DESPATCH MODULE
1. Procedure for entering the articles booked at BO.
Data entry – Article from other Source – OK – SOs/BOs articles – Select the article type (RL /RLAD/RP/RPAD).- Bo Rct no. – Scan the barcode no of the article- Enter the weight, receiver address, booking office, destination, pincode.-Then click OK.
2. Procedure for collecting the articles (returned to sender, redirection) from Postman
Receipt – Fetch from Postman – Fetch – Select all – Fetch to Despatch –OK- Close.
(Here, update the destination Pincode )
3. Procedure for collecting the articles booked at SO.
Receipt- Receipt from counter / Spl journal/ BOs.- Select the Fetch from as All (other than HVMO)- Fetch-Yes – Select all – Receive – Close.

4. Procedure for collecting HVMO’s
Receipt- Receipt from counter / spl journal/ Bos-Select the Fetch from
as HVMO - Fetch-Yes – Select all – Receive – Close.
5. Auto sorting:
Do auto sorting for each bags.
6. Procedure for preparing HVMO List.
Prepare- HVMO List- Then select prepare HVMO List- Select the Station name as bag (Mangalore RMS/ or Any destination for which you are closing the bag) - OK- Select all- Prepare-Close.
7. Procedure for printing the HVMO List
Report – Bundle/ Despatch/Deposit list- Then select the Report type as HVMO
List- Fetch details- Select the Due bag (Mangalore RMS/ or Any destination for which U had closed the bag )- Printer- OK.
8. Procedure for Preparing Bag & Despatching.
Prepare –Bundle/ Bag- Close-Bag type Regb/Parcel- Select the Bag name- Scan the Bag barcode no.-Fix Bag. If auto sorting is done, all the bundles and sorted articles will appear automatically.
If auto sorting is not done, –Fetch – Select the articles for the particular destination- Then click - Then Select all – Close Bag- Then click Yes-Close.
9. Procedure for printing the Regd/ Parcel list.
Report – Bundle/ Despatch/Deposit list- Then select the Report type as Despatch list- Select the Despatch No.-Then click the type Regb/Parcel- Fetch details- Select the Due bag ( Mangalore RMS/ or Any destination for which you have closed the bag )- Printer- OK.
10. Procedure for printing the Regd / Parcel abstract.
Report – Abstract – Select the abstract type as Reg/ Par- Then select the abstract side as Both side.- Printer –OK

1. Procedure for receiving speed bag from SPCC
Receipt- receipt of bag-select received from-OK-Scan the bag bar code no.-enter the weight-OK-Finish-Close.
2. Procedure for opening the speed bag
Receipt –Opening of bags-scan the bag bar code no.-enter the no. of articles received-Finish-Close.
3. Procedure for issuing the speed articles for BO
Delivery- Invoicing-Speed post articles- Articles for other offices-Select the Bo.-Scan the article-enter the address of the article.-OK

Meeting with Honorable communication Ministor by the staff side

MEETING WITH MINISTER


               Meeting with Sri. Sachin Pilot, Hon’ble Minister of State of Communications, was held today (21.01.2012) at 11.00 AM. Meeting lasted for 30 minutes. The staff side presented a memorandum to the Minister, containing the issues which needs Minister’s intervention. (See the copy published in the website). Minister agreed to examine each case on its merits and take early decision. The following issues were discussed with the Minister, in detail.
(i)        Issues relating to Gramin Dak Sevaks
(ii)       Issues relating to casual, Part-time, Contingent employees
(iii)      Revision of overtime allowance

Regarding GDS issues like status, promotion etc. Minister assured to examine the cases in detail and taken a decision at the earliest. Regarding reduction of existing allowances of GDS, the Minister gave on the spot instructions to the Secretary, Department of Posts, to issue orders protecting the existing TRCA in full. Further regarding cash handling point Minister directed Secretary that it should be finalized before 31st January 2012. He assured that the other issues like Bonus ceiling, providing norms for left out items etc. will also be given sympathetic consideration. Regarding casual labourers issues Minister gave direction to the Postal Board to expedite the orders. Minister further assured that he will definitely call for the files relating to the other items mentioned in the memorandum and an indepth examination of the issues will be made and decision taken early.

