             7th Pay Commission recently called for information from all the Ministries and issued a format which requires various data about the central government employees working in Ministries / Departments. All the Ministries directed their respective departments to submit the information as required by Seventh central Pay Commission immediately. Many departments told that they have submitted the desired data/information in the prescribed format to seventh pay commission. The central government departments were asked to submit the fallowing information about central government employees.

7TH CPC COMMON MEMORANDUM – AT A GLANCE

Highlights of the Memorandum submitted on issues common to all Central Government employees to Secretary 7th Pay Commission.

JCM NC has also submitted Interim Memorandum on interim relief and Merger of DA.

1.      Pay scales are calculated on the basis of pay drawn pay in pay band + GP + 100% DA by employees as on 01.01.2014.
2.      7th CPC report should be implemented w.e.f. 01-01-2014. In future five year wage revision.
3.   Scrap New Pension Scheme and cover all employees under Old Pension and Family Pension Scheme.
4.   JCM has proposed minimum wage for MTS (Skilled) Rs.26,000 p.m.
5.   Ratio of minimum and maximum wage should be 1:8.
6.   General formula for determination of pay scale based on minimum living wage demanded for MTS is pay in PB+GP x 3.7.
7.   Annual rate of increment @ 5% of the pay.
8.   Fixation of pay on promotion = minimum two increments

Sub: -    Continuing injustice to the Postmaster cadre – request for remedial measures – reg.

By various references the injustice caused to the Postmaster cadre official have been brought to the notice of the Directorate but the results of the actions taken are yet to come. The minds of the affected Postmaster cadre officials are in the burning state and this disappointed category needs and deserves justice on the following issues.

1.       It is happened while calling for volunteers to Postmaster cadre, it was assured to the applicants under initial constitution vide para 4, 5, 6 of the Directorate letter No. DG (P) No. 4-17/2008-SPB II dated 07.02.2011, that the same years as minimum Qualifying service will be adhered for the promotions of Postmaster grade I to Postmaster Grade II and Postmaster III as in the cases of LSG to HSG II and HSG II to HSG I. Many senior HSG II officials opted for PM Grade II are now bypassed by junior HSG II officials remained in the General line by getting HSG I on completion of 3 years of Qualifying Service.

India Post launched new website for Philately

Directorate has launched new website for Philately. www.postagestamps.gov.in All members and track in viewers are once again requested to open philatelic deposit account (PDA) at any philatelic bureau to get new released stamps and stationary at door step by free of cost.

Distance limit on issuing a Tatkal ticket

Minister of State for Railways Shri Manoj Sinha has said that with a view to discourage short distance travel under the Tatkal scheme, the minimum distance for booking tickets under the Tatkal Scheme has been revised as under:-

The festival of Maha Shivratri falls during the year 2015 A.D. on 17th  February, 2015 (28 Magha, 1936 Saka Era, Tuesday). Inadvertently, this was not included in the list at Annexure-II of this Department’s O.M. of  even number dated 6-6-2014, under the heading “List of Restricted Holidays during the year 2015 for Administrative Offices of Central Government Located at Delhi/New Delhi”. The Annexure-II now stands amended to this extent.

Kissan Vikas Patra (KVP) was a very popular instrument among small savers. I plan to reintroduce the instrument to encourage people, who may have banked and unbanked savings to invest in this instrument.

To address the concerns of decline in savings rate and improving returns for small savers, I propose to revitalize small savings.

My Government attaches utmost importance to the welfare of Girl Child. A special small savings instrument to cater to the requirements of educating and marriage of the Girl Child will be introduced. A National Savings Certificate with insurance cover will also be launched to provide additional benefits for the small saver.

In the PPF Scheme, annual ceiling will be enhanced to Rs 1.5 lakh p.a. From Rs 1 lakh at present.

Preamble:
              In INDIAPOST, it is a well known designation that POSTMASTER is dear and near to every common man. Postmaster is the face of Department of Posts shouldering  all the responsibilities in delivering all the schemes and goods to the citizens. The Postmaster cadre officials are the only personnel who can not sit in the back office and designed only to lead the post office wherever they are posted.It deserves a better scale and promotional scopes in the present scenario as narrated below and hope the POSTMASTERS shall be dealt best by 7th CENTRAL PAY COMMISSION.

