All India Association of Postal Supervisors (AIAPS), 20th All India Biennial Conference was held at kodaikanal from 09.08.2017 to 11.08.2017

Dear Brothers and Sisters,

     20th Biennial All India Conference was held successfully at Dream Land Hotel - Kodaikanal (TN) with the chairmanship of Shri.K.T.Sheshadri, All India President, Postmaster Grade II (retd), Saidapet S.O for the various agendas including the new CHQ office bearers election.

        From various circle 140 members were attended and graced the occasion. Various topics were discussed and mainly Postmaster cadre issues were discussed in detail and to the depth. Various resolutions were passed and shall be published in this blog shortly.

     The following new CHQ office bearers were elected unanimously, Shri. Manoj Bhardwaj was elevated to All India President Post and from the Postmaster cadre, Shri. K. Kalimuthu, was elected as the General Secretary to represent the Postmaster cadre issues in depth and as well as Supervisory cadre issues.

Two Legends of AIAPS were retired on Superannuation on 31.07.2017 A/N

Dear Postmasters and Supervisors,

              Shri. K.T.Sheshadri, All India President of AIAPS was retired on 31.07.2017 A/N and farewell function was held at Saidapet Post office.

              Shri. K. Ayyavoo, Circle Secretary-TN and AGS of AIAPS was retired on the same day on 31.07.2017 and farewell function was held at Triplicane Postoffice. 

             It is definitely a happy moment to relieve from service of the esteemed department on superannuation and the equivalent quantity of sorrow also to the members of All India Association of Postal Supervisors.

              We will miss you both dear brothers and we are requesting your service to the needy may kindly be continued all along your days.

Grant of Extra Work Allowance : Decision of 7th CPC

Over 4.2 lakh posts vacant in central government departments: MoS PMO

NEW DELHI: Over 4.2 lakh posts are vacant in various central government departments, Minister of State for Personnel Jitendra Singh informed the Rajya Sabha today. 

Out of the total sanctioned strength of 36,49,468, the number of vacant posts in various ministries and departments is 4,20,547, he said.

Income Tax Department pushes additional cases of High Cash Deposits in Second Phase of Operation Clean Money. 

The Income Tax Department (ITD) has used information received under the Statement of Financial Transactions (SFT) to identify 5.56 lakh new persons in the second phase of “Operation Clean Money” (OCM). These are persons whose tax profiles were found to be inconsistent with the cash deposits made by them during the demonetization period. Another 1.04 lakh persons who did not disclose all bank accounts during e-verification in the first phase of OCM have also been identified. In the first phase, 17.92 Lakh persons had been identified for e-verification of large cash deposits, of which 9.72 Lakh people had submitted online response.

Subject:- Modified Assured Career Progression Scheme for the Central Government Employees – Clarification regarding.

The undersigned is directed to invite reference to the Para 4 of Annexure-I of the Modified Assured Career Progression Scheme issued vide the Department of Personnel and Training Office Memorandum No.35034/3/2008-Estt.(D) dated May 19, 2009 providing that benefit of pay fixation available at the time of regular promotion shall also be allowed at the time of financial upgradation under the Scheme. Therefore, the pay shall be raised by 3% of the total pay in the pay band and the grade pay drawn before such upgradation. There shall, however, be no further fixation of pay at the time of regular promotion if it is in the same grade pay as granted under MACPS. However, at the time of actual promotion if it happens to be in a post carrying higher grade pay than what is available under MACPS, no pay fixation would be available and only difference of grade pay would be made available.

        Vide above Reference 2, huge task is under process in the mode of cadre restructure and vide above reference 2 of the Postal Directorate, Entire PA establishment 100089 PA posts were reduced drastically to 69996 PA posts and remaining posts were upgraded as supervisory posts w.e.f., 27.05.2016. All postal circles were directed to initiate immediate action for cadre restructure and to send the compliance report at the earliest on 27.05.2016 itself.

AIAPS(TN) is not participating in the proposed strike dated 13.07.2017

It seems that No Quarters allowance was not at all put forth to the purview of 7th CPC, resulting no recommendation was made to retain the NQSA.

The only distinct gain of Postmasters are also vanished.

In this regard, all are request to send your opinion to the below order of the M.o.F to submit our proposal to restore the NQSA.

Air Travel is allowed for Central Government employees from Level 6 and above


Now the Air Travel is allowed for Central Government employees those who are in Level 6 (Pre Revised Rs.4200 Grade Pay) and above. It is Good News for those who are in Level 6 to 8, as the Travel entitlement for them so far is AC II by Train only. Now the are entitled to Travel By Air in Economy Class

The Central Government published Gazette Notification for 7th CPC Allowances on 6th July 2017. The 7th CPC has recommended that 53 allowances be abolished and 37 be subsumed in an existing or a newly proposed allowances. But the Government has decided to retain 12 Allowances from that 53 Allowances and allowed 3 Allowances to continue as separate allowance from these 37 Allowances recommended to be subsumed. Finally the Committee on Allowances and ECoS after the discussion with stakeholders, recommended to Modify 34 Allowances [See the List of 34 Allowances and Modifications]

SpeedNet 4.5.1 Flush data error solution


Please do the following and check the issue under reference:
  1. Run the attached script file using Meghdoot ScriptTool.exe after taking full backup of POSPCCBACKUP database.
  2. Check the log file. If any error like “Timeout expired” is noticed, then try to re-run the script file again till it get successfully executed.
  3. If no error noticed, then do Flush Data and check.

A analysis of comparison of the transport allowances of 6th CPC and 7th CPC

With reference to the 6th CPC orders issued vide letter number 21(2)/2008-E.II (B) dated 28th August 2008 and7th CPC orders issued vide letter number No 21/5/2017-E(B) dated: 7th July 2017 issued by the Ministry of Finance, the Department of Expenditure. A analysis of comparison of the transport allowances of 6th CPC and 7th CPC was made, it is found that the Employees those who were in 1800 GP and 1900 GP as per 6th CPC and pay in the pay band equivalent to Rs.7440 and above are losing considerable amount on switching over to 7th CPC transport allowances , Hence the issue may please be taken up at the earliest. A study is made and computed as below.

The issue of transport allowances for field officials should be taken up , presently the field officials who are proceeding on tour on official work are denied the transport allowances if they are absent for whole month from CHQ , should also be provided with transport allowances as there are performing the Government duty.

India has put in place a comprehensive policy on promoting bureaucrats that goes way beyond the annual confidential report and takes into consideration factors such as integrity, reputation and ability to work hard. 

This is the first time that officers are being assessed on such parameters before being promoted as secretaries or additional secretaries, senior officials told ET, describing the initiative as one of the most important administrative reforms at the Centre. 

A group of five retired secretaries picked by the Prime Minister's Office in 2014, after the Narendra Modi government took office, shaped the policy which evaluates bureaucrats on seven parameters including leadership, effectiveness in delivery, domain understanding and administrative skills.
