Cabinet to take final call on higher allowances, HRA on June 28
The Union Cabinet is expected to take final call on proposals related to higher allowances, including HRA (House Rent Allowance), under the 7th Pay Commission, on June 28. The central government employees are likely to get higher allowances as per the 7th Pay Commission from July. However, the central government employees have been demanding arrears on higher allowances, but the government is in no mood to accept this demand. While the salaries of central government employees have been hiked as per the 7th Pay Commission, revised higher allowances haven’t been paid since July last year.
On June 28, the Cabinet would take up the proposals made by the Empowered Committee of Secretaries (E-CoS), which screened the report of the Ashok Lavasa committee on higher allowances under 7th Pay Commission. If media reports are to be believed, the Ashok Lavasa led Committee on Allowances stuck with the 7th Pay Commission’s recommendations on higher allowances. It simply means, there could be no hike in higher allowances. The HRA under the 7thPay Commission is likely to be kept at 27 per cent of the basic pay.

Office communication cited above (copy enclosed), under which it has been clarified with an illustration that officials promoted or granted MACP between 01/01/2016 to the date of notification of CCS (RP) Rules, 2016 may opt to enter the 7th CPC after availing benefit of promotion under 6th CPC.

Counting of Training Period for MACP - Clarifications

I wish to share the following on the counting the period of Induction and practical training for MACPS in the Department Of Posts. Hitherto the training period has not been taken into account for the grant of promotion under MACPS. On perusal of the rulings on the subject, it seems that the period of training is to be taken into account for MACPS also. Whether this period is included for MACPS in other circles, is not known.

7th Pay Commission: Modi, Jaitley meet to review allowances under Pay Commission
Prime Minister Narendra Modi will meet Finance Minister Arun Jaitley and Finance Secretary Ashok Lavasa today evening to discuss his views on Pay Commission allowances, reported ANI. Jaitley is expected to present the proposals regarding the said allowances before the Union Cabinet for approval sometime soon. He, however, will be out of the country on an official visit to Russia.
Jaitley, who is also looking after the Defence portfolio, will leave for a four-day visit to Russia on June 20. During his trip he will meet the Russian Defence Minister Sergey Shoygu to discuss matters of technical cooperation in the field of defence. He is expected to return by June 24.