           1.      Creation of separate Postmaster Cadre in 2010-2011 with Great expectation:
 
This is the first scrutiny by the Pay commission as the  Postmaster Cadre was created after 6 th CPC in Postal Wing in the year 2011-2012 . The following are the version of the Government of India that while introducing the Postmaster Cadre are as follows:

No arrests under anti-dowry law without magistrate’s nod: SC

NEW DELHI: The Supreme Court on Wednesday said women were increasingly using the anti-dowry law to harass in-laws and restrained police from mechanically arresting the husband and his relatives on mere lodging of a complaint under Section 498A of the Indian Penal Code.


Citing very low conviction rate in such cases, it directed the state governments to instruct police "not to automatically arrest when a case under Section 498A of IPC is registered but to satisfy themselves about the necessity for arrest under the parameters (check list) provided under Section 41 of criminal procedure code".

India Post Data Centre; Needs and Benefits

In order to provide 24X7 reliable IT infrastructures for IT Modernisation project, a Data Centre Facility has been setup in Mumbai. Another facility called a Disaster Recovery Center (DRC) will be setup in Mysore to avoid any disruptions in the departmental operations.

A Data Centre is the centralized location from where all the applications to be implemented in the IT Modernisation Project (CBS, PLI, Mail Ops and RICT) will function.

PENDING DEMANDS AND NEW GOVERNMENT

New Central Government under the leadership of Hon’ble Prime Minister Shri. Narendra Modi has taken charge with a clear majority in the Lok Sabha election.  People of the country and the Central Government employees who suffered a lot under the UPA Government, have voted for a change.  Now it is the turn of NDA Government.  Coming days will prove whether the selection made by the voters is correct or not.

               Central Government employees have to take a cautious approach towards the new Government.  As the new Government has just taken over charge and expectations are very high, jumping into any sudden conclusion may not be correct on our part.  We have to give reasonable time to the new government to make its stand clear on the issues agitating the minds of the Central Government employees.  Let us hope that our past experience in the 2000 December 14 days Postal strike when the NDA Government was in power, the support extended by the party leading NDA to the UPA Government for introducing and passing the PFRDA Bill in Parliament, the infamous downsizing order of 2001 issued by the NDA Government which paved way for abolition of thousands of vacant posts in Central Government Departments and refusal to concede any of the main demands of Gramin Dak Sevaks will not be repeated by the new Government.

Now, apply for passports from post offices

  Come July, the city’s residents can apply for passports online from post offices. The Department of Posts, in association with the Regional Passport Office, Chennai, is working out modalities to help customers register passport applications online and is identifying post offices to offer the facility.

Officials of the department said customers could get a printout of the application from the postal employees. Once the applicants submit filled-in forms, the staff will upload the data online. “It is better for applicants to bring necessary documents such as proof of age and residential address. The employees have also been trained to assist applicants in filling up the forms,” said an official.

Staring at computer screens all day ‘changes your eyes’, scientists say

People who spend their working hours staring at a computer screen have changes in their tear fluid typical of those who have been diagnosed with the disease dry eye, according to the results of a new study. 

A particular protein called MUC5AC makes up part of the normally occurring mucus layer, or "tear film", which keeps the eye moist.

However, a study found participants who spent the most time sat in front of a screen had levels of MUC5AC nearing those of people who had been diagnosed with dry eye. 

Central Government is planning to raise the Income Tax exemption slab to Rs. 5 Lakhs

According to information from the Finance Ministry, the Government is giving serious thoughts about raising the income tax exemption slab from the current Rs. 2 lakhs to Rs. 5 lakhs. The information adds that Modi is planning to make the raising of income tax exemption slab from Rs. 2 lakhs to Rs. 5 lakhs as one of the achievements of his Government’s tenure. The Finance Ministry has, it seems, sought a report regarding this from the Income Tax department. A number of other financial incentives are also likely to be announced by the Modi Government.

The Government has also planned to raise the tax exemption on housing loans. According to sources from the Finance Ministry, there are also plans to increase the tax exemption on medical insurance premium.
The reports add that Modi is trying to impress as many people as possible with the very first budget that his government is going to present. The demand for raising income tax exemption level to Rs. 5 lakhs has been a long-standing one. Economists and experts suggest that the slab be fixed in accordance to the current price and inflation levels.
