INDIA POST BANK TO OPEN DOORS IN MARCH 2017 WITH INFOSYS FINACLE

The post office’s financial services are seen as a viable provider for India’s rural population, of which a majority do not have access to banking.

230 million Indians, however, do hold savings accounts with the Post Office, which has 139,144 locations across rural areas of the country.

7th CPC : Arrears to be paid in one instalment

New Delhi: The central government employees and pensioners will get arrears of the Seventh Pay Commission in one instalment, besides their pay hike.

The Implementation Cell in Finance ministry will submit a report to Finance Minister Arun Jaitley to pay the arrears of the Seventh Pay Commission in one installment.

According to sources, the Implementation Cell in Finance ministry will submit a report to Finance Minister Arun Jaitley on arrears payment of the Seventh Pay Commission in a single installment along with the reviews of whole pay commission report.

The entire concept of ‘arrears of pay’ has shot into the lime light as a result of the recommendations of the Seventh Pay Commission that has been released in November, proposed a 23.55% increase in pay, allowances and pension for 4.8 million central government employees and 5.5 million pensioners, which have resulted in a pay hike of central government employees with a retrospective effect from January 1, 2016.

According to reports,The recommendations of the Seventh Pay Commission are expected to add Rs 73,650 crore or 0.65 percent of the GDP in the first year, to the government’s expenditure. In line with the recommendations of the Commission, the government will pay hike salaries as well as pensions.

Also, the recommendations of the Commission come into effect from 1 January, 2016. They will be implemented from 1 April, 2016. Hence, arrears for the three months of January to March 2016 will also have to be paid. This is likely to amount to Rs 18,412.5 crore (Rs 73,650 divided by four). This pushes up the total extra expenditure due to the recommendations of the Seventh Pay Commission to Rs 92,062.5 crore (Rs 73,650 crore plus Rs 18,412.5 crore).

Committee set up to Review Wage Structure of Gramin Dak Sevaks 

A one man Committee to examine the wage structure, service conditions, etc. of the Gramin Dak Sevaks in the Department of Posts has been constituted by the Government of India.

Shri Kamlesh Chandra, Retired Member of Postal Services Board, will constitute the Committee. The Committee will be assisted by Shri T.Q. Mohammad, a Senior Administrative Grade Officer, who will act as Secretary to the GDS Committee. The Committee will go into the service conditions of Gramin Dak Sevaks and suggest changes as considered necessary. The terms of reference of the Committee will, inter-alia, include the following:-

    a)      To examine the system of Branch Post Offices, engagement conditions and the existing structure of wage and enrolments paid to the Gramin Dak Sevaks and recommend necessary changes;

    b)      To review the existing Services Discharge Benefits Scheme/other social security benefits for the Gramin Dak Sevaks and suggest necessary changes;

Launch Of Post-Terminals For BPMs - Rural ICT Project

Department has launched issue of Post-Terminals (POTD Devices) to BPMs on pilot basis on 28.12.2015 in the states of U.P, Rajasthan and Bihar as part of implementation of RICT ( Rural Information & Communication Technology). 

Key highlights of RICT
  1. Branch Post Masters to be given a hand held device for day-to-day operations
  2. Through the hand held device, BPM will be able to do transactions for Core Banking, Insurance and Mail Operations
  3. Scanning of documents and barcodes through a scanner
  4. Regional language support on the handheld device
  5. Provision of solar panels for battery charging at all Branch office

1. General :
1.      In case of RD deposits accepted through MPKBY agents, two copies of LOT is to be taken from agent. One copy  should be kept in the  office guard file and another copy should be attached with the Pay-in slip and placed at the end of RD voucher bundle.[Point 1.4]

2.      Account opening form or SB – 3 card of  an account which is opened on obtaining KYC documents, at the first time,  need not be sent to SBCO at the time of closure along with the closed voucher. The remarks “SB-3 / AOF retained with KYC documents” should be recorded  on the closed voucher under the signature of ASPM /SPM.   [Point 1.5]

3.      AOF obtained for the subsequently opened accounts should be attached with the closed voucher and sent to SBCO.[Point 1.5]

The union government is set to increase the maternity leave for women employed in private firms from the existing 12 weeks to 26 weeks.

Women and Child Development Minister Maneka Gandhi Monday said the Ministry of Labour has agreed to increase maternity leave to six-and-a-half months. “We had written to the Labour Ministry asking that the maternity leave be extended taking into account the six months of breastfeeding that is required post childbirth. The Labour Ministry has agreed to increase it to six-and-a-half months,” said Maneka.

Discontinue the Practice of Appointing Pay Commissions every 10 years – According to Mathur, this could be avoided if a system of annual salary hikes — as in the private sector — is implemented for government staff as well.

