 5.5 lakh crore, it is expected to set up a new entity that will function as the bank. Transferring the existing deposit base to the bank or converting the entity into a bank will entail an initial capital base of around Rs 55,000 crore to meet RBI's requirement, which the government will find difficult to provide. So, the proposed bank will start with the minimum capital requirement of Rs 500 crore, said a source familiar with the development.

India Post readies plan to start bank

"This will benefit rural areas enormously. There are nearly 1.55 lakh post offices and no capital cost of building is required. We are connecting post offices. As it is, we are offering savings bank in post offices and this is a natural progression. The matter is under discussion with the finance ministry and RBI," communications and IT minister Kapil Sibal told TOI.

GRANT OF RECOGNITION TO THE ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION

In compliance with order of the Hon’ble High Court of Madras passed on 03.09.2012 in the WA No. 1262 of 2011, the concerned Heads of Circles were asked to review the membership of the Unions/Associations in the SBCO Staff category and furnish the information of membership as on 25.06.2010. As per the revised results, the All India SBCO Employees Association could secure 16.20% membership which is more than the minimum percentage of membership (i.e. 15% membership required for recognition.

2. In the light of above, the competent authority has decided to grant recognition to the All India Postal SBCO Employees Association. With the issue of this communication, the association is entitled to avail the facilities of a recognized association as permissible under the CCS (RSA) Rules,1993.

Govt to launch website for e-postal order by March end


NEW DELHI; A website to help Non-Resident Indians (NRIs) to pay the fee for filing RTI applications through e-postal order is all set to be launched by this month end. 

The website will have an option for NRIs to pay the fee of Rs 10 via credit or debit cards to the government while exercising their Right to Information, official sources said. 

The Department of Personnel and Training, which act as a nodal agency for the implementation of the RTI Act, has worked out all the modalities along with the Department of Posts for the purpose, they said. The facility, which is likely to be made online by this month end, will also be extended for citizens living across the country, the sources said. 

The DoPT has already floated a tender for an RTI call centre and website project which will help an applicant to file applications online under the transparency law and receive the response.

Budget for 2013-14 presented in the Lok Sabha Thursday by Finance Minister P. Chidambaram. Few highlights are as under:

* No plans to revise direct tax rates * Surcharge of 10% on Rs 1 crore plus income earners.
* Rs 532 crore to make post offices part of core banking. 
* PSU banks to have ATMs at all their branches by March 31, 2014. 
* Rs 80,194 crore allocation for Ministry of Rural Development in 2013-14. About Rs 33,000 crore for MGNREGA.
* TDS of 1% on land deals over Rs 50 lakh, agricultural land exempted. 
* Commodity transaction tax introduced.

Restriction on Issue of Cheques from Saving Bank Accounts


Reserve Bank of India (RBI) has issued a Master Circular dated 02.07.2012 on ‘Customer Service in Banks’ which, inter-alia, provides that banks may issue cheque books with larger number of leaves (20 or 25) if a customer demands the same and also ensure that adequate stocks of such cheque books (20 / 25 leaves) are maintained with all the branches to meet the requirements of the customers.


This was stated by the Minister of State for Finance, Shri Namo Narian Meena in a written reply to a question in the Rajya Sabha today.

Negative List Updation Patch



The file 'NL_20130131.exe' should be copied to DBAnalyzer folder and executed after completion of day's transactions. This will update the negative list upto 31/01/2013  in Sanchay Post.

In addition to Negative List, updations relating to PINCODE details are also done in the database. Hence, execution of this patch will take longer than the usual updation time. System Administrators should ensure that the server is not switched off till successful execution of the patch.


Note:
This patch file updates the negative list available in Sanchay Post software. To confirm updation, use the "Database Discrepancies >> NSC >> Details of Negative List Updation" option available in DBAnalyzer software.

Budget 2013: Home loan borrowers allowed additional deduction of Rs 1 lakh


NEW DELHI: In a move that will bring cheer to many prospective home-owners, Finance MinisterP Chidambaram announced incentives for home loan borrowers in his budget 2013 speech.

Chidamabram said that any person taking a first time home loan up to Rs 25 lakh during the financial year 2013-14 will be allowed an additional tax deduction of interest of up to Rs 1 lakh.

Finance Minister said that the move will help promote affordable housing and also provide employment to many in the construction sector.

Chidambaram started his speech by reiterating the resolve of his government to cut expenditure and bring the Current Account Deficit back on track. He also pointed out how India is still the third fastest growing economy amongst the bigger countries.

As the speech progressed, the FM went on to reiterate UPA's pet goal of inclusive development. he subsequently announced many schemes & allocations for SC, ST, women, differently-abled and other schemes such as Sarv Shiksha Abhiyan & provided additional allocation for the food security plan.

Presenting his eighth Union Budget, Finance Minister P Chidambaram in his budget 2013 speech gave emphasis to the need for 'inclusive growth'. The budget will focus on higher growth and financial inclusion, he said.

"Many people will be left behind if we do not pay attention to growth," he said. Chidambaram said that any growth should also be sustainable.

Chidambaram acknowledged that the room for a fiscal stimulus is constrained and that deficit levels are high.

Directorate vide letter No. 1-39/2009-Trg. dated 18.02.2013 has issued the following schedule to all PTCs for imparting Induction Training to the 189 departmental Inspector Posts candidates declared successful in the IP Examination held on 13th and 14th October 2012. The postal department plans to enter the banking business with the Reserve Bank of India deciding to grant new bank licences to entities with credible track-record.

Consultant appointed

Sources said the Department of Posts, which has a strong foot print in rural areas, has appointed Ernst and Young (E&Y) as the consultant for the proposed ‘Post Bank’

“Ernst and Young is expected to submit a detailed project report by April, after which all the necessary measures will be taken up to apply for banking licence,” a source at the Ministry of Communications and Information Technology told PTI.

The sources added that the Department of Post (DoP) might need Cabinet approval for setting up Post Bank of India.

Of the 1.55 lakh post offices in the country, around 24,000 district offices may be ready to offer banking services in the next two years.

The DoP is in process of setting up 1,000 ATMs.

“Post Bank shall not only take care of the banking needs of the rural poor but shall also converge with micro-insurance and micro-remittance services of the DoP,” the source said.

As per data shared with Parliament, there were over 26 crore operational small savings accounts in post offices as on March 31, 2012, having deposits worth Rs.1.9 lakh crore.