The staff side thanked the Minister for giving us an opportunity to present our cases in front of him. The staff side was represented by Com. M. Krishnan (S/G, NFPE), Sri. D. FAQ on RD Default Fee w.r.t SB Order no.31/2011 dated 13/12/2011

What is the default fee to be collected for deposits made after 15th in r/o RD accounts opened between 1st and 15th of the month?
            Till further notification and corrections in Sanchay Post software, default fee should be charged as per old procedure. So, default fee NEED NOT be collected for deposits made after 15th in r/o RD accounts opened between 1st and 15th of the month; deposits can be accepted without default fee throughout the month, irrespective of the date of opening of the account.

             1. PM Grade officials could appear in Group B/ IP examination
             2. PM Grade officials could be officiated for HSG II/ HSG I posts.

STRIKE CALLED OFF AND OUTCOME OF STRIKE IS AS FOLLOWS


EARLY NEWS FROM CHQ REGARDING THE OUTCOME OF STRIKE SETTLEMENT. PLEASE AWAIT FOR MORE DETAILS .

        No closure of RMS for three years  and
1.     No one will be transferred to L1 or L2  unless they request so.
2.     L1 sorting hub will be opened on requirement
3.     APMC  will not be opened further. No APMC  for Chennai / Mumbai. Position will be decided after two years.
4.     Speedpost hub will be under RMS.
5.     There will be  NO CLOSURE OF POST OFFICES. NO MERGER OF POSTOFFICES. RELOCATION OF UNVIABLE POSTOFFICE WILL BE DECIDED ONLY BY DIRECTORATE.
6.     Group of Secretaries under CABINET SECRETARY accepts-  Revision of OTA and GDS BONUS enhanced Limit Rs 3500/-
7.     Postman Exam/ postman recruitment/MTS recruitment rules will be modified. Open market recruitment  of 25% will be changed and maximum benefits to GDS.
8.     Cash handling point for GDSBPM ( Existing one point for Rs 20000/- ) will be favourably finalized shortly.
9.     Protection of TRCA will be ensured. Orders will be issued shortly.
10.            GDS compassionate appointments---- will be modified suitably
11.            GDS mail man  will be redeployed  suitably
12.            Chapels  will be supplied  to GDS
13.            GDS –cash conveyance allowance existing Rs 50/- per month  will be changed to Rs 50/- per day. Suitable proposal will be sent.
14.            Casual labour . Committee report already submitted . Decision will be made with in a week.
15.            PO & RMS Accountant pay fixation  will be decided favourably.
16.            Restriction posting again to Single handed/ double handed post offices will be relaxed  and Divisional head will decide  case to case.
17.            Un qualified accountant will also be granted Special Pay.
18.            Fidelity bond for Treasurer and Single handed SPM will be abolished.
19.            Clarificatory orders  for Post attached quarters will be issued shortly.
20.            Protection of pay for defunct accountant is agreed
21.            New pension scheme statement will be given periodically
22.            Enhanced Financial Powers for LSG/HSG II and HSG I will be notified with in a month.
23.            Over payment cases against APM (Accounts ) will be considered on Humanitarian angle.
24.            Revision of Honorarium- orders will be issued shortly.
25.             Physically challenged  officials will also be permitted for IPO exam
26.            Cash handling allowance at enhanced rate for TREASURERS will be examined
27.            MACP I/II/III officials will also be eligible for Treasury / Accountant  allowances
28.            Next  JCM Departmental council meeting is to be conducted in Feb 2012
29.            All Circle heads will conduct RJCM within due Period .
30.            Monthly /Bimonthly / Four monthly meetings will be conducted in due time
31.            Cadre Restructuring  with in 31/3/2012
32.            Another committee will be constituted for  MMS Drivers
33.            PLI/RPLI work will be under taken at RO/CO for the town divisions  where RO/CO is situated

