Plans to make it an efficient, cost-effective provider of services: Sibal
Union Communications and IT Minister Kapil Sibal, who also holds the charge of Department of Posts, has now turned his focus on expanding the scope of India Post to take on the growing challenge from private courier business and diversify into banking.
"We have started the process of formulating the National Postal Policy with a two-pronged approach — to develop services that assist, facilitate, enhance and quicken the process of development aimed at inclusive growth, and reposition India Post to make it a self-sufficient, efficient and cost-effective provider of these services," Mr. Sibal said at a meeting organised by the Federation of Indian Chambers of Commerce and Industry (FICCI) on Wednesday.
Acknowledging the challenge being posed by private courier firms to India Post, Mr. Sibal said the government would soon start registering these entities as under the present rules and regulations they were not allowed to do business. "This will give courier service-providers legal recognition…we are suggesting registration, not licensing. We have no intention of licensing the courier industry and will only register them to know the size and status of the industry," he said.
Vast reach
Minister of State for Communications and IT Sachin Pilot said: "With over 1.55-lakh post offices, 95 per cent of which are located in rural areas, we are well placed to provide all kinds of services to people across India, particularly those living in villages and remote locations. We are assisting various government development programmes, while through banking facilities we can assist the Centre's initiative of providing financial inclusion to every citizen."
Notably, the Department of Posts has already applied for a banking licence from the Reserve Bank of India, while Mr. Sibal has recently written to Finance Minister Pranab Mukherjee to expedite the matter.
Mr. Pilot also pointed out that India Post had undertaken a massive drive to modernise its post offices to offer global standards of service to customers. "We need to create viable revenue models and adopt latest technologies for improving service delivery. India Post is gearing up to face future challenges… we will adopt various measures to transform the Postal Department in tune with the changing nature of services," he added.

PTI confirms additional 7% D.A. from January'12 for Central and State employees
Govt Employees Entitled to 7 Percent Additional Dearness Allowance from January
PTI , Wednesday, 01 February 2012, 09:28 IST
Shimla/ New Delhi: Central and state government employees will be entitled to 7 percent additional dearness allowance (DA) with effect from January 1, 2012.This increase is on account of the proportionate rise in twelve-month moving average of Consumer Price Index for Industrial Workers (CPI-IW) as of December 2011, according to Labour Bureau sources.
The DA is revised every six months based on this average. The employees are getting 58 percent of basic and grade pay as DA and with 7 percent increase from this month the DA payable to them would be 65 percent.
Meanwhile, cheaper food items sharply pulled down retail inflation based on CPI-IW to 6.49 percent in December.
Inflation based on CPI-IW stood at 9.34 percent in November, according to labour ministry data released today.
Meanwhile, inflation based on the food index for industrial workers moderated to 1.97 percent in December from 7.61 percent in November.
As per the data, the CPI-IW increased by two points to 197 in December vis-a-vis the base of 100 for the year 2001.
The point-to-point variation in the index measures the change in price levels over a period.
In December, the index recorded the maximum decrease of 8 points each in the Ghaziabad and Jamshedpur centres, followed by 7 points each in Mysore, Bokaro and Ranchi Hatia and six points in three other centres.
The index increased by 6 points in the Coonoor centre, by 4 points in Chennai and by three points in the Mercara centre.
In seven centres across the country, the index remained unchanged.

Minister for Communications and IT, Mr. Kapil Sibal with MoS, Mr. Sachin Pilot, at the FICCI round table on National Postal policy 2012 , in the capital on Wednesday. |
NEW DELHI, FEB. 1:
The Postal Department has applied to the Reserve Bank of India for a banking licence, the Communications Minister, Mr Kapil Sibal, said here on Wednesday.
Mr Sibal said he had written to the Finance Minister, Mr Pranab Mukherjee, to expedite the granting of licence.
Speaking on the sidelines of the postal policy round table organised by FICCI, Mr Sibal said, “A national postal policy targeting expansion and modernisation of the postal network would be announced during this year. The Government does not intend to issue licences to courier service companies, but would make it mandatory for them to register.”
Aimed at modernising postal services, the policy is expected to make the department adopt a more financially viable revenue model. It would also provide affordable services at all points in the country as part of its Universal Service Obligation, the Minister said.
The Department is also expecting large-scale private sector participation in providing value added services and extending its product range beyond the current core functions.
“There are tremendous opportunities for the private corporate sector to use its ingenuity to create innovative products and delivery mechanisms through the Indian postal network,” Mr Sibal said.
India currently has 1.55 lakh post offices, 95 per cent of which are located in rural areas.

HOW TO OBTAIN RTI INFORMATION
I am writing this column for those who are desirous of collecting information under RTI and what should be the correct format to have information. As all of us know that, citizen has a right to seek such information from a public authority which is held by the public authority or which is held under its control. It is not open to a requester to ask, in the guise of seeking information, questions to the public authorities about the nature and quality of their actions. The RTI Act does not cast on the public authority any obligation to answer queries, to elicit answers to his questions with prefixes, such as, why, what, when and whether. As an applicant, we can only seek information as defined in Section 2 (f) either by pinpointing the file, document, paper or record, etc., or by mentioning the type of information as may be available with the specified public authority. We can, for example, ask for all records /Copy of decision taken/Copy of note sheets to implement certain orders. We can ask for copy of orders pertaining to implementation period as per law under the rule but not “What would be the further maximum reasonable time required to implement orders?” The definition of information cannot include within its fold answers to the question "which" that would be same thing as asking the reason for a justification for a particular thing. The public information authorities cannot expect to communicate to the citizen the reason why a certain thing was done or not done in the sense of a justification because the citizen makes a requisition about information. Justifications are matter within the domain of adjudicating authorities and cannot properly be classified as information." So I request all my friends that we should call for information under the ambit of RTI rules so that there would not have been any denial to the sought information by the Public Authority.
