While the government is urging citizens to move towards a cashless economy, country's largest bank State Bank of India has announced revised service charges on online transactions and also for exchanging soiled notes at bank branches.
The charges are effective from Thursday, June 1, 2017, and here are the increased charges you will have to factor in.
1. ATM transactions:
Cash withdrawal from SBI's mobile app, State Bank Buddy, through ATM will now be charged Rs 25 per transaction. No charges will be levied on four ATM transactions in a month. Beyond four transactions, service charges will be levied on Basic Savings Bank Deposit account at Rs 20 plus service tax per transaction on other banks' ATMs and Rs 10 plus service tax per transaction on SBI's own ATMs. Other than that, normal bank accounts, such as the savings bank account, will continue to attract eight free ATM transactions in metros and ten free transactions in non-metros.
7th Pay Commission: Latest Update On Allowances (Including HRA)

The Ashok Lavasa committee, which examined the 7th pay commission's recommendations on allowances, submitted its report to the finance minister on April 27. The committee was headed by Finance Secretary Ashok Lavasa and had Secretaries of Home Affairs, Defence, Health & Family Welfare, Personnel & Training, and Post, and Chairman, Railway Board, as Members, and Joint Secretary (Implementation Cell) as Member Secretary.

Suggestions to the AIAPC CHQ - PS Group B suggestions draft!!!
Dear AIAPC team ...
You have circulated some model draft to send the same to dte as stake holder comments.
But in that letter the following two may kindly be changed.
1. There is no seperate Sr.PM posts for PM cadre to carve out as like carving out PM 1/2/3. LSG/HSG2/ HSG1 and PM 1/2/3 are different so carve out was done. But in the case of Sr.PM there is no separate posts to carve out. After entered in Sr.PM posts, all the IP and PM cadre would come under PS Group B Gradation for the Group A induction as per the RR norms.
2. We should not club Sr.PM RR suggestions, while PS Group B comments were sought. If we asked either 100% Sr.PM or 19% PS Group B, then department may simply say 100% Sr.PM posts provisions will be considered while SrPM RR amendment suggestions. That Sr.PM RR amendment suggestion time, this plea may or may not be considered.
3. So our demand should be that IP cadre are allowed in our 75% Sr.PM LDC exam quota, so in the same way, PM cadre should also be allowed in IP cadre 19% LDC exam quota.

Respected Sir,
With due regard, I wish to submit my comments as a stakeholder as sought for through the Directorate’s letter cited above.
1. As per spirit of the Directorate’s letter no. 9-04/2007-SPG dated 16.03.2017 (copy is enclosed for kind ready reference), the cadre & posts of Sr Postmasters are yet to be filled owing to non-finalization of Recruitment Rules of the PS Group-‘B’. Thus both the Recruitment Rules for PS Group-‘B’ and Sr. Postmaster are inter-related.
2. The 7th CPC vide para 11.8.18 of its report has recommended that eligible officers from Postmasters’ Grade II and Postmasters’ Grade III may also be permitted to appear for LDCE along with Inspector (Posts) for the balance 75 percent of the Sr. Postmasters’ posts.
3. As per clarification vide the Dte’s Letter No 4-17/2008-SPB-II dated 10/02/2011 (Query No 10), “according to the policy of Government, a cadre cannot have multiple channels of promotional avenues”. As per the clarificatory orders, every cadre is water locked and lateral entry to any cadre from outside will violate the policy of the Government.
4. But in this proposed PS Group B amendment, against to the multiple channel norms and against to the existing PS Group B recruitment rules, non-Postal Services Group B hierarchy LSG officials of RMS/SBCO/CO&RO and stenographers were directly allowed in the PS Group B eligibility 6% quota, though they are having their own channel of promotions.
5. In Senior Postmaster Cadre recruitment rules 2010 also, by giving lateral entry to the Inspector (Posts) in the LDCE for Sr. Postmaster in the Department of Posts, Senior Postmaster (Group B Gazetted) Recruitment Rule, 2010, above-mentioned multiple channel policy of the Government (mentioned in para 3 above) has been disregarded as the posts of Sr. Postmaster come in the hierarchy of Postmaster Grade-I, II & III only. But in the case of Senior PM Recruitment rules also, above para 3 clarificatory order was not at all followed and Inspector cadre was also allowed in the 75% LDC exam quota.
6. Thus, separate action towards framing Recruitment Rule for Sr. Postmaster-2010 in addition to PS Group B recruitment rules amendment, disregarding the government policy becomes detrimental to my service interest in the department and I have faced unrecoverable loss of my service carrier.
7. I, therefore, pray before the Hon’ble Directorate to be kind enough in amending Recruitment Rules for the post of Postal Service Group ‘B’ and Department of Posts, Senior Postmaster (Group B Gazetted) Recruitment Rule, 2010 by adopting the following amendments.
(i) Kindly provide necessary provision for 75% promotion to the posts of Sr. Postmaster in the Department of Posts, Senior Postmaster (Group B Gazetted) Recruitment Rule, 2010 from the cadre of Postmaster Grade-I, II & III after 5 years service as per the 7th CPC recommendations.
(ii) After this proposed amendment, the only cadre left without PS Group B opportunity is Postmaster Cadre by mentioned hierarchy and multiple channel norms. We cannot keep restriction norms only to one cadre. So Kindly allow the officers of Postmaster Grade-I, II & III to write LDCE for PS Group-‘B’ along with Inspector Posts making necessary provision in the Department of Posts, Postal Service Group ‘B’ Recruitment (Amendment) Rules, 1993 against their 19% (143 posts). But against to the committee report, in the table column it was mentioned as 22% instead of 19%, it may kindly be corrected. It is pertinent to mention here that Postmaster Cadre, LSG and Inspector cadre are the cadres directly serving in Postal Services operative/administrative posts as appointing authorities to GDS, sub appointing authorities to MTS/Postmen and in addition to that Postal services operative work supervising/inspection. So only these cadres are allowed in the PS Group Recruitment rules 1994 since they are only having ample feeder cadre experiences to appear for the PS Group B exams.(During 1994 Postmaster Cadre was not introduced to place in the eligibility list)
(iii) After LSG posts were enhanced 5 times during the Group C cadre restructures, 6% LDC quota of general line may kindly be not reduced.
(iv) As per the existing PS Group B RR norms, other non-hierarchical cadres like LSG (SBCO/RMS/CO&RO) and stenographers grade I&II may kindly be NOT allowed in this PS Group B amendment and they may kindly be given with their own hierarchical promotional avenues like AAO posts/Supdt Sorting/Supdt (Recruitment) respectively. Stenographers cadre restructure was already completed vide directorate letter no 25-25/2013-P.E.I dated and more than sufficient PS Group B equivalent posts were upgraded to them. For total no of just 529 stenographer II/I posts, they are having huge number of 223 Private secretary posts (Equal to PS Group B pay) and 31 Sr. Private secretary posts(Equal to Sr.Sudpt of POs pay). So within their hierarchical posts, they may kindly be given with separate LDC quota instead of giving PS Group B quota directly without sufficient operative/administrative experiences. For them they may kindly be allowed in PS Group B through seniority after passing Inspector Posts exams as per the existing norms but not as direct entry to the PS Group LDC quota.

