Let the postman turn banker: India Post deserves to get a bank licence


India Post wants to own a bank. This is a great idea. In one stroke, this can ensure that millions more will get access to formal credit, in one of the most under-banked countries of the world. 

The biggest advantage for India Post, among the most enduring institutions set up by the British, is its huge network and customer base. Compared to roughly 1,00,000 commercial and rural bank branches in India, there are 1,55,000 post offices, a majority in rural and semi-urban areas. As a collector of small savings, it has experience in taking deposits — about Rs 6 lakhs crore at last count — but not in lending. A bank licence for only India Post would mean that the network of bank branches would more than double in one stroke.

India Post also fits the bill on other counts: a long track record of integrity and, most important — with one post office for every four villages — a massive presence in rural India, where the RBI wants 25 per cent of all branches to be located. Forget micro-finance companies, even compared to government-owned banks, the postal bank's cost structure, if it assigns some banking duties to postmen, will be lower.

DPC FOR PROMOTION FROM PS Gr. B TO JTS Gr. A FOR THE YEAR 2012-2013 AND 2013-2014 ...... an update

It is learnt from Directorate that OA filed by Shri V. R. Aravindakshan Nair Sr. Postmaster, Ernakulam HO from Kerala Circle for challenging draft seniority list of PS Gr. B cadre in Hon’ble CAT at Ernakulam Bench is yet not received.  The work of scrutinity of documents and preparation of records to convene DPC for promotion from PS Gr. B to JTS Gr. A cadre is in full swiing.

When contacted to applicant it has been told that OA No. 603/2013 was disposed of on 8th July 2013 with a direction to prepare revised seniority list considering applicants representation and similar representations submitted by other affected officers and not to proceed with the promotion to Group A process initiated now till the revised seniority list is prepared.   

Applicant is going to dispatch copy of OA and order passed thereon by Hon'ble CAT to Directorate by post tomorrow.

Should Indian Post get a Banking License? ..Do they need one?

     The decision of Indian Postal Department to seek a Banking license from RBI through the Licensing Scheme meant for private sector has been an object of discussion since the announcement was made. The application is a source of embarassment to RBI which now has the challenge of deciding whether to grant a license to Indian Post or not as a traditional Bank.

     There have been many positive reviews by experts indicating why Indian Post deserves a Banking license. However, I am personally not convinced that it is a good idea for Indian Post to become a “Commercial Bank”. In fact Indian Post has a greater future by simply modernizing its traditional services rather than becoming a Bank. By converting itself into a Bank, India will lose a great digital post service that can be developed by only the department of post and not by any other entity in future.

     Let me present some of my preliminary views in this regard so that E&Y instead of advising the Postal department to convert itself into a Bank can work on how to modernize the postal system into a “Digital Postal System”.

2. In this context, requirement of bicycles regarding their utility in your Circle for procurement of rural business like booking of articles, money orders, etc. through hand held devices need to be re-assessed. It may be kept in view that bicycles will also be used delivery of mails pending on local terrain, climate conditions like heavy rainfall, extreme heat and cold, etc. You may also like to have views / comments on this issue from the field offices, and especially from divisions falling in difficult areas like hilly areas, and desert areas, areas having very high rainfall.

3. Kindly communicate your requirement of bicycles accordingly within one week positively.

Registered letters can't be returned as "Unclaimed" : Madras high court

CHENNAI: The Madras high court has frowned on mechanical return of registered letters as "unclaimed" by postmen, and said that in case they could not be delivered, proper reasons must be given.

Justice S Tamilvanan, underscoring the importance of a registered post in litigations and other matters, said that when people pay a fee and affix sufficient postal stamp, the postal authorities or postmen must discharge their duties in a responsible manner. The postman should make it clear as to whether the registered letter was served on the addressee or refused by the addressee or no addressee was found in the given address, the judge said.

RBI makes it easier to report fake notes to banks

The next time someone passes on a fake currency note to you without your knowledge, you need not palm it off surreptitiously. The Reserve Bank of India (RBI) on Friday (28/6/2013) directed banks to accept all fake notes over the counter from customers and pay them back the full amount. In return, banks will get 25% of the amount of the fake note back from the RBI. 


To stop misuse of the system by unscrupulous entities, RBI also directed banks to monitor the patterns and trends of fake note detection and bring them to the notice of the central bank and the police immediately. 


"Detection of counterfeit notes, at banks, should be at the back office or currency chest only. Banknotes when tendered over the counters may be checked for arithmetical accuracy and other deficiencies like whether there are mutilated notes, and appropriate credit passed on to the depositor/account or value in exchange given," the RBI noted.

