Trade unions protest: Government warns employees against participation


NEW DELHI: Ahead of the proposed two-day strike by Central trade unions beginning Wednesday, the Government has warned employees of "consequences" including deduction in wages and disciplinary action if they take part in the protest. 

In a stern directive, the Department of Personnel and Training has written to secretaries of all central government ministries not to sanction any kind of leave to employees during the period of the proposed strike. 

It has also asked the concerned departments to make a report indicating the number of employees who take part in the proposed strike and convey it to the DoPT on the evening of the day. 

The instructions issued by the DoPT prohibit a government servant from participating in any form of strike including mass casual leave, go-slow etc. or any action that abet any form of strike in violation of Rule of the Central Civil Services (Conduct) Rules, 1964.

Why the Demands of Postmaster Cadre are not mentioned as strike demands/Departmental Council. At least it might have mentioned in the present strike demands in such a way to settle the unsettled demands of previous strikes.

What will be happened If all the Postmaster Grade I/II/III officials are not participated in strike and demotivate the juniors in such a way that the Trade Unions are against to the early promotions to the juniors through LDCEs and the Trade Unions are upholding the spirit of directorate that is the Operative Staff should not enter into Administrative line.

Call to increase Retirement age of Bank Employees to 65


The retirement age for bank employees should be increased to 65 for better utilisation of the services of seniors, said INTUC national president G. Sanjeeva Reddy.

Many officers were joining private financial institutions after their superannuation and extending quality services. The Public Sector Units were unable to make use of their services fully as they were retiring by 60, he opined.

Speaking after inaugurating the Eighth Biennial Conference of Union Bank Officers’ Congress of Andhra Pradesh here on Sunday, Mr. Reddy said the INTUC was opposed to the disinvestment plans and selling of shares to private companies from PSUs. He promised bankers of a discussion on their problems with the Centre.

Vijayawada MP Lagadapati Rajagopal, who attended the conference, said banks would collapse if NPAs increased, and underlined the need for prompt payment of loans borrowed by bigwigs.

8% HIKE IN DA FOR CENTRAL GOVT STAFF

In a major development, the Union Cabinet on Friday approved 8% hike in the Dearness Allowance (DA) for central government employees and pensioners. This decision is likely to bring some relief to nearly 50 lakh central government employees trying to cope up with spiraling inflation and price hike.

Sub: Revised list of Know your customer (KYC) documents required for both entry and exit under National Pension System (NPS) 

 Attention of all stakeholders is invited to the illustrative list of documents acceptable as proof of identity and address in terms of the KYC requirements and as provided In the offer document of National Pension System. Basing on the revised guidelines on obligations under PMLA, 2002 as amended by Prevention of Money Laundering (Amendment) Act, 2009 and in order to bring In uniformity and alìgn the KYC documents required for opening of accounts under NPS with those required by other financial sector institutions, it has been decided to replace the existing KYC document list with a new set of documents as provided in Annexure I for both entry and exit under National Pension System (NPS). 

 Annexure I referred above is being attached herewith for information and use of all. The new KYC norms as per this circular will come Into effect from 10/02/2013. The above guidelines will be applicable for all variants of National Pension System. The circular has also been placed on PFRDA website at http://www.pfrda.org.in

Central employees will strike on 20 and 21st Feb'13


Confederation of Central Govt. employees planned a two days' strike for different demands. Some of the demands as mentioned in Part I of the charter consists of socio economic issues like price rise, unemployment, privatization, disinvestment etc. In the second part they demanded their own expectations like 7th pay commission, 50% D.A. merger etc.
All most every major trade unions supported this two days' strike on 20th and 21st February 2012.

Sub:- Action against Government servants who get appointment on the basis of false SC/ST/OBC   
          Certificates.

The undersigned is directed to invite reference to this Department’s OM No.11012/7/91-Estt.(A) dated 19.5.1993 which provides as under:-

"Wherever it is found that a Government servant, who was not qualified or eligible in terms of the recruitment rules etc., for initial recruitment in service or had furnished false information or produced a false certificate in order to secure appointment, he should not be retained in service. If, he is probationer or a temporary Government servant, he should be discharged or his services should be terminated. If he has become a permanent Government servant, an inquiry as prescribed in Rule 14 of CCS (CCA) Rules, 1965 may be held and if the charges are proved, the Government servant should be removed or dismissed from service. In no circumstances should any penalty be imposed".