41.            New guidelines will be issued for SBCO  staff RT and transfer
42.            SB Minus balance cases –Our Staff side Proposals will be examined
43.            Contributory negligence factor – Another  instruction will be issued
44.            PO& RMS Accountant – Special Hierarchical will be considered
45.            Declination of promotion before 1/9/2008 - Granting of  MACP in such cases -  orders will be caused to be issued by DOPT
46.            FR 17 A will not be issued for  simple cases only deserves for Dies Non.
47.             Another instruction will be issued  for stopping Melas and training on holidays and Sundays


In respect of  RTP service and RRR cases , department rejected our demands. For the unsettled demands it is agreed to arrange a meeting with our Minister of States for communications.
Hence the proposed strike is called off.

Central D.A. from January 2012 : 7% again.


With the availability of All-India Average Consumer Price Index Numbers for Industrial Workers from July to November 2011, It is almost certain that Central workers are going to get another 7% D.A. from January 2012.


The Index No.s from July to November is given below for ready reference.

If the Index No. is in between 192 and 204 for he month of December 2011[Data to be published by Labour Bureau on 31.01.2012], the Dearness Allowance will be same - 7%
So all probabilities keeping in mind it can be safely predicted that D.A. from January 2012 will be 65% of pay.

BRIEF INFORMATION ABOUT NATIONAL ANOMALY COMMITTEE IV MEETING



The IV meeting of the National Anomaly Committee was held on 5.1.2012. The meeting was chaired by Shri Mishra Secretary DOP&T.

The Chairman welcomed all members of Official and Staff Side and expressed New Year Greetings while making his introductory remarks.

The Leader Staff Side also welcomed the Chairman and gave new year's Greetings. The following issues were raised by him and by other Staff Side Members:-

Meeting of the National Council and other forums should be convened as often as possible and at least once in four months.

The issue relating to increment should be resolved in this meeting.

Issues relating to MACP may be allowed to be settled departmentally.

The 2 (actually 11) items which have not as yet been included in the agenda should be included and discussed by arranging another meeting.

The meeting of the National Council which has not met for about 2 years may soon be convened.

Issues relating to Loco Drivers (not getting any benefit of MACP) should be discussed and resolved on priority basis.

Several decisions taken in the Railway Departmental Anomaly Committee have been referred to Department of Expenditure long time back, but these have not been disposed of. This may be expedited.

The following agenda items were then discussed on the basis of Status Note given by the Official Side:-

Items No. 1 to 4 & 5 (iii) - Anomaly in fixation of pay band in case of merger of pay scales.
The Staff side reiterated that since the pre-revised scales 5000-8000 [S9]; 5500-9000 [S10]; 6500-9500[S11]; and 6500-10500[S12] were merged and all are given the benefit of placement in the new Grade Pay 4200 equivalent to pre-revised 6500-10500 scale, the starting of the Pay Band 2 cannot be computed on the minimum of the erstwhile S9 Scale of Pay viz., Rs.5000/-. In fact the commencement point of the Pay Band 2 should be at Rs.12090/- based on the minimum of S12 scale [6500X1.86 = 12090] instead of Rs.9300/- computed by multiplying Rs.5000/- by 1.86.

The Official Side however insisted that what has been recommended by the Commission is correct in terms of the above principle stated by the Commission; this was not acceptable to the Staff Side.     
The official side then stated that this item may be further discussed in the next meeting.

Item No 5 (i) and 34 & 35 - Reopening of the option for fixation of pay on promotion.
The Staff Side pointed out that the orders reopening the option up to 31.12.2010 was received in the lowest formations late & therefore all persons could not exercise the reopening option and therefore it should be extended up to 31.12.12. Defense Staff Side also raised the issue of not allowing this option to those who have been promoted to Master Craftsman upgraded post as because final orders have been issued late.

