AIAPS CHQ letter Submitted to the Postal Directorate on Postmaster cadre merger related pending issues
The following instructions/orders awaited from the Postal Directorate after Postmaster cadre merger.
1. HSG I NFG promotion to all HSG I officials after completion of 2 years of HSG I service
2. Posting of erstwhile PM cadre officials in General Line Posts
3. Conducting review DPCs for the period where DPCs were not conducted at Postal Circles
4. Lifting the status-quo order to 10% HSG I NFG immediate promotion to eligible HSG I officials.
5. Identifying PM Grade I posts as HSG II posts and PM Grade II/III posts as HSG I posts
6. One time service condition relaxation to all General line supervisors
So AIAPS General Secretary has met respected Member P and Directorate authorities as per the instructions of honorable DG Posts madam on 15.10.2019 and 16.10.2019.
Outcome of that meeting was communicated to the DG Posts madam with detailed representation as below

FREQUENTLY ASKED QUESTIONS (FAQS) ON THE POLICY OF RESERVATION TO SCs, STs AND OBCs
Q1. What is the policy of the Government on reservation for SCs, STs and OBCs?
Ans: Reservation to the SCs. STs and OBCs in case of direct recruitment on all India basis by open competition is given at the rate of 15%. 7.5% and 27% respectively. In case of direct recruitment on all India basis otherwise than by open competition. reservation for SCS, STs and OBCs is 16.66%. 7.5% and 25.84% respectively. In case of direct recruitment to Group C and D posts which normally attract candidates from a locality or a region, percentage of reservation for SCs/STS is generally fixed in proportion to the population of SCs and STs in the respective States/UTs. For OBCs it is fixed keeping in view the proportion of their population in the concerned State/UT and the fact that total reservation for SCs/STs/OBCs remains within the limit of 50% and reservation for OBCs remains within the limit of 27%.

It is officially declared that All India conference of AIAPS will be held at Bidar, Karnataka circle from 18.09.2019 (wednesday) to 20.09.2019(Friday).
Open season will be held on 18.09.2019 0930am at Bidar, Karnataka.
All are requested to attend our grand all india conference with maximum numbers.
Circle secretaries and CHQ office bearers are requested to attend one day before sharply on 17.09.2019 2000hrs to discussion.
This time Karnataka circle is hosting conference. So Karnataka circle is requested to take charge of convening the meeting and further arrangements please.

Subject: Framing a Transfer Policy in all cadres-regarding
The undersigned is directed to refer to the OMs of even number dated 13th June, 2014, and 31th July, 2014 wherein all the Ministries/Departments were requested to (i) prescribe Minimum Tenure, (ii) set up a mechanism akin to Civil Services Board for recommending transfer, and (iii) place in public domain the transfer policy.
Revised financial power of the divisional head to DO/SDO/HO/SO/BO
Recently Department of Post has released the Financial Power of the Division Head in a schedule III. There that mention that A Divisional Head can spend up to 5000/- rupees each BO annually.
(d) May purchase furniture and fittings for offices, including tiffin rooms, rest rooms, holiday homes, inspection rooms/quarters etc.

Non Payment of RPLI Incentive to the GDS Officials in Various Circle [Directorate PLI]
with reference to the subject cited above, All India Gramin Dak Sevaks Union (AIGDSU) had submitted that the RPLI Commission has not been paid to GDS in many circles and are pending for more than 1 year. In this connection, it is requested to kindly intimate till which period incentives have been paid to GDS in the following format and action may be taken to clear the incentive payment to GDS at the earliest.

CABINET APPROVES PROMULGATION OF AADHAAR AND OTHER LAWS (AMENDMENT) ORDINANCE, 2019
The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the promulgation of an Ordinance to make amendments to the Aadhaar Act 2016, Prevention of Money Laundering Act 2005 & Indian Telegraph Act 1885. The amendments proposed are the same as those contained in the Bill passed by the Lok Sabha on 4th January 2019.