 PREAMBLE

             Department of Post is a very big organisation with multifarious functions and spread over the entire country. Due to the vast business turnover as well the huge size of the human resources employed in the day to day functioning, there will be some losses to the organisation at times. Any enterprise this size will have some unscrupulous and shady characters amidst the staff. There will be losses due to frauds, theft and burglary, excess payments and compensation to be paid in consumer cases. Even so the loss due to these aspects is negligible compared to the revenue accrued through business. In Nationalised Banks million and millions of money is written off as loss due to bad debts. But in our department not even a single paise is allowed to be written off as the Administration is very keen in recovering the loss from its employees whether the employee is directly responsible or not. In my 39 years of service in this Department, I came across almost all type of cases of recoveries towards pecuniary loss and dealt with them. It is my humble opinion that the bureaucracy usually acts in an inhuman way to recover the loss though they have powers to write off the loss. For instance the Director of Postal Services has power to write off any excess payments in Savings Accounts and there is no monitory limit. In my experience I was able to convince a DPS to accord sanction to write off some minus balances in Savings Accounts as they were pending more than 10 years and the Chief Postmaster was trying to recover the excess payments from the staff who has no part in the transactions. The problem with the present staff is that they don’t want to familiarise with necessary rules of the Branch where they work. In spite of their superior academic qualifications, the present staff’s knowledge in departmental ruling is dismal and so the Administration is able to capitalise on the lack of knowledge and impose punishment of recovery without much difficulty. With current level of shortage of staff in Post Offices and the unwanted decentralisation of Accounting system, there is bound to be a lot of frauds as well as short comings/lapses on the part of the operative staff due to heavy workload. If this state of affairs continues, almost all the staffs have a permanent column in their pay bill under recovery towards Audit Objections. The Rule of recovery is a draconian rule though the rule was introduced with good intentions and the Administration utilises this rule to impose recovery unilaterally to all employees without any sympathy. First of all we have to understand the implication of this rule and then try to tackle it. Here are some aspects of the Rule:

 NEW DELHI, June 28, 2013

The Department of Posts, on Thursday, submitted an application before the Reserve Bank of India (RBI) for a licence to offer full-fledged banking services.

“We have approached the RBI today [Thursday], and hopefully having met all the conditions of RBI, an in-principle approval might be given. If it is given, I think, it will be a revolutionary step because it will bring banking, subject to Cabinet approval, to the doorstep of the ordinary man in this country,” Telecom and IT Minister Kapil Sibal told PTI.

The RBI is in the process of granting fresh banking licences and has set July 1 as the deadline for applying.

The Department of Posts has plans to start 50 bank branches in the first year and scale it to a total of 150 branched in five years.

The Department of Posts has started inter-ministerial consultations for seeking Cabinet approval on around Rs.1,900 crore fund requirement to start Post Banks. The total amount includes Rs.500 crore paid-up capital required under new banking licence guidelines.

    The exe will display the total amount after finishing SI posting. This amount should be added to the counter transactions LOT.
    This exe will work upto 06/07/2013. If executed after 29/06/2013, the SI amount will be reflected in the LOT of the date of execution.

UTTARAKHAND TRAGEDY CONFEDERATION APPEALS TO ALL CENTRAL GOVT. EMPLOYEES TO DONATE ONE DAY WAGES TO PRIME MINISTER’S RELIEF FUND

Excessive and unexpected rainfall resulting in furious floods has battered beyond measure, the Himalayan hill state of Uttarakhand.  Whole villages, stretches of roads and communication links have been affected.  More than 1000 persons met with tragic death.  Thousands, including those from other parts of the country who were undertaking pilgrimages to religiously significant temples in the region, remain stranded.  Hundreds of houses and buildings along the banks of Alakananda and the Bhagirathi has been swept away in Rudraprayag district alone.  Thousands have become homeless.

As the magnitude of the tragedy caused in Uttarakhand continues to unfold, Prime Minister Sri. Manmohan Singh has issued an appeal for generous donations to support the victims who have suffered extensive devastation.  Prime Minister appealed that - “At this moment, the affected people need our help to tide over the calamity that has fallen upon them, to survive and to rebuild their lives.  I request all citizens of India to stand with our distressed fellow countrymen, and actively participate in the national effort to support them at this difficult time”.

It is needless to say that the Central Govt. Employees have an urgent and important role to play in helping the flood victims and we shall have to rise upto the occasion, as in the past when such national calamities occurred.  The National Secretariat of the Confederation of Central Govt. Employees & Workers calls upon the entireity of Central Govt. Employees to donate one day’s salary to the Prime Minister Relief Fund and extend our full support to the flood victims to rebuild their lives.

