7th Pay Commission: Latest Update On Allowances (Including HRA)

The Empowered Committee of Secretaries has finalised 7th pay commission-related allowances (including HRA or house rent allowance) proposals for consideration of the Union Cabinet, a senior employee union leader told NDTV, citing sources. The Cabinet did not take up the 7th pay commission allowances in today's meeting as it was not part of the agenda, sources told NDTV. The union leader expects the Cabinet to take up the matter soon. The Empowered Committee of Secretaries met on June 1 to screen the report on 7th pay commission allowances (including HRA) to prepare proposals for consideration by the government, the union leader said.

The Ashok Lavasa committee, which examined the 7th pay commission's recommendations on allowances, submitted its report to the finance minister on April 27. The committee was headed by Finance Secretary Ashok Lavasa and had Secretaries of Home Affairs, Defence, Health & Family Welfare, Personnel & Training, and Post, and Chairman, Railway Board, as Members, and Joint Secretary (Implementation Cell) as Member Secretary.

Suggestions to the AIAPC CHQ - PS Group B suggestions draft!!!

Dear AIAPC team ...
    You have circulated some model draft to send the same to dte as stake holder comments.
But in that letter the following two may kindly be changed.

1. There is no seperate Sr.PM posts for PM cadre to carve out as like carving out PM 1/2/3. LSG/HSG2/ HSG1 and PM 1/2/3 are different so carve out was done. But in the case of Sr.PM there is no separate posts to carve out. After entered in Sr.PM posts, all the IP and PM cadre would come under PS Group B Gradation for the Group A induction as per the RR norms.

2. We should not club Sr.PM RR suggestions, while PS Group B comments were sought. If we asked either 100% Sr.PM or 19%  PS Group B, then department may simply say 100% Sr.PM posts provisions will be considered while SrPM RR amendment suggestions. That Sr.PM RR amendment suggestion time, this plea may or may not be considered.

3. So our demand should be that IP cadre are allowed in our 75% Sr.PM LDC exam quota, so in the same way, PM cadre should also be allowed in IP cadre 19% LDC exam quota.

Subject: Revision/ Amendment in Recruitment Rules for the post of Postal Service Group ‘B’-reg.- Comments as a stakeholder
Ref        : Dte’s letter No 9-14/2010-SPG dated 02.05.2017

Respected Sir,

With due regard, I wish to submit my comments as a stakeholder as sought for through the Directorate’s letter cited above.

1. As per spirit of the Directorate’s letter no. 9-04/2007-SPG dated 16.03.2017 (copy is enclosed for kind ready reference), the cadre & posts of Sr Postmasters are yet to be filled owing to non-finalization of Recruitment Rules of the PS Group-‘B’. Thus both the Recruitment Rules for PS Group-‘B’ and Sr. Postmaster are inter-related.

2. The 7th CPC vide para 11.8.18  of its report has recommended that eligible officers from Postmasters’ Grade II and Postmasters’ Grade III may also be permitted to appear for LDCE along with Inspector (Posts) for the balance 75 percent of the Sr. Postmasters’ posts.

3. As per clarification vide the Dte’s Letter No 4-17/2008-SPB-II dated 10/02/2011 (Query No 10), “according to the policy of Government, a cadre cannot have multiple channels of promotional avenues”. As per the clarificatory orders, every cadre is water locked and lateral entry to any cadre from outside will violate the policy of the Government.

4. But in this proposed PS Group B amendment, against to the multiple channel norms and against to the existing PS Group B recruitment rules, non-Postal Services Group B hierarchy LSG officials of RMS/SBCO/CO&RO and stenographers were directly allowed in the PS Group B eligibility 6% quota, though they are having their own channel of promotions.