Central employees to get revised allowances soon
It is reported from sources that the revised allowances to be presented before cabinet for it's approval likely soon, probably by next week. Cabinet may approve it on Wednesday, the 31st. (If not earlier, of course !)
It is also reported that "Allowance Committee" did not suggest any major change in seventh CPC recommendation. It is going to be retained as 24%, 16% and 8% of new basic pay. Only minor changes, details of which are not available with the sources may be effected in the order.
Regarding date of effect, it is most likely that allowances will be revised with retrospective effect from 01.07.2016.
So, let's keep finger crossed !

Dear Postmasters and supervisors,
Vide No. 9-14/2010-SPG dated at Dak Bhawan, Sansad Marg the 02.05.2017, department had sought comments/suggestions from all the stake holders regarding adding the stenographers, LSG of Sbco, RMS, PA CO/RO officials in the proposed PS Group B recruitment rules.
But those non-hierarchy PS Group B cadres are having their own hierarchy promotions but out of their hierarchy in postal services, they are proposed to directly appear in PS Group B LDC exams against to the existing PS Group B recruitment rules.
After Group C, LSG posts were enhanced 5 times in cadre restructure, it is not logical to add other non hierarchy posts in PS Group B in addition to LSG (PO/DO) cadres.
After this proposed amendments, PM cadre is the only cadre left out without PS Group B exam chances and even without any LDC exam chances where as all the other cadres in DOP are proposed to give with such opportunities.

Postmaster Grade I LDC examinations were NOT conducted by the postal
directorate for various reasons, where as other centralized examination
category like IP exams/PS Group B exam were conducted.
A huge number of
Postmaster Grade I posts became vacant because of not filling up the posts for
the past 3 years. Postal circles are suffering with acute shortage in
Postmaster cadre and those posts have to be managed by the Postal assistants.
Because of that acute shortage is raising in the Postal Assistant cadre also.

Article No 4 - Possible high risks If the Group C Cadre restructure is deferred!!!
Dear Friends,
We are noticing from some blogs that some unions are trying to defer the cadre restructure. But After PA establishment of our department was drastically reduced and converted as Supervisory posts as on 27.05.2016, if cadre restructure was deferred then it may lead to the following threats in our department. This article is published to the awareness of our postal friends.
a.
After
cadre restructure, our department PA establishment 100089 posts was drastically
reduced as 69996 PA posts and remaining posts were upgraded as LSG/HSG-II/HSG-I
posts. After PA posts were upgraded,
those supervisory posts cannot be filled from open market. Now instead of
100089 PA posts, only 69996 PA posts can be recruited from direct/LGO
examinations.
b.
If
LSG/HSG-II/HSG-I posts are not identified and promoted by convening the DPC by
the postal circles, then within the 69996 PA posts, they have to manage
additionally 30000 LSG/HSG-II/HSG-I supervisory posts also. It may create the
immense shortage and chaos in our department. Postal
department may become unmanageable.
c.
More over Para ‘f’ of cadre restructure mandates the postal circle
that the vacancies arising out of the
restructuring WILL be filled up only from the amongst the official who
fulfill the eligibility criteria laid down in the recruitment rules for
the post to serve the exact purpose of cadre
restructuring without managing those posts again by Postal Assistants. So it
is against to the cadre restructure order too to officiate those posts by PA
cadre.

