The Central Government’s decision on recommendations of the 7th Central Pay Commission (CPC) on Allowances published in Gazette of India yesterday i.e. 6th July, 2017; All allowances are given effect from 1st July 2017; Concerned Ministries advised to issue their Orders on Allowances governed by them immediately so that the revised rates of allowances get reflected in the current month's Salary Bills of the Government employees.

New era begins at Trichy region Tamilnadu - One of the past administrative powers to the LSG supervisors and postmasters are restored again by the efforts of AIAPS!!!
Dear Postmasters and Supervisors,
As per the directorate guidelines, except town sub offices, all the other LSG line and Postmaster cadre offices are having the administrative powers like appointing authority to GDS officials and sub appointing authority powers to MTS/ Postmen officials under their unit. Except town sub offices, other LSG/PM cadre officials can write APAR, CR, PF and can sanction leave to Postmen, MTS and GDS officials of their offices.
But recent past, because of the acute shortage in LSG cadre, such administrative work are handed over to the sub divisional heads.
Now cadre restructure is implemented and many of the offices including 'C' class offices are upgraded as LSG offices.
By utilising this opportuniy and for existing Postmaster cadre officials, because of the continous efforts of the AIAPS- Trichy regional secretary Shri. R. Rajendran Postmaster Grade I, Anaikaranchathiram LSG S.O, now once again administrative powers are restored to LSG line and Postmaster cadre line offices as per the directorate orders.
Because of such PMG Central region orders, here after all the LSG line and Postmaster cadre officials (including B class and C class offices!!!) can act as disciplinary authority to their unit postman, MTS and GDS. All the divisional heads under central region are requested to implement the orders. Our sincere thanks to the PMG and DPS of Central Region.
LSG line and Postmaster cadre line officials are once again vested with administrative powers like APAR, PF maintenance, Leave sanctioning, CR maintenance to their office Postmen, MTS and GDS staffs.
AIAPS congratulates Shri.R.Rajendran Regional Secretary AIAPS for their splendid act to restore the past glory to the supervisory officials. It is definitely a game changer in the history of DOP. Operative cadre is also started to get their nourishment.
In addition to that, RO plant and executive chairs and furnitures are also obtained to all the Postmaster Cadre offices.

Kind appeal to all the postmasters and supervisors!!!
Dear Postmasters and Supervisors,

This Ministry is in process of reviewing the instructions relating to purchase of notebook/laptop etc. issued vide OM 08(64)/2016-E.II(A) dt. 27/09/2016 and the provision of computer at the residence of officers issued vide OM No. 7(4)/E.Coord/2011 dt. 10/01/2012
Highlights on Children Education Allowances (CEA)

(i) Rate of Children Education Allowance (CEA) has been increased from ₹1500 per month / child (max. 2) to ₹2250 per month / child (max.2). Hostel Subsidy will also go up from ₹4500 per month to ₹6750 per month.

7th CPC HRA is a big upset for Central Government Employees
It is really a Shocking News for Central government Employees that 7th CPC HRA is not increased and retained the recommendation of 7th CPC on House rent Allowances with slight modifications. The date of effect of Allowances is another shock for CG Staffs.
The 7th CPC has recommended 24% , 16% and 8% for X, Y and Z cities. The Federations expressed their anguish over the Recommendation of HRA and other Allowances,Then Government Constituted a Committee to Examine the Allowances. After the Long wait, now the Government approved the same rates of House rent allowance which 7th CPC Recommended. It is really a big upset for Central government Employees. If the Government decided to approve the same rates , it should have been implemented with effect from 1st July 2016 instead of 1st July 2017. After 12 months wait the Government has decided to implement the Allowances without any Hike with effect from 1st July 2017 . It is tough decision to accept by Cg Staffs.
Enhanced HRA benefit only 15 Slabs for lower levels
HRA is currently paid @ 30% for X (population of 50 lakh & above), 20% for Y (5 to 50 lakh) and 10% for Z (below 5 lakh) category of cities. 7th CPC has recommended reduction in the existing rates to 24% for X, 16% for Y and 8% for Z category of cities.
As the HRA at the reduced rates may not be sufficient for employees falling in lower pay bracket, it has been decided that HRA shall not be less than ₹5400, ₹3600 and ₹1800 for X, Y and Z category of cities respectively. This floor rate has been calculated @ 30%, 20% and 10% of the minimum pay of ₹18000. This will benefit more than 7.5 lakh employees belonging to Levels 1 to 3.
Government has decided not to abolish 12 of the 53 7th CPC allowances
Government has decided not to abolish 12 of the 53 allowances which were recommended to be abolished by the 7th CPC. The decision to retain these allowances has been taken keeping in view the specific functional requirements of Railways, Posts and Scientific Departments such as Space and Atomic Energy.
It has also been decided that 3 of the 37 allowances recommended to be subsumed by the 7th CPC will continue as separate identities. This has been done on account of the unique nature of these allowances. The rates of these allowances have also been enhanced as per the formula adopted by the 7th CPC.
This will benefit over one lakh employees belonging to specific categories in Railways, Posts, Defence and Scientific Departments.

Cabinet to take final call on higher allowances, HRA on June 28
The Union Cabinet is expected to take final call on proposals related to higher allowances, including HRA (House Rent Allowance), under the 7th Pay Commission, on June 28. The central government employees are likely to get higher allowances as per the 7th Pay Commission from July. However, the central government employees have been demanding arrears on higher allowances, but the government is in no mood to accept this demand. While the salaries of central government employees have been hiked as per the 7th Pay Commission, revised higher allowances haven’t been paid since July last year.
On June 28, the Cabinet would take up the proposals made by the Empowered Committee of Secretaries (E-CoS), which screened the report of the Ashok Lavasa committee on higher allowances under 7th Pay Commission. If media reports are to be believed, the Ashok Lavasa led Committee on Allowances stuck with the 7th Pay Commission’s recommendations on higher allowances. It simply means, there could be no hike in higher allowances. The HRA under the 7thPay Commission is likely to be kept at 27 per cent of the basic pay.

I wish to share the following on the counting the period of Induction and practical training for MACPS in the Department Of Posts. Hitherto the training period has not been taken into account for the grant of promotion under MACPS. On perusal of the rulings on the subject, it seems that the period of training is to be taken into account for MACPS also. Whether this period is included for MACPS in other circles, is not known.

7th Pay Commission: Modi, Jaitley meet to review allowances under Pay Commission
Prime Minister Narendra Modi will meet Finance Minister Arun Jaitley and Finance Secretary Ashok Lavasa today evening to discuss his views on Pay Commission allowances, reported ANI. Jaitley is expected to present the proposals regarding the said allowances before the Union Cabinet for approval sometime soon. He, however, will be out of the country on an official visit to Russia.
Jaitley, who is also looking after the Defence portfolio, will leave for a four-day visit to Russia on June 20. During his trip he will meet the Russian Defence Minister Sergey Shoygu to discuss matters of technical cooperation in the field of defence. He is expected to return by June 24.