The official side agreed to refer these matters to DOPT, which would be considered and decided.

Item No. 5 (iii) - Special Allowance & Qualifying Pay.
The Staff Side pointed out that special qualifying pay may have been treated as allowance but it is treated as pay for purpose of fixation of pay on promotion to higher post. The result is that senior employees who have been promoted during the period 1.1.2006 to 31.8.2008 get the benefit of pre-revised qualification pay when they have been promoted whereas the junior employees promoted on or after 1.9.2008 have been granted the benefit of doubled qualification pay and therefore the seniors are getting fixed at lower stage.

The official Side agreed to look into this matter 

Item No.5 (iv) - Anomaly in fixation of pay between Direct Recruits & Promotees.
The Staff Side pointed out that in terms of FR 22 no person who is promoted should be fixed below the minimum of the Pay Scale of the higher post and as the system of Pay Bands have been introduced clubbing several posts, the Commission has devised a formula for fixing the entry pay (which is always the minimum) for fresh recruits. That being the case all promotes have to be fixed not below the said minimum i.e. the entry pay of the fresh recruit for each grade pay.

Official side insisted that what they have ordered i.e. stepping up the pay of promotes to the post subject to certain conditions is more than enough and if there are certain difficulties, these may be referred to be considered.

The Staff Side however insisted that all the conditionalities may be withdrawn and all Promotees may be fixed at the entry pay of that post for the direct recruitee if there is a quota for direct recruitment in that post irrespective of any new recruitee has joined the post or not

The official side stated that the matter may be discussed in the next meeting.

Item No (v) - Date of Next Increment.
The Staff Side urged for grant of one increment in pre revised pay scale on 1.1.2006 as one time measure in respect of all those whose next increment would be between 1.2.2006 to 30.6.2006 and then re-fixing them in the revised pay band and to grant next increment on 1.7.2006. This is only as a one-time measure and we would not demand similar treatment in respect of others.

The official side then agreed to the above formulation.

Item No 5 (vii) - Temporary Status casual labourers.
The Staff Side pointed out that as per the scheme of Temporary Status, these employees have been granted the pre-revised minimum of Rs.2550-3200 applicable to the lowest post with the benefit of annual increment etc. Therefore so far as pay scale are concerned they are being treated as regular employees. They have to be granted the Grade Pay of Rs.1800 and fixed at Rs.7000 with effect from 1.1.2006 if they are already matriculates and if not they should be given the training and then fixed at Rs.7000 with grade pay of Rs.1800 w.e.f. 1.1.2006.

The official side noted this demand and assured consideration.

Item No.11 - Grant of Revised Allowance w.e.f. 1.1.2006.
After discussion it was indicated that the issue may be discussed further in the next meeting before recording a disagreement if necessary.

Item No 12& 13 - Transport Allowance.
The Staff Side pointed out that the calculations desired by the official side are already available in item no. 13. It has been pointed out that Transport Allowance at the rate of Rs. 3200 granted to those in PB-3 of grade pay Rs.5400 and above is 2.9 times of their pre-revised TA+CCA which was Rs.1100. The Transport Allowance in respect of Grade Pay of Rs.4600 & 4200 has been revised to Rs.1600 which is only 2.28 times of the pre-revised TA+CCA amounting to Rs.700/-.

The demand was that the raise granted in respect of grade pay of Rs.4600 & 4200 should also be 2.9.times of Rs.700 which would work out to Rs.2030.

The official side stated that this is a new demand and cannot be treated as anomaly.

The Staff Side then stated that this item would be included in the agenda of the National Council

Item No.14 - Revision of the existing allowance which are to be replaced by new schemes.
In the last meeting it was stated that if within six months the new schemes are not finalized and introduced, the rates of these allowance like risk Allowance & Patient Care Allowance would be doubled.

The official side agreed to take a decision in this matter within a month's time i.e. latest by 5.2.2012.