The Centre could discontinue the practice of appointing pay commissions every 10 years to suggest salary revisions for its staff, justice AK Mathur, chairman of the Seventh Central Pay Commission (7th CPC), said. Instead, he said, the government could have a mechanism for annual increment in salaries, taking into account all aspects including the consumer prices. While the dearness allowance offsets the impact of retail inflation on the salaries of government employees, the salary increases are now accorded by way of the pay commission-awarded “fitment” factor and annual increment.

Why implementing the Seventh Pay Commission recommendation is a herculean challenge

Justice Ashok Kumar Mathur, a former Supreme Court judge and chairman of the Seventh Central Pay Commission (CPC), has returned to his home town Jodhpur in Rajasthan after spending two years in Delhi and submitting a 900-page humongous report recommending a hike in pay, allowances and pension for 47 lakh government employees and 52 lakh pensioners.

Even as the government kickstarts the process of implementing the report, something that will cost the exchequer over Rs 1 lakh crore, Mathur nowa-days hears only the disgruntled voices.

He continues to read complaints in newspapers and hears deep anxiety among civil servants over phone calls.

Wage hike in 7th Pay Commission

Comrades ,
The 7th CPC has cheated the 35 lakhs Central Government Employees and 50 lakhs pensioners, by announcing meagre 14.29% wage hike, in actual term of increase for serving employees after deduction of Income tax, enhanced subscription of CGEIS, licence fee, CGHS etc the net increase is actually varies from 1% to 4 % increase.

The similar situation was existing for central Government employees during the 5th CPC , as the 5th CPC had recommended 20% wage hike after strike notice was served then the Third Front Government agreed to provide 40% wage hike, recently the 6th CPC had provided 54% wage hike.This is lowest wage hike by any pay commission.

The Central Government Employees are having 10 years wage revision against the basic principle of 5 years wage revision adopted by all other Government agency such as Banks Employees, PSU employees etc. The bank employees were initially offered around 10% wage hike , after sustained trade union action they got 15% wage hike from with effect from 1st November 2012. Cumulatively it works out to more than 35 % wage hike for 10 years. The AP and Telangana state government employees got recently 40 % wage hike the pay commission of AP had also adopted Dr. Aykroyd formula and 15th ILO norms and fixed at Rs 13,000/- minimum wage as on 1st July 2013 , if we calculate the minimum wage on this basis for the Central Government Employees the minimum wage works out to Rs 25,000/- and fitment formula of 3.57 .

Comrades let us fight united under the NJCA banner to achieve a decent wage hike, the 7th CPC has erred in the calculation of minimum wage for the Central Government Employees it has fixed at Rs 18000/ against the staff side demand of Rs 26,000/-. while calculating the minimum wage as per Dr. Aykroyd formula and 15th ILO norms the 7th CPC has taken wrong prices of the essential items for example the price of one kg of pulses as Rs 97.84 against the market price of Rs 180/- , similarly the price of one kg of rice and wheat as Rs 25.93 against the market price of Rs 50/- & Rs 40, and 7th CPC has modified the Dr. Aykroyd formula and 15th ILO norms. The 7th CPC has taken 125% DA into consideration, at present the DA is likely to cross 125% , the prices of essential commodity including rice and pulses are showing increase in last month and further rise due to floods and draught in many states.

DIFFERENCE BETWEEN NATIONAL PENSION SYSTEM (NPS) AND ATAL PENSION YOJANA (APY)


Recently Central Government launched one more pension scheme called Atal Pension Yojana. So what is the difference between existing National Pension System  (NPS) and Atal Pension Yojana (APY)?

Proposed future of the DOP as projected by AIAPC and handed over to the Directorate

This is for favour of information of all of our friends in Postmaster Cadre that in spite of being an un-recognized association AIAPC not only entered in the office of the 7th Central Pay Commission but also submitted its Memorandum. All of you may have noticed that no any unions / associations found their place in the report of the 7th CPC excepting IP Association who is going to get their demand fulfilled after a long battle for 15 years (approx), but the 7th CPC has given a ‘DISTINCT EMPHASIS’ on the demand of our cadre and recommended the following in its report submitted to the Hon’ble Minister of Finance:

“Accordingly the Commission recommends that while 25 percent of the posts of Senior Post Master may continue to be filled up from Post Master Gr.III through seniority based promotions, eligible officers from the Post Masters’ cadre (Postmaster Gr.II and Postmaster Gr.III) may also be permitted to appear for LDCE along with Inspector (Posts) for the balance 75 percent of the Senior Postmasters’ posts”.