5. In Senior Postmaster Cadre recruitment rules 2010 also, by giving lateral entry to the Inspector (Posts) in the LDCE for Sr. Postmaster in the Department of Posts, Senior Postmaster (Group B Gazetted) Recruitment Rule, 2010, above-mentioned multiple channel policy of the Government (mentioned in para 3 above) has been disregarded as the posts of Sr. Postmaster come in the hierarchy of Postmaster Grade-I, II & III only. But in the case of Senior PM Recruitment rules also, above para 3 clarificatory order was not at all followed and Inspector cadre was also allowed in the 75% LDC exam quota.

6. Thus, separate action towards framing Recruitment Rule for Sr. Postmaster-2010 in addition to PS Group B recruitment rules amendment, disregarding the government policy becomes detrimental to my service interest in the department and I have faced unrecoverable loss of my service carrier.

7. I, therefore, pray before the Hon’ble Directorate to be kind enough  in amending Recruitment Rules for the post of Postal Service Group ‘B’ and Department of Posts, Senior Postmaster (Group B Gazetted) Recruitment Rule, 2010 by adopting the following amendments.

(i) Kindly provide necessary provision for 75% promotion to the posts of Sr. Postmaster in the Department of Posts, Senior Postmaster (Group B Gazetted) Recruitment Rule, 2010 from the cadre of Postmaster Grade-I, II & III after 5 years service as per the 7th CPC recommendations.

(ii) After this proposed amendment, the only cadre left without PS Group B opportunity is Postmaster Cadre by mentioned hierarchy and multiple channel norms. We cannot keep restriction norms only to one cadre. So Kindly allow the officers of Postmaster Grade-I, II & III to write LDCE for PS Group-‘B’ along with Inspector Posts making necessary provision in the Department of Posts, Postal Service Group ‘B’ Recruitment (Amendment) Rules, 1993 against their 19% (143 posts). But against to the committee report, in the table column it was mentioned as 22% instead of 19%, it may kindly be corrected. It is pertinent to mention here that Postmaster Cadre, LSG and Inspector cadre are the cadres directly serving in Postal Services operative/administrative posts as appointing authorities to GDS, sub appointing authorities to MTS/Postmen and in addition to that Postal services operative work supervising/inspection. So only these cadres are allowed in the PS Group Recruitment rules 1994 since they are only having ample feeder cadre experiences to appear for the PS Group B exams.(During 1994 Postmaster Cadre was not introduced to place in the eligibility list)

(iii) After LSG posts were enhanced 5 times during the Group C cadre restructures, 6% LDC quota of general line may kindly be not reduced.

(iv) As per the existing PS Group B RR norms, other non-hierarchical cadres like LSG (SBCO/RMS/CO&RO) and stenographers grade I&II may kindly be NOT allowed in this PS Group B amendment and they may kindly be given with their own hierarchical promotional avenues like AAO posts/Supdt Sorting/Supdt (Recruitment) respectively. Stenographers cadre restructure was already completed vide directorate letter no 25-25/2013-P.E.I dated and more than sufficient PS Group B equivalent posts were upgraded to them. For total no of just 529 stenographer II/I posts, they are having huge number of 223 Private secretary posts (Equal to PS Group B pay) and 31 Sr. Private secretary posts(Equal to Sr.Sudpt of POs pay). So within their hierarchical posts, they may kindly be given with separate LDC quota instead of giving PS Group B quota directly without sufficient operative/administrative experiences. For them they may kindly be allowed in PS Group B through seniority after passing Inspector Posts exams as per the existing norms but not as direct entry to the PS Group LDC quota.

Central employees to get revised allowances soon

It is reported from sources that the revised allowances to be presented before cabinet for it's approval likely soon, probably by next week. Cabinet may approve it on Wednesday, the 31st. (If not earlier, of course !)


It is also reported that "Allowance Committee" did not suggest any major change in seventh CPC recommendation. It is going to be retained as 24%, 16% and 8% of new basic pay. Only minor changes, details of which are not available with the sources may be effected in the order.

Regarding date of effect, it is most likely that allowances will be revised with retrospective effect from 01.07.2016.