Item No.15, 16, 17 - Parity in pension.
In Para 5.1.47, the VI CPC has stated that in order to maintain the existing modified parity between present and future retirees it will be necessary to allow same fitment benefit as is being recommended for existing employees.

Having so recognised the maintenance of parity between the present and future retirees, the Commission has not extended the following liberalization benefits.
•       Full pension after completion of 10/20 years of qualifying service
•      Last pay drawn for determination of pension if it is more advantageous than the average emoluments and
•      50% of Grade Pay as against 40% of pre-revised basic pension

Benefit of these liberalisations may be extended to present pensioners w.e.f. 1.1.2006 (we do not want arrears) so that parity between present and future retirees is ensured as desired by the VI CPC.

The official side suggested that the matter may be discussed in the next meeting and disagreement if necessary will then be recorded.

The Staff Side also pointed out the latest judgment of full bench of Principal Bench of Central Administrative Tribunal according to which the clarificatory orders issued by Department of Pension dated 30th October 2008 for determining the modified parity has been quashed and Government has been directed to grant 50% /30% of sum of minimum pay in the pay band and grade pay of the corresponding pay scale of the post from which the employee had retired and re-fix the pension / family pension with effect from 1.1.2006 and pay arrears.

The official side stated that the Judgment is being considered and decision would be soon taken.

Item No. 20 - Daily Allowance on Tour.
The Staff Side insisted that rates of daily allowance may be doubled if the present system of reimbursement on the basis of actual expenditure on conveyance, boarding and lodging etc. are not suitable / practicable in the case of employees who go on tour to places where there are no such hotels / restaurants and the Auto drivers do not issue the receipts.

They also pointed out that when all allowances have been doubled and the Railway has also already doubled the rate of daily allowance on tour, why the Government should insist that DA should be at the pre-revised rates which are quite inadequate to meet the expenses on conveyance, boarding and lodging.

The matter was deferred to be discussed in the next meeting.

Item No. 24, 25, 26 - Commutation of pension.
The Staff Side demand is that option of Commutation had been given when a person retires. The commutation was allowed in terms of pension then fixed on the basis of pre-revised pay etc on the day following the date of retirement and in terms of the Table then in force

If as a result of revision of pay and consequent revision of pension, additional amount of commutation arose the table which was applicable on date of retirement will have to be operated.

The New Table which has come in to force on or after 1.9.2008 cannot be made applicable in determination of additional commutation value which Table was not in existence on date of retirement.

The official side deferred this item for next meeting and to consider recording of disagreement if need be only in that meeting.

Item No. 28 - Grant of Grade Pay of Rs. 5400 in PB-2 for Asstt. Accounts/Audit Officer.
In the last meeting it was agreed that this and other connected issues would be discussed separately outside this forum by the Jt. Secretary (Estt.) & Jt. Secretary (Pers) with the Staff Side.

Though a detailed note has been sent to the above officers, no meeting has been fixed to discuss the note.

It was stated that a meeting would soon be fixed

As there was no time, it was decided that next meeting of the National Anomaly Committee may be fixed soon and before the Budget session of Parliament commences.

Anomaly Committee accepted to give increment

Good News

The long pending demand of staff side, the Government has today accepted in the Anomaly Committee meeting to grant one increment on 1.1.2006 in the pre-revised scale of pay for all those whose increment falls between 1st Feb and 30th June 2006. This is applicable only for those who were in service as on 1.1.2006. They will draw their next increment in the new Pay Band on 1st July 2006. 

This issue was pending decision for many years and it’s a good news for the employees who did not receive any increment during the year 2006 after fixation of pay based sixth pay commission implementation with effect from 1.1.2006, for the reason that they did not complete 6 months from the date of fixation of pay, as on 1.7.2006 as per Rule 9 of CCS Revised Pay Rules 2008. 

However, an employee whose increment falls on 1.1.2006 will get the increment on 1.1.2006 in the pre revised pay scale and will get the next increment in the revised pay structure on 1.7.2006 i.e. on expiry of six months.

