             All Heads of Circles/Regions, 

Subject: Additional duties for Postman/Delivery Staff. 

                                    On account of changes in work scenario of the Post offices brought about due to the induction of technology and primacy of business products, the duties and responsibilities of the postman have undergone a vast change. In order to incorporate these changes, the following duties are prescribed in addition to the duties already prescribed for Postman/Delivery staff in the Postal Manual Volume VI/Chapter III. 

Additional Duties of Postman/Delivery Staff

(i)          Data entry in various modules (Postman, Speed Net) of Meghdoot software of all mail articles given to them for delivery. This duty will be performed during the 80 minutes period (60 minutes before the hours of delivery and 20 minutes after return from the beat) on each working day within the overall duty hours.

Eagerly waited Core system integrator training materials are released officially!!!

The Directorate initiates action on AIAPC’s letter

This is for consolation of our postmaster cadre friends that now the Directorate has started responding to AIAPC once again. It has taken some initial step to process our letters. SR Section was pleased to forward our letter no AIAPC-17/Corr/2015-16 dated 20/08/2015  regarding necessarychanges / modifications in the Department of Posts, Senior Postmaster (Group B Gazetted), Postmaster Grade-II & III  (Group B non – Gazetted) Recruitment Rules 2010, dated 9th September, 2010  to the DDG (Estt) vide letter no 10-01/2015-SR dated 10th September, 2015 (Uploaded below)  for taking necessary action.

AIAPC writes to the D. G. Posts for filling up of short term vacancies in the posts of Postmaster Grade-I, II & III by the Circles

AIAPC writes to the D. G. Posts requesting for holding DPC Meeting for the posts of Sr Postmaster under 25% quota

When will the 7th CPC will submit its report? There are three possibilities now on submission date.

Many news papers including Danik Bhaskar, Times of India, NDTV  CNN IBN, Hindu  etc   had reported that the 7th CPC will be submitting its report on 30th  September 2015 itself.
The 7th CPC chairman had informed in a PTI interview Justice Ashok Kumar Mathurji had stated that “The Commission will submit its report by the end of September,”
The Hon’able Finance Minister had also informed the 7th CPC report will be submitted shortly.

The 7th Pay Commission has asked for a two month extension from the government. That the Commission is hoping that the government would take a call on One Rank One Pension, so they could modulate their own formulation in terms of pay revision. Now the one rank one pension issue has been resolved, but the formal orders are not issued, it will be issued only next month. After the issue of the ORBP orders then 7th Pay Commission will submit its report.


Now four month extension of term of 7th Central Pay Commission is made the Union Cabinet chaired by the Hon’able Prime Minister, gave its approval for the extension of the term of the 7th Central Pay Commission by four months up to 31.12.2015. The Government had issued notification on 8th September “The Commission will make its recommendations by 31st December, 2015. It may consider, if necessary, sending reports on any of the matters as and when the recommendations are finalized.” 
Now the delay in submission of report and its implementation will be there and actual benefit of 7th CPC will occur only from April 2016. As Government will constitute its own committee to study the implementation of the 7th CPC report and issuing orders. It will benefit the Government as allowances effective date may be from April 2016 instead of January 2016.   

BSNL UPGRADES MINIMUM BROADBAND SPEED TO 2 MBPS

More than one crore BSNL landline broadband customers will get a minimum internet speed of 2 megabits per second as against existing speed of 512 kilobits per second on their existing plans. This move could trigger drop in data speed tariffs of private Telecom operators.

Communications minister Ravi Shankar Prasad launched the services in Gurgaon on Monday. Launching the service Anupam Srivastava CMD BSNL said, "We have increased the internet speed four times ...we have ensured 2 Mbps is available at last mile, which is the customer premises."

Sub: Verification of qualifying service after 18 years service and 5 years before retirement.
 
It has been observed by this Department that processing of pension cases of the employees retiring from the government service quite often get delayed on account of the issues relating to verification of service from time to time by the concerned authorities during the service of the concerned employee. Although detailed instructions regarding verification of service have been issued by Department of Personnel & Training and by this Department, these instructions are not meticulously adhered to resulting in delay in sanctioning of retirement benefit of the employees.

Seventh Pay Commission: Employees’ Delight, Govt’s Despair

New Delhi: The Seventh Pay Commission report is awaited, the new pay scales will be applicable to Central government employees with effect from January 2016.
50 lakh central government employees and 56 lakh pensioners including dependents hope to get this gift from April next year. The revised pay scales are likely to be implemented retrospectively starting 1 January 2016.

Many commentators say that the average increase in basic fair pay for all government employees will be in the region of 40-45%.