May Day Wishes to All - AIAPS - Tamilnadu 2017 - enrollment campaign results !!!
Dear Postmasters and Supervisors,

1. 7 Divisions were newly formed with AIAPS divisional body, viz., a. Arakkonam, b. Cuddalore, c.Karaikudi, d. Srirangam, e.Tambaram, f.Tuticorin, g.Vridhachalam.
2. Now total AIAPS functioning divisions are 35. All such divisions can get the due formal meetings with their divisional administration to get their legitimate rights.
3. Only left out, western regional body also formed. Now all regions will get bi-monthly meetings and other trade union facilities. Already Four Monthly meeting was given to AIAPS in due course.
4. Nearly 50 new members were joined.
5. Great response to AIAPS that too within 13 months. Hope none other associations formed the 35 divisional bodies within such short span of time.
6. Thanks to each and every one, strived hard for this glory, especially Shri.Chennakesavalu sir, Shri. Rajesh Kanna, Shri. Vicknessh, Shri. Jaiganesh.

One more success to AIAPS(TN) - Postmaster Grade II promotion orders!!!
Without applying the one time relaxation conditions, Postmaster Grade II promotion order was issued to those who have already completed 6 years service as on 01.4.2017. Now as per the cut off date 01.04.2017 and as per the DOPT guidelines, after applying one time relaxation conditions, second list of promotion is expected on regular basis, as per the one time relaxation conditions.

PM Grade II willingness second list !!!
Dear promotion due Postmaster Grade I officers of Tamilnadu Circle....
Please submit willingness/unwilling immediately to speed up the process. During first list also, some divisions not compiled the willingness list, resulting unnecessary delay in PM Grade II postings. Previously it was 21 posts vacant and now because of PM Grade III promotion orders, PM Grade II vacancies are arose to 30 approximately.
So AIAPS suggests to give willingness to the first 30 members as per the reservation list. For remaining persons, giving willingness/unwilling is purely their choice.

AIAPS - Journey of success towards debarred promotion case at Tamilnadu circle!!!
Dear Postmasters of Tamilnadu Circle,
We are very happy to inform you all that, the case of promotion debarment by mentioning the censure and completed punishments is now settled. Because mentioning such censure, and completed punishments, senior officials were unable to get their due promotion for almost three years!!!
We would like to convey our sincere thanks to the honorable CPMG sir, respected DPS(HQ), staff branch and entire circle administration to taste victory in the 3 years pending issue.
Towards this victory, we have almost crossed all the barriers and the following are the important dates and attempts to achieve such huge task.
1. From 2014, Many officials promotion were held up by mentioning completed punishments and even censure.
2. Because of that even after served 10 years in Postmaster Grade I and II cadre (including LSG line service) many officials were unable to get their due promotions.
3. All the aggrieved officials had represented against that and to most of them, administration had replied that their service was not satisfactory.
4. AIAPS had taken that subject as a prime subject of our cadre for the welfare of our PM cadre seniors and submitted a letter on 30.08.2016.
5. We had visited again to the circle office on 26.09.2016 and requested to promote the debarred officials as per the norms.
6. But we had received reply that to just distinguish the good workers and punished workers, their promotions were held up.
7. For that we had discussed elaborately that Postmaster cadre is highly responsible cadre and most of the punishments were not directly indulged by the concerned Postmasters. More over we have conveyed that, who ever and what ever the mistakes done in Postmasters unit, it was directly affecting the Postmasters. Administration and staff side had discussed the rulings regarding that case and explained the staff side part very elaborately on 26.09.2016 and mentioned the circle office 2015 order also which mandated to promote the officials who were awarded with censure and other completed punishments.
8. Administration is assured to settle the case positively on that day.
9. Again on 23.11.2016 AIAPS-team paid a visit to the circle office, reminded and requested about the pending debarment case to the administration.
10. On 19.12.2016, we have represented the letter with detailed officials list, whose promotions were held up.
11. Again on 02.01.2017 AIAPS-team had paid a courtesy visit to the circle office again and requested about the pending debarment issue to the CPMG sir and pressed further because of the monitory loss to our PM cadre members.
12. Because of the continuous efforts made by the AIAPS-TN team and the circle administration's regards on our AIAPS association genuine demands, on 11.04.2017 now debarred officials, promotion order was also released by the circle administration.
13. We are once again much privileged to thank the circle administration towards the responses to our requests and within 8 months of time we had brought the promotion to the debarred officials. We made full stop to the prolonged 3 years waiting of the some senior officials.
14. Promotion order is shared below for the esteemed members knowledge. Some of the debarred officials also got their due promotions.