Similarly those, whose next increment is between 1st July 2006 and 1st December, 2006 were also granted next increment in the revised pay structure on 1.7.2006.

The modality to be adopted to rectify this anomaly will be issued by Government in the form of an order shortly.

It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through T.V. / A.I.R. / Newspapers and the Heads of Department / Offices of the Central Government may take action according to such an announcement without waiting for a formal order, about the change of date.

Postal Inspector Cadre Paper III reexamination

Directorate decided to conduct the reexamination for Paper III on 29.01.2012 for Postal Inspector exam which was held recently.

Vide circular No LI/2-25/2011 dated at chennai2 the 13.12.2011 from competent authority here after no need to sent the RPLI & PLI policy documents for revival and no need to wait for the revival order and to renewal amount intimation from the competent authority. Just click the following link to calculate the revival amount by yourself for RPLI & PLI. It will open the PLI, RPLI official website. In that website in Utilities menu click the revival calculator Link. Then feed the Premium Amount and period of unpaid month in the fields. Click the calculate icon. It will give you the Total Premium Amount, Interest to be collected.

TD PMC CALCULATION CLARIFICATION RECEIVED FROM THE COMPETENT AUTHORITY

Subject:-                                Issue of clarifications regarding premature closure of TD accounts.
Sir / Madam,
The undersigned is directed to refer to this office SB Order No. 27/2011 dated 24.11.2011 vide which decisions taken by Min. of Finance regarding changes in POTD scheme effective from 1.12.2011 were circulated.

2.             Some circles have asked for clarifications regarding applicability of reduction in interest rate to be charged on premature closure of TD accounts to the old accounts. It is clarified that:-
(i)            In case of premature closure of 1 Year, 2 Year, 3 Year or 5 Year account which were opened even before 1.12.2011, if the deposit is withdrawan after 6 months but before the expiry of one year from the date of deposit, simple interest at the rate applicable to from time to time to post office savings account shall be payable. The rate of interest shall be 3.5% up to the period 30.11.2011 and 4% thereafter.
(ii)           In case of premature closure of 2 Year, 3 Year or 5 Year account which were opened even before 1.12.2011, if the deposit is withdrawan after the expiry of one year from the date of deposit, interest on such deposits shall be                calculated at the rate, which shall be one per cent less than the rate which was applicable at the time of opening of TD account. Interest calculation tables for the TD accounts opened before 1.12.2011 and opened on or after 1.12.2011 and applied for premature closure on or after 1.12.2011 are enclosed.

3.             It is requested that this clarification and interest calculation table may be circulated to all post offices immediately for information and necessary guidance please.

Clarification received from the competent authority regarding PMI calculation

Subject:- Clarification regarding calculation of Post Maturity Interest.
Sir / Madam,
The undersigned is directed to refer to this office letter of even number dated 13.12.2011 (SB Order No.31/2011) and Corrigendum issued on 20.12.2011 on the subject. Text mentioned under Point (5) of SB Order No. 31/2011 may be replaced with the following:-


(5) Maximum limit of 2 years fixed for admissibility of Post Maturity Interest has been removed...

Procedure:- Now PMI should be paid at the simple interest rate applicable to savings account from time to time from the date of maturity to date of payment. Limit of maximum of two years has been removed. The rate of interest shall be equal to the rate applicable from the date of maturity to the date of payment at different times. For example, if an account was matured on 26.8.2010 and the depositor attends the post office on 15.01.2012, he will be paid PMI at the rate 3.5% from 01.09.2010 to 30.11.2011 and at the rate 4% from 1.12.2011 to 31.12.2011. This shall be applicable to the existing as well as new investments in all schemes. Calculations’ are to be made manually and recorded in the Register to be maintained in manuscript for future reference till software is amended. All other conditions mentioned in the relevant rules shall remain unchanged.

Note:- For the purpose of payment of interest, any part of the period which is less than one month shall be ignored