All the Affiliates of the Confederation, State Committees (C-O-Cs) and CHQ Office bearers are requested to make maximum efforts to collect and remit the donations to Prime Minister’s Relief Fund.

Negative List Updation Patch - Updated upto 31/05/2013

 This patch file updates the negative list available in Sanchay Post software. To confirm updation, use the "Database Discrepancies >> NSC >> Details of Negative List Updation" option available in DBAnalyzer software.

The file 'NL_20130531.exe' should be copied to DBAnalyzer folder and executed after completion of day's transactions. This will update the negative list upto 31/05/2013 in Sanchay Post.

In addition to Negative List, updations relating to PINCODE details are also done in the database. Hence, execution of this patch will take longer than the usual updation time. System Administrators should ensure that the server is not switched off till successful execution of the patch.

Difference between NEFT and RTGS Fund Transfer

 While studying for Banking Exams or doing fund transfer we often come across the words NEFT and RTGS. Lets try to understand what is NEFT and RTGS and what is the difference between them. NEFT and RTGS are two main money transfer mechanisms in India. That is if we want to transfer money from one bank to another bank we have to use any one of this method.

Transferring money between two accounts in same bank is pretty straight forward and it’s an internal matter of the bank (eg: between two SBI branches and also banks within SBI Group), it does not have to deal with other banks and their protocols, however when one bank wants to send the money to another bank in India, there is a defined mechanism (eg: from SBI to ICICI, HDFC, Axis Bank etc.) it has to be done and hence NEFT and RTGS comes into our help. Both these systems are maintained by Reserve Bank of India.

On behalf of Tamil circle level , all India  association of Postmaster Cadre, we are glad to inform to the esteemed Chief postmaster General ,TN circle that  we have formed All India Association of Postmaster cadre, Tamil Nadu circle on 10.02.2013 and our office bearer list was already sent on 23.03.2013 for necessary action.


Our All India Central Head Quarters office bearers were meeting our Honorable DDG (P) at Dak Bhavan on 17.04.2013 .In this informal meeting, they discussed various issues of our association. Our CHQ advised us to make an arrangement, to meet with CPMG and discuss our association’s issues through informal meetings.



I request that our association may kindly be given an informal meeting with Circle level and regional levels. Our circle level, Tamil Nadu circle  association of postmaster cadre requests the revered CPMG , TN circle for issuance of directions to all regional PMGs , Tamil Nadu circle to hold informal meeting with regional level representatives  and all divisional head with divisional representatives.

India Post’s bank plans meet hurdle

The Department of Financial Services (DFS) has opposed the proposal of the Department of Posts (DoP) to apply for a banking licence. According to the DFS, though the network of post offices is large with 1.55 lakh offices across the country, they neither have an interconnected system in place to give people access to their money anywhere and at anytime like the banks, nor experience in lending.

“A Cabinet note is being circulated by the DoP for them to apply for a banking licence. But we are against the move,” a senior DFS official told FE.

In Thane Central Division Compliant Inspector(IP) Shri. Vijay Kumar Taware who is also entrusted the work of scrutinising  and giving permission of the purchase(J Branch work) even though one J branch is function is insisting and thretening the Postmaster cadre officials through phone/PRI(P) to use the Rubber Stamp of the SUB POSTMASTER(LSG)/HSGII instead face the dire consequence of action from the divisional administration for grouping and making issues againt the adminitration.Eventhough he was explianed about the seperate cadre is constructed with reference to the Directorate orders endrossed by the Circle and Regional offices. He is not convinced and instead of refereing the orders he said he asked other divisions about the stamp and confirmed they are also using the SUB POSTMASTER LSG/HSG II rubber stamp.

Who will clarify the following questions : (RTI application is only a saviour)

1.Whether postmaster cadre is existing or its wiped out without knowledge of the incumbent

2. What will be the designation of the Postmaster Cadre Officials when they are posted in the identified post offices.

3. Is the action of the above named IP is correct? if  YES...please clarify what should be the designation of the Postmaster cadre officials? if NO... What will be action taken against the above named IP for coercin and harrassing a more than equally talented other cadre officials by using his power and nearness to the divisional administration?

4.What are the remedies available to the Postmaster cadre officials who are pressuriesd to work under coercien and block on their progressive way  to brought up the pride of the Indiapost.

PA/SA DIRECT RECRUITMENT RESULT 2013

It is informed that the circle wise final result of PA/SA direct recruitment exam will be announced during the period from 1st August to 30th September 2013. Valuation of exam papers already over and Hall permit for computer test will be issued shortly. It is proposed to have online computer test for the selected candidates. About 14 lakhs candidates appeared in the exam for PA for the vacancies around 5100.
